Havvy is a developing nation and is not widely known. They are a stunning country, as they put environment and gun free laws before anything else.
Their leader, Jerry Sophrone took over a few years, after a huge coup by the military. The legislation passed is now in favor of the military and at the same time the environment.
Jerry Sophrone decided to have a very helpful UN Ambassador. He chose his friend, and gave him a title known as doctor. Debate over which he should really have his name or not is currently going on. Dr. Sizofren though, is most renown for putting foam around the UN building so that defenestrated people do not die. He also decided to burn it after jumping off the building and ironically missing. What he didn't know though, was that a janitorial service was made to clean up the foam. He burned the grass, and this gave way to getting the nation of Havvy onto the WHL.
The nation of Havvy for some reason or another, seems to vote on the side that usually wins. It's probably because of how it'll help them out, or it'll help everyone. Either way, they make sure certain things happen. To bad for them, they can't ever get it right with repeals.
