Information on the Hapes Consortium:
The Hapes Consortium, founded by Shinaria, is a consortium of nations who have joined their economic, military and social recourses to acquire means in order to survive the more dramatic actions that take place in other parts of the NS world.
For this, the nations of the Hapes Consortium stick close together in this stable region. Membership of the many alliances and treaties inside the Hapes Consortium is not obligated but it is recommended.
Each nation can have a position in the Council of Hapes where national and regional happenings can be discussed. Assisting the Council of Hapes is also the Hapes Security Council in times of conflict or more international and interregional kind of nature. It is has three permanent members and four rotating members.
Although the HC accepts in principle, any nation, it’s borders are closed in order to ensure the continuity of the region with select nations allowed to have contacts with the outside world.
History
Hapes Consortium lends its name from one of the Governments of the Star Wars universe, in which the Consortium was known for its highly attractive citizens.
Within the world of NationStates however, The Hapes Consortium was founded in the early months of 2003 by the nation of Shinaria, and has since proven itself a stable region.
Amongst the oldest members of the Consortium are Shinaria, Zeontarg and JujenDanq.
Current Situation
The HC (Hapes Consortium) has a liberal policy regarding nations that wish to join, requiring only that they join the UN, or use a second nation to provide UN support.
UN support in the HC is generally given to its permanent regional delegate: The Sovereign Military Empire of JujenDanq.
Politics
The Hapes Consortium is politically active. It's regional delegate partakes in the UN-votes, wielding the collective influence of the Consortium.
High Council of Hapes Each nation may decide in some important matters, since this is a partial democracy, this how much votes everybody represents:
Non-UN Countries: 1 Vote
UN-Countries with less than one billion citizens: 2 Votes
UN-Countries with more than one billion citizens: 3 Votes
UN-Countries with more than two billion citizens: 4 Votes
UN-Countries with more than three billion citizens: 5 Votes
UN-Countries with more than four billion citizens: 6 Votes
UN-Countries with more than five billion citizens: 10 Votes
UN-Countries with more than six billion citizens: 15 Votes
UN-Delegate Position: + 1 Extra Vote * D
Founder Position: + 1 Extra Vote * F
To prevent cheating you are not allowed to have more then two countries in the Hapes Consortium:
-ONE UN-Country with normal ranking and ONE 2ndary nation which represents one vote only. (Preferably make it clear in the name of the 2ndary country that it is a colony or something like that of your prime nation). Your vote-power will be that of how many billion you have in your UN-Country + one additional vote for the non-UN-Country.
-Two non-UN-Countries get one vote each, so you will be representing never more then two votes unless you decide to have one of those nations join the UN.
-Nations may abstain from voting.
