PREAMBLE

The nations of Democrats solemnly proclaim their attachment to the Rights of Man, Democracy and left-wing principles. By virtue of these principles, the Democrats region offers to every member nation the common ideal of equality, liberty and solidarity, conceived with a view to democratic development. Democrats shall be an indivisible and Social Democracy. It shall ensure the equality of all citizens, without distinction of origin, race or religion.

TITLE I - ON DEMOCRATS

Article 1 The national emblem shall be a green fist on a black background. The national anthem shall be "Rocking in the Free World" by Neil Young The motto of the Region shall be "Equality, Liberty and Solidarity" Its principle shall be "Government of the people, by the people and for the people"

Article 2 All nations of the Democrats region may vote. All citizens of member nations are granted equal access to regional offices and positions.

Article 3 All nations must respect left-wing principles and democracy.

TITLE II - THE FOUNDER AND THE UN-DELEGATE

Article 4 The Founder of Democrats shall see that the Constitution is observed. He shall ensure the proper functioning of the public authorities and the continuity of the State. He shall be the guarantor of national independence, territorial integrity and observance of treaties.

Article 5 The UN-Delegate shall be elected for four months by direct universal suffrage.

Article 6 The UN-Delegate shall organize a vote on every new UN-Resolution in the Region and cast his vote according to the majority expressed in this poll. In a tie situation, the UN-Delegate has the right to vote according to his personal believes only.

Article 7 The election of the new UN-Delegate shall be held not less than six days and not more than ten days before the expiry of the term of the Delegate in office. If, before the first ballot, any of the candidates ceases to exist or becomes incapacitated, the Founder shall declare the election postponed.

Article 8 It is also by means of universal suffrage, organized in the same manner as the election of the UN-Delegate, that a Prime Minister shall be elected. On the proposal of the Prime Minister, the Founder shall appoint the other members of the Government and terminate their appointments.

Article 9 The Founder and/or UN-Delegate shall preside over the Council of Ministers.

Article 10 The Founder shall promulgate Acts of Government within fifteen days following the final adoption of an Act. He may, before the expiry of this time limit, ask Government to reconsider the Act or sections of the Act. Reconsideration shall not be refused.

Article 11 The Founder may, after consulting the Prime Minister and the UN-Delegate, declare the National Government dissolved. A general election shall take place not less than six days and not more than ten days after the dissolution. No further dissolution shall take place within two months following this election.

Article 12 The Founder shall accredit ambassadors to foreign powers; foreign ambassadors shall be accredited to him.

Article 13 The Founder shall be commander-in-chief of the armed forces. He alone has the right to declare war on other regions. But no nation of the Democrats can be forced to military action against its will.

Article 14 Where the institutions of the Region, the independence of the Nation, the integrity of its territory or the fulfillment of its international commitments are under serious and immediate threat, and where the proper functioning of the constitutional public authorities is interrupted, the Founder shall take the measures required by these circumstances, after formally consulting the UN-Delegate, the Prime Minister and his Government. He shall inform the Nation of these measures in a message posted on the Regional Headquarters Board. Government shall not be dissolved during the exercise of the emergency powers.

Article 15 The Founder has the right to grant pardon.

TITLE III - THE GOVERNMENT

Article 16 The Government shall determine and conduct the policy of the Region.

Article 17 The Prime Minister shall direct the operation of the Government. He shall ensure the implementation of legislation. He may delegate certain of his powers to ministers. He shall deputize, if the case arises, for the Founder and/or the UN-Delegate.

Article 18 The duties of member of the Government shall be incompatible with any position of occupational representation at national and international level.

TITLE IV - ON TREATIES AND INTERNATIONAL AGREEMENTS

Article 19 The Founder shall negotiate and ratify treaties. He shall be informed of any negotiations for the conclusion of an international agreement.

Article 20 The authorities of the Region are empowered to grant asylum to any foreigner who is persecuted for his action in pursuit of freedom or who seeks the protection of Democrats for some other reason.

TITLE V - THE HIGH COURT OF JUSTICE

Article 21 A High Court of Justice shall be established. It shall be composed of three members elected from among their ranks by the National Government, after each general or partial renewal by election of this Government. Its President is the Minister of Justice.

Article 22 The Founder shall not be held liable for acts performed in the exercise of his duties except in the case of high treason. He may be indicted only by Government ruling by identical votes in open ballots and by an absolute majority of their members; he shall be tried by the High Court of Justice.

TITLE VI – SOCIAL RIGHTS

Article 23 Discrimination on the basis of race, sex, color, ancestry, place of origin, gender identity or expression, ethnic origin, marital status, same sex partner status, sexual orientation, age, disability, citizenship, family status or religion are not allowed in all member nations. No alliances will be made with regions and/or nations not encouraging the abolishment of these discriminations.

Article 24 Every woman living in a member nation has the right to abortion.

Article 25 Every adult of legal age has the right to employment and a livable wage.

Article 26 Every person has a right to basic health care.

TITLE VI - ON THE AMENDMENT OF THE CONSTITUTION

Article 27 The Founder, on a proposal by the UN-Delegate, Prime Minister and Members of Government alike, shall have the right to initiate amendment of the Constitution. The amendment shall have effect after approval by referendum. The democratic and left-wing form of government shall not be the object of an amendment.
