A View of the Commonwealth

(Earth II relevant)

The Commonwealth of Hirgizstan is a growing and expanding Nationalist and deeply conservative nation. It covers many millions of square Kilometers and includes three Colonies. The Current population is over 11 Billion and is still growing. The people of Hirgizstan itself have a rich and varied history stretching back to the 14th Century when the nomadic tribe of the Hirgizstanii finally conquered the Imperial and Feudalistic forces that had purged the land and almost destroyed a people.

In the 16th Century a Civil War broke out in Hirgizstan over the ethnic claims of a small tribe, separate from the Hirgizstanii. Old rivalries were renewed and what was a small problem exploded into a four year long Civil War in which hundreds of thousands were killed. The Army of the Union of Hirgizstan eventually won the war and the Hirgizstanii and other tribes settled into their peaceful existence once more.

Since then the Hirgizstanian nation has arisen as a World Leader in both economic and military might yet has maintained its realist-isolationist stance in global politics. It has become a key figure on the international stage. Originally playing a significant role in the Smolny Civil War, the Commonwealth of Hirgizstan (Then the Dictatorship of Hirgizstan) has slowly but surely expanded its horizons and began to form the Commonwealth that it is today, expanding firstly across the island chain known now as Hirgizstanian Nations, then annexation and a bloody two year long war brought the rugged nation of Legionnaires into the Hirgizstanian Commonwealth. The latest Colony to become part of the Commonwealth was Victories, a vast nation and long-standing ally of the Dictatorship of Hirgizstan, its people voted to amalgamate themselves with the Commonwealth.

Since the war in Legionnaires and the anschluss with Victories the people of Hirgizstan have enjoyed an un-tainted period of calm and prosperity. The Citizens of the Commonwealth live well and are allowed to live mostly as they please and complain very little. In annual surveys conducted by the Government the people are most concerned with Security and Crime. Over 90% of all Commonwealth Citizens feel that they are safer than many other places in the world, both from domestic and international threats. Third on the list was Economic stability and Prosperity, and from the figures it would seem that people in the Commonwealth live well, and with rising prosperity and economic strength this can only get better.

The Government

The Government of the Commonwealth of Hirgizstan is highly centralized. The Government does not subscribe to any particular Right Wing movement, rather it subscribes to a hybrid doctrine of its own engineering.

For efficiency the Government is tiered, down to the lowest point. The lowest form of Government is local, towns and villages etc, ruled by Mayor's and Councils. The candidates are Government chosen but are elected by the populace of the town or village. The next tier up is the City, which are organised in a similar fashion. Counties are the next tier up and are ruled by a Council, presided over by a Gauleiter, the Gauleiter and the Council are chosen by the State Governor, quite a high position. The Province Governer is the next step up, fairly close to the top positions. Provinces are higher than States. The next tier is the Colonial Ministers, appointed by the Fuhrer. There are three at the moment and they are called '1st Ministers' of their respective Colonies. They are presided over by the General Officer of the Commonwealth (GOC), who is appointed by the Fuhrer and is a member of the Cabinet. The Highest Tier is the Commonwealth, ruled, of course, by the Fuhrer.

The Ideology of the Commonwealth is a hybrid of numerous ideologies. It is Right Wing dynamism of the highest order, although older conservative values are still upheld. The Government is not democratic but the people of the Commonwealth live generally free lives as long as they stay within the confines of the law, which is the Governments top priority, on a par with Defense. The general consensus in the people's minds is that the Government should stay mostly isolationist, which keeps the Commonwealth relatively secure and allows the people freedom from such damaging enterprises as the United Nations.

The Fuhrer is the the Leader of the Commonwealth, he is at the top and the people are in no doubt as to this fact. They know that if the Fuhrer choses to become involved in an International Situation then it will be for the good of the Commonwealth, the people do not believe that there is world order, only a few select states have order and it is in the interests of the Commonwealth to get involved only where the effects would directly impact on the Commonwealth itself..................................................................... ..........................

The Commonwealth

The Commonwealth of Hirgizstan can be divided into four separate areas, all of which are directly part of the Commonwealth. Three of these areas are Colonies or Regions, while one is the central nation of Hirgizstan itself, which of course is not a colony. The three Colonies are Victories, Legionnaires and Hirgizstanian Nations. Colonials are considered Citizens of the Commonwealth of Hirgizstan but there are certain differences when it comes to Legislation, for example a Colonial cannot serve in certain branches of the Hirgizstanian Military, they can however, serve in Colonial Formations.

Central Region of Hirgizstan

The Commonwealth is based in Hirgizstan, the first and oldest of the four regions. The region of Hirgizstan was formed after 1350 when, after numerous tribal wars, the many tribal regions were settled into a united country known as Hirgizstan, after the Hirgizstanii tribe that were the main protragonists in the nations formation. After the Civil war in the 1500s the nation became known as 'The Dictatorship of Hirgizstan', and it is now the Commonwealth of Hirgizstan.

The Capital City is Hirgizstan City, which is one of the largest cities in the world, and its second largest city is Freedom City. The region of Hirgizstan is currently home to one third of the Hirgizstanian Military.

Victories

The Hirgizstanian Commonwealth of Victories is the most recent region to be proclaimed part of the Commonwealth. It was annexed not too long ago after a decision by its people and its President to become part of the Commonwealth of Hirgizstan. The leaders of Victories and Hirgizstan had been staunch allies for many years and its people and leaders felt that their combined interests would be served better as part of a strong Commonwealth, where the forces of both nations would be combined.

The economy of Victories has greatly improved the overall wealth of the Commonwealth as Victories currently has a larger population than the region of Hirgizstan, but on a smaller land-mass. Victory City is the Commonwealth's second largest city, after Hirgizstan City. Victories is home to one third of the Hirgizstanian Military and is home to two quarters of the Colonial Military Forces.

Legionnaires

The Hirgizstanian Commonwealth of Legionnaires was founded in 1640 by a large group of nation-less Soldiers who called themselves Legionnaires. This state was founded by soldiers and its people carried on a tradition of being tough and rugged, unflinching in the face of adversity.

However in recent times the traditional Federal Government of Legionnaires fell to a Communist Dictator who oppressed the people's and denied the nations history. The Commonwealth of Hirgizstan saw an oppurtunity to be exploited and took it.

Hirgizstanian Troops fought for 2 years in a brutal and bloody war against Communist insurgents and guerillas before finally declaring Legionnaires a Colony. The people of Legionnaires believed that the Commonwealth had done them a good turn but the people keep a healthy skepticism toward the Hirgizstanian Government. This attitude is most apparent in the military Legionnaire Formations, the Foreign Legions. Their troops are fiercely loyal but arrogant, believing themselves to be of tougher stock than other troops.

The largest city in Legionnaires is Aquilla. Legionnaires is a favourtie tourist destination of many Commonwealth Citizens as it has an extremely warm climate and is a place of absolute natural beauty. The Fuhrer himself has a number of residences there, including the White Palace, a huge, grandoise marble structure of truly epic architectual proportions. Just under one third of Hirgizstanian Military forces are based in Legionnaires. One quarter of the Colonial Military is based in Legionnaires

Hirgizstanian Nations

The Commonwealth of Hirgizstanian Nations is a large island chain that was once many individual nations that were allied to each other through one Alliance. Once one of these small nations was conquered, in a short, almost bloodless, military campaign, it was apparent that the main income of these nations was the Drug Trade.

The Drug Trade owned everything, including the politicians and the military and they didn't take kindly to the Commonwealth invading one of their customers, thus they started a small scale war against Commonwealth forces.

Hirgizstanian Military forces quickly ascertained that if the Drugs were destroyed then their war effort would certainly fail. Thus large volumes of Agent Orange, Agent Blue and Agent Red were sprayed over the drug fields. Cocaine and Heroin were the first to suffer, followed by cannabis. The war had dropped off slightly but an Aerial bombing campaign on a remote jungle island in the chain of islands eventually stopped the manufactured drugs and alcohol from being procduced.

The Military then island-hopped and added the entire chain of island nations to the Commonwealth in a relatively short time. The nations then became obsolete and is now known as Hirgizstanian Nations.

The largest city is the city of Fue, which is on one of the larger islands. Some Hirgizstanian Military forces are based in Hirgizstanian Nations. One quarter of Colonial Military Forces are based in Hirgizstanian Nations.

Geography

The Geography of the Commonwealth is very diverse. Hirgizstan and Victories are noted for their Large, numerous ports, large coastal areas, areas of dense forest, mountanous backlands, flatlands and lush vegetation. The Climate is quite moderate and predictable, with warm and often dry summers with cold and icy Winters. Legionnaires is a much more rugged country, with a large Desert and arid mountain region stretching for many miles. However, it also has rich and vast coastlines sporting blue seas, golden beaches, tropical vegetation and a pleasant climate. Hirgizstanian Nations is known for its many different climates and terrains. Many islands are full of dense jungle with humid and heavy climates, yet some islands are windswept and barren. The climate varies from the hot and humid to the extremely cold.

Demographics

The primary language taught throughout the Commonwealth is English, it is taught in every school and all citizens are required to have an excellent command of the langauge, including being able to speak, understand and write in English. The secondary language is North Germanian, taught in order that Commonwealth Citizens are able to better understand the complex dialect spoken throughout North Germania. It is not a required language and is only taught up until a certain point in the National cirrculum. Signs, documentation and instructions are all written in English. The nations national heritage dictates that English is the primary language.

Citizens are encouraged to know and speak other languages, especially if they are business professionals, to expediate and assist with trade and ecnomics but there are no requirements for a second language.

Of the populace 97.8% are literal meaning that they can read, write, understand, and speak the language to a high degree, as national testing would show. The Central Region of Hirgizstan has a literacy rate in excess of 99%, Victories 98%, Legionnaires 98% and Hirgizstanian Nations, 96%, thus the National Average stands at 97.8%.

The Average age for male citizens is 80 years old, 82 for females, while the average retirement age is 60, but there are high numbers that continue into their mid to late 60's. There is no National Retirement age.

Immmigration/Travel

Immigration in the COH is a guarded subject, linked with that of travel. Only citizens from approved nations, usually only those with Embassies in the Commonwealth, are allowed to enter the country. Regardless of their approval each and every entrant is subject to security checks before visa's can be given.

A Visa is valid for a period of one month and a longer 'leisure' stay is not permitted unless a special Extended Visa is given. Business Visa's allow the bearer to stay for a maximum of three months and, at the beginning of each month, must report to the nearest Police Station to have their Visa stamped, otherwise they will face arrest and prosecution.

To work for a period longer than three months requires a Work Visa that has to be renewed every 6 Months. Work Visa's have to be sponsored by the employer and are approved by the Government. Work Visa's only permit the holder to work in certain places, Government Administration, Police and Law Enforcement and the Military are strictly prohibited.

Student Visa's work in much the same way as Work Visa's.

Green Cards, that permit the bearer to remain in the Commonwealth for a period of time of their chosing, are only given the citizens of nations with Embassies in the COH and bearers will have to have held a job for a certain number of years while holding the Green Card. They may also be given to those who have renewed a Work Visa' for the 20th time.

Citizenship of the COH is handed out to very few people and only those with long-term Green Card's will be considered.

Travel is restricted to citizens of approved nations.

Illegal Immigration is a serious crime against the Commonwealth and anyone caught in this situation is liable to a minimum of 100 years jail time and any other legal punishment that is deemed applicable. The borders of each Colony is manned 24-7 by the Colonial Military. Commonwealth waters are also patrolled by the Coast Guard and Colonial Naval Self Defense Forces. Any illegal vessels of vehicles caught trying to violate the border areas will be shot on sight.

Culture

The culture of the Commonwealth of Hirgizstan is vast and diverse. Given the four main areas of the Commonwealth, the people are vast in number and ethnicity. Sports are a popular past-time with all major sports being popular, along with some culturally popular sports in certain areas. Football and baseball are two of the biggest and most popular sports, while soccer, hockey and rugby are not as popular. There are over one hundred different accents throughout the Commonwealth, some are easy to spot, others are very hard to tell apart.

Religion is a non-issue, it is the right of the person to choose their religion, the state is distinctly separated from Religion. However, all religions and denominations are subject to Government screenings to ensure legitimacy and suitability, depending on the religion and its demographic numbers a tax is levied on the particular denomination, but its circumstances are subject to change. The most prominent religion is Christianity, with Catholicism (35%) being the most popular, although other Christian denominations also have significant followings- Protestant (10%) and Orthodox (15%). Judaism (8%) and Islam (17%) being the next biggest. Hinduism (4%), Budhism (2%),Sikhism (2%) and Bahai (2%) are some of the smallest. Finally 5% of the people are Atheist.

The Commonwealth has adopted many contemporary principles for its youth. Popular Music and film are common, literature sales are extremely high and the internet, although regulated by the state, is very popular. Art is also a popular culture but the numbers choosing it as a career path are not high.

The character of the average citizen is of a loyal, fiercely patriotic and hard-working person. Immorality is not such a big issue as many liberal values are suppressed in favour of moral values. Depending on the region people are either fiercely supportive of the government or cynical but trusting.

Military service is cumpolsory for all males aged 18+ but allowances are made for those who wish to go to University beforehand (the COH Military is not conscripted, it is 100% volunteer, the conscripted Military is essentially a full-time Reserve Force that teaches values every citizen should know).

Citizens are big consumers and industry moves with dynamic force to ensure it is always at the top, producing what the nation needs.

Criminals are punished severly with the Death Penalty being frequently enforced. Laws are strict and conservative in nature, as are the principles of the Commonwealth. Citizens are forced to make wise monetary decisions early due to a small social security and social welfare sector.

Education is the very best and is a top priority for the Government. 70-80% of all school leavers go on to University/Collegiate study.

Crime is relatively unknown in many areas with the police force being a force to be reckoned with. Criminality is dealth with severly.

The Commonwealth of Hirgizstan is a realist-isolationist nation, we do not believe that the world is empty or a vacuum. We have embassies abroad, and those nations in which we have embassies will have embassies in the Commonwealth. The Diplomatic Zone of Hirgizstan City is where all Foreign Diplomatic and Trade Offices are located, approximately 16 Miles from Hirgizstan's International Airport, the 4th largest in the Commonwealth. (The biggest being Hirgizstan Airport, 10 miles outside of Hirgizstan City). All diplomats must use the HIA and all Diplomatic staff must carry valid ID at all times and live in the Diplomatic and Trade Staff Housing District.

Embassy Conditions

1. Any acts of using an embassy as a means of espionage, spying, terrorism or any other subversive or criminal activity, will result in the closure of the Embassy and the ejection of all guilty parties from the Commonwealth.

2. All Embassy staff must, while they reside within the Commonwealth, subscribe to the laws of the land. A breakage of the law will not be covered by diplomatic immunity and you will be subject to the full projection of the law.

3. Only October Alliance Members are allowed to have a small weapons cache at their embassies. Weapons caches at other embassies is illegal.

4. There are only to be, at a maximum, 100 Armed Guards at an Embassy. Despite their origin, military, federal etc, they must be registered as Licensed weapon holders and subscribe to the laws set down by their permits.

5. Protesting is illegal in the Commonwealth.

6. The use of illicit drugs is illegal in the Commonwealth. Only drugs approved by the FDA (Food and Drug Administration) are allowed. (Aspirin, medicines etc, are allowed, marijuana, cocaine, LSD etc, is illegal).

The Colonial Air Self Defense Forces (CASDF’s) are split into 3 Air Self Defense Forces (ASDF’s) that are based in each of the three Colonies, Legionnaires, Victories and Hirgizstanian Nations. They are all the same size, each having 2 Fighter Defence Wings, 2 Defensive Attack Wings, 1 Cargo Wing, 2 Reconnaissance Wings, 1 Air Control Wing, 1 Refeulling Wing and 1 Special Duty Wing. The ASDF’s are a purely defensive force and are not used in Offensive warfare or in Foreign theatres, unless the National Guard cannot provide the necessary forces. The ASDF’s may participate in humanitarian aid within the Commonwealth.

Hirgizstanian Army

Since the advent of a Commonwealth the non-Colonial Army numbers have been cut.

Plans were to bring the Combat Strength to around 10-12 Million. However, the Colonies have come up with many willing to serve and thus the non-colonial Army was able to be re-formed. Instead of increased Manpower, new Tanks, chiefly the M1A3 Abrams, and new Helicopter forces were increased damatically to give the Soldiers in the field more firepower, technology and a go-anywhere resume.

All Combat Soldiers in the non-Colonial Army (which is after hereby referred to as 'Army') are now issued with the much improved M16A4 RIS. This rifle gives increased range and accuracy due to better metals and a re-engineered barrel. Within 5 Minutes the solid stock can be removed to reveal a Plastic collapsable stock, similar to the M4. There are 5 RIS rails, 4 on the outer barrel and one under the Iron Sights. This allows improved sights and equipment to be mounted on the rifle in conjunction with the Land Warrior Project which has now been implemented military-wide. The Army is still using the M16A4 RIS for the LW Program but the Airborne are using the M20 Advanced Individual Combat Weapon (AICW).

Non-Combat soldiers, i.e. Officers and logistics personnel, are issued with the M4A2 RIS.

Every soldier now wears the much improved MARPAT camo, avaliable in 5 different styles, City (The City has reds, blues and dull greens as well as original Urban colours), Urban, Snow, Woodland and Desert. In addition to this they each use the Modular Assault Protection Equipment, including improved Helmet, Body Armour and limb armour. As per the LW Program each soldier also wears a Helmet Visor with Thermal/NV Imaging as standard, a Battlefield Computer and Personal Communications equipment.

The Army is organised in the following way:

20 Armies- Main concentration is Infantry with some Mechanized and Armour capabilities. Each Army is organised into 10 Corps of 400000 soldiers, as well as M1A3's,M1A2's, APC's and various other vehicles.

2 Airborne Corps- Each Corps has 8 Divisions, including 1 Mechanized and 1 Armour Division, as well as 6 Normal Divisions. Each Division has vehicles and Helicopters. Each Division is made up of 19300 Soldiers, except for the Mechanized and Armoured Divisions which have slightly less manpower.

The Commonwealth Armies have been in operation for quite some time now. The first Commonwealth Military (Commonwealth Citizens Volunteered for service with the CHMC before the Commonwealth Military was created) Unit was the Foreign Legion and the Legion has been the most utilised Commonwealth Unit for combat operations. Commonwealth Soldiers are issued with the M16A3 and Beretta M9 Pistols. Officers are issued with the M4A1 or the MP10 and the M9 Pistol. Commonwealth Soldiers wear Woodland, Desert (Choc Chip and/or Tri-Colour), Urban, and Tropical BDU’s. Certain formations in the Legion wear Black and other mono-colour BDU’s depending upon operations and their role.

The Commonwealth Military is usually deployed in the Humanitarian role, whether it is foreign or domestic, indeed the Foreign Legion has a Peacekeeping and Engineering section in each of its six Legions. The Commonwealth Military are also tasked with Border Patrol and Border Defence in association with the Internal Border Police Force (IBP).

The Foreign Legion is split up into six Foreign Legion’s, or FL’s. Each FL is further split into Five Regiments, two of those Regiments being Peacekeepers and Engineers. The First Foreign Legion (1FL) is an Infantry formation. Each Regiment, including the Peacekeepers and Engineers have 27,000 Soldiers, 250 Stingray Mk 2 LBT, 250 M113A6 APC, 2000 M1114 Up-Armoured HMMWV and 2000 5T Trucks. The Second Foreign Legion (2FL) is an Airborne formation. The Marine Corps is like a small Army, the Navy's own Army if you will. It is split into 6 Divisions, with 3 Regiments each. There are 2 Dedicated Marine Expeditionary Unit (MEU) Divisions and one Heavy Marine Division, essentially more men and Armour. The Corps has its own ships, including Wasp Class Landing Assault Ships Torrent Class Arsenal Ships, as well as having 90 Oil Tanker Transports. (Marines also use numerous LCAC’s and GLCAC’s (Giant Landing Craft-Air Cushioned) but numbers vary depending upon the situation and size of the contingent and so numbers are not listed in the inventory).

The Marine Corps also sustains and maintains its own small Air Force, compromising 42 Marine Air Wings, 36 of them aboard Wasp Class LHD's and 6 aboard various CVN's. The Hirgizstanian Coast Guard was set up as a new force to take pressure off of the Navy to guard COH waters. Instead of being a conventional and defensive Coast Guard the COHCG can work as an offensive force to combat against drugs smuggling, human trafficking and terrorism. It has a massive budget and comes under DOD jurisdiction and therefore it can ask for help from any of the Military arms.

The HSC is divided up into 3 Main Units, each with separate duties. The foremost units are 5 Space Wings, 10 Missile Squadrons in all. They are responsible for the bulk of our Nuclear Armament and its defence from air and ground attack. For this mission they are equipped with Tactical Corps Level missiles and various Anti-Aircraft systems.

The Second units are 5 Orbital Wings. These units are responsible for 1250 Spy Satellites and 500 EMP Satellites. Their job is to provide accurate intelligence on the enemy and to disable an enemy's technology and communications.

The Third unit is perhaps the most important defence unit within the Hirgizstanian Armed Forces. The SAAMDS (Space Altitude Area Missile Defence System-a space based Anti-Missile system, just ask if you want a more detailed description of how it works.) units comrpomise a HQ unit and 4 separate Monitoring Units. Each Monitoring unit is responsible for its own laser module and associated sattelites and Ground sites. The HQ unit has a direct line to the Fuhrer and must receive approval before an imcoming missile is destroyed.

Classified in RP, but to TOA members they are simply Higly trained Espionage and Counter-Espionage soldiers and skilled assasins and spies. • 2nd Black Operations Unit-SOIAG (Special Operations, Intelligence and Assasinations Group), Task Force Lightening, Classified in RP. • 1st and 2nd Special Forces Cavalry-each with 4 Regiments. • 1st and 2nd Special Forces Artillery-each with 4 Regiments, providing Artillery Support for SF units and providing the Army with a Nuclear Artillery Arsenal.

Air Force Special Forces: • Air Force Special Tactics Squadron (STS)-17 Squadrons, each with 2 Units. Every other SF unit has an STS Team assigned to it. STS teams specialise in Combat Air Control, making landing sites and calling in Support Aircraft.

Navy Special Forces: • Navy SEAL's- 10 SEAL Teams, each specialising in all aspects of warfare, but each team is assigned a specific role to which they pay special attention. Each team is assigned to a Fleet. • Special Boat Service (SBS)- 4 Squadrons in all. SBS specialise in underwater barrier clearing, Beachead clearance, landing zone recon, anti-shipping actions, ship-ship boardning and inland waterway combat and intelligence gathering.
