First cabinet Fløan was appointed by The Conservative Party's leader, Skatval, at August 12th, 2007, after Skatval took the position as party leader in Nova Norway's Conservative Party. Cabinet Fløan was therefore not a result of an election, but a change of power within the leading party. The distribution of the parliment (Alltinget) is the same as under Cabinet Nickelsen. However, the posistions within the government itself was a bit unlike the Cabinet Nickelsen. It was followed by the transitional government called Second cabinet Fløan at October 7th, 2007.
