The Commonwealth of Blackshear arrived on the NationStates scene in January 2004 humbly declaring itself the premiere vacation destination of its founding region, the North Pacific. Shortly thereafter, its leaders (with co-founder OPArsenal) organized the North Pacific Vacation Alliance (NPVA), a loosely affiliated group of tourist-friendly nations. Early members included future NP delegates Magicality and Sydia.

From there the nation of Blackshear focused on forging diplomatic relations between the NP and like-minded NS regions. Blackshear's diplomatic corps helped open relations with the region of Canada and worked to establish treaties with the regions of England, Nasicournia, Juxtaposition X, Australia and Part123.

Perhaps in recognition of this diplomatic service, Blackshear was able to mount a successful campaign for the delegacy of the North Pacific. Though only serving briefly, this remains the pinnacle of Blackshear's NS career.

Casting around for a new direction, Blackshear helped write the NP constitution, became a Senator of the Meritocracy, served as an NP rep to the ADN, before again running for the delegacy.

Shortly thereafter, UPS Rail and Great Bight took over the North Pacific, both of whom repeatedly expelled Blackshear and its vassal nations. During this time of chaos and uncertainty, the people of Blackshear found a haven in the region of their old ally Canada. Finding peace and understanding in there new home, Blackshear's residents decided to make their move permanent. In the ensuing months, Blackshear has had the honour to serve as both press secretary and Deputy Prime Minister for the region Canada.
