The Confederation of Independent Regions was founded on 22nd December 2006 by Napier in association with The Pub.

The Constitution of the Confederate

THE CONSTITUTION OF THE CONFEDERATION OF INDEPENDENT REGIONS

The Confederation of Independent Regions is a grouping of regions, which welcomes all regions. It looks to unite as many regions as possible under the one banner, while protecting the diversity of its regions. It is a primarily defensive organization, and concentrates on helping out regions when they are invaded, and the sharing of intelligence.


The Rights of the Confederate

The Confederate is not a region. It will never encourage member regions to merge into a super-region. The Confederate does not have a capital. Additionally, the Confederate will not interfere with the politics of the regions that make it up. All member regions of the Confederate have the right to withdraw from the Confederate if their government so decides, without the fear of reprisal from the Confederate for the act of withdrawal. All members of the Confederate are considered of equal value to the Confederate. The Confederate has the right to request that member regions co-operate on defensive military missions, this co-operation is compulsory, unless an exemption is granted by the Security Council. The Confederate will never have its own army. However, when engaging in military missions, regions can choose to put nations under the control of a Confederate appointed official.


Membership of the Confederate

All types of regions are encouraged to apply for membership of the Confederate. Regions can be members or can simply have an embassy within the Confederate.


Sharing of Intelligence

The Confederate shall have a forum in which member regions can share intelligence, this forum being the General Assembly. Each member of the region can appoint one nation to represent it in the Intelligence forums. It is expected that this representative should be the nation responsible for Intelligence within his/her own region. Additionally, the Secretary-General has access to the Intelligence forums, and has the right to communicate any information shared in the forums to Associate members of the Confederate, and regions with embassies in the Confederate. The representatives from regions have the right to share all intelligence shared in the forums with their own region.


The General Assembly

The main body of the Confederate is the General Assembly. This contains 2 Representatives from every region that is a member of the Confederate. The General Assembly votes on whether to grant embassies and membership to regions. The General Assembly can also vote to expel regions from the Confederate, or downgrade their membership, although this requires a two-thirds majority. Every 6 months the General Assembly elects a member as President. Additionally, the General Assembly elects a Secretary-General (who becomes a member of both the General Assembly and the Security Council) every 6 months. Votes in the General Assembly are decided by a majority vote. If the vote is tied, then the Secretary-General has a second vote. Candidates in the election of General Assembly President cannot vote in the election they are candidates in.


The Security Council

The Security Council of the Confederate meets only in emergencies. The Security Council decides on the Confederate's response to acts of aggression towards or by member nations and regions of the Confederate. It also has the right to temporarily expel member regions from the Confederate, however, this decision must be confirmed within one week by a two-thirds majority within the General Assembly. The Security Council has the power to exempt regions from compulsory defensive missions after appeals to the Security Council are made. It consists of member from every region member, they can be Representatives in the General Assembly, and an additional member, the Secretary-General. No region can hold more than 1 seat in the Security Council. Every 6 months the Security Council elects a member as President. Votes are decided by a majority vote, although the 2 permanent members have a veto. If the vote is tied, then the Secretary-General has the casting vote. Candidates in the election of Security Council President cannot vote in the election they are candidates in.


The Secretary-General

The Secretary-General is not the leader of the Confederate, but instead manages the Confederate, and is also the Confederate's representative abroad. The Secretary-General upon election becomes a member of both the General Assembly and the Security Council. The Secretary-General can appoint a Deputy Secretary-General, who can assist the Secretary-General in his/her work, and takes over if the Secretary-General is unable to carry out his/her duties. The Deputy Secretary-General does not automatically become a member of either the General Assembly or the Security Council, but if they are an existing member of either they can continue their membership as well as the role of Deputy Secretary-General. Candidates in the election of Secretary-General cannot vote in the election they are candidates in.
