The Civil Headquarters is the heart of each region's communication network. Up to ten entries exist on the Civil HQ board at any given time, with newer entries pushing older messages off the top.

In feeder and other large regions, the Civil HQ sometimes scrolls too fast to be useful, but smaller regions can effectively use it to discuss UN resolutions, regional politics, or just the events of the day.

Game rules concerning the use of spam in the Civil HQ can be summarized as Don't. Only the Founder is allowed to clear spam (by bumping it off by posting messages that indicate the founder is clearing the board), and even then caution should be exercised.
