Capitals Act

The Capitals Act was a policy passed by the Imperial Senate that set standards for the definition of capital cities in the Empire.

Preamble

For the purpose of definition of Capital Cities of the Empire, Provinces, Ethnic Groups, and other entities, this Act is thus Enacted.

Section 1

A "Capital" is hereby defined as the settlement or other location that the government, authority, or poltiical body of the entity in question names as its place of conduct.

Section 2

All inhabited provinces of the Empire are required to name a particular settlement as their capital. The Governor of said province is granted the power to do so with th econsent of 1/3 of the legislature, unless otherwise noted in a colonial Charter or provincial Article.

Autonomous Colonies may chose or relocate their capital as they wish.

Uninhabited, but militarily occupied, provinces shall name the camp where the commander of the occupying unit resides as their capital.

Under the Trade Colonies Act, any trading post or city-colony shall have the city of which they are comprised as their capital. For archival purposes.

Military territories shall have the principal base as their capital. Those administered directly from Kartika will have a designated area as their capital zone. The location will be specified by the supervisory office of the territory.

Uninhabited posessions shall have their Capital city named by their Supervisor. Any city in the Empire may be chosen. Theselected settlement DOES NOT become part of the posession.

Section 3

No province is permitted more than one capital.

  • Sovereign Colonies are exempted from this

Section 4

The Imperial capital is to be governed by the Empire, and not by a municipal, provincial, or countyship authority. It still remains non-sovereign territory of the host province.

A Capitoline Administrator shall be appointed by the Capital Affairs Office of the Empire, to see to the mayoral duties o fthe capital city.

Section 5

Ethnic, Ancestral, National, Tribal, Religious, or other such groups seeking recognition and Land-Culture rights must select a particular city as its capital.

  • The city must have a demographic and cultural connection to the group.
  • The offices of the groups governing body or society must be located in that city.
  • The city does not fall under administration of the group unless it is already that group's reservation or other homeland or colonial territory.
  • The above requirements will be inquisited by the Land-Culture Office.
