Hegemony

The Hegemony is primarily a humanitarian alliance, though protection from other members of the alliance is granted, and economic ties. The Hegemony was recreated after it was destroyed by a nation known as British Londinium and some allies. It was originally created by Lord Sumguy and was re-created by LS as well.

Charter

The charter of the Hegemony is as follows:

Chapter One, concerning military actions:

1. The Hegemonic nations agree that an armed attack against one or more of them shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the Hegemony as a whole.

2. Aid must be given to any member nation engaged in a defensive war. Aid in an offensive operation is optional unless otherwise decided by the Hegemony council.

3. The members of the Hegemony shall agree to abide by all human rights as detailed in the European Declaration of Fundamental Human Rights, and nations found to be in violation of said Declaration may face expulsion from and attack by the Hegemony if the Council deems it necessary.

Chapter Two, concerning the makeup and administation of the Hegemony:

1. No nation will be exempt from expulsion from the Hegemony.

2. The Hegemony will be led by the Hegemon, who will be elected by the Hegemony council and will determine what actions will be taken by the alliance. The Hegemon will also hold three votes within the Hegemony council. A Vice-Hegemon will also be elected, and will preside over council meetings.

3. The Hegemony council will be made up of representatives of every naton within the Hegemony, and may override any decision of the Hegemon by a two-thirds majority vote.

4. If deemed neccesary, the Hegemon may be impeached by a 75% majority vote in the Hegemony council.

5. If the Hegemon is killed, impeached, or otherwise incapable of serving, the Vice-Hegemon will become Hegemon.

6. The Hegemon may appoint ministers and officials to assist him with the task of managing the Hegemony. None of these officials may take any action that is not within the power of the Hegemon.

Chapter Three, concerning economic relations between members:

1. Every nation within the Hegemony will sign free trade agreements with all other Hegemonic nations.

Chapter Four, concerning humanitarian aid by the Hegemony:

1. All nations within the Hegemony are expected to give 5% of their nation's total annual budget to the Hegemony for use in humanitarian aid. The Hegemon may propose other uses for this money. All budget proposals will be suject to the approval of the Hegemony council by a majority vote.

2. The Hegemony will match any humanitarian aid contributions given by any of it's member nations.

Organization

The head of the Hegemony is known as the Hegemon. The Hegemon is currently Lord Sumguy of the nation Lord Sumguy. There is also a Hegemony Council. Each nation send a representative to serve on said Hegemony Council.
