ICCD Security Force Command Structure

===Emergency Services=== - adminster continuty of government Intracircumcordei as a

state holds constant martial law, Emergency Services is the body of government that

mediates the state requirements for maintaining peace and order. Different apparati will

determine the goals of ICCD in directives. Emergency Services operates in three primary roles, maintaining civil order in the interior, creating peace in the exterior, and serving sovereignty affairs and the judicariat providing support in state fueds. Emergency Servics also is the branch of government that provides intelligence for the government (including the house of lords and thus the privy council) as well as providing health services for the government and emergency health services for the public. They also oversee every other branch of government including industry health (private health) and have powers to forcebly direct businesses or individuals in matters of state(national security). They in effect do not 'set' their own policies, as the Cheif of Emergency Services coordinates (strategizes) with Cheif of Security (Commander in Cheif of Security Forces) , Chief of Intelligence and Cheif of Health (Suregeon General) on directives given by the predient of the house of lords, the solicitor general, and the Lord High Chancellor (who in effect is the undersign to the govenor general in matters of the Judicariat and Soveriegnty affairs.)


the Cheif Commanders (Grade 17*subject to change officers) for overall management Emergency Services may at anytime order: Authorize use of Nuclear Biological or Chemical armaments, and set

contigencies for their use on preauthorization. Declare COG (in doing so suspend normal operation of government)

Mobilize security forces (for purposes of enforcing policy such as

curfews or mobility restrictions or other requirements to insure

maintaince of order and peace in specified areas (in the streets,

buildings, territories etc..)

Seize or destroy property (land or equipment)

Mediate attainder by orders to:

Execute national security threats

Detain individuals for national security reasons.

Conduct covert operations for national security reasons



All these declarations are preauthorized by the respective divisions

directives and the methodology implemented by the Cheifs of Emergency

Services.


vexillationes. A miniature vexillum , mounted on a silver base is

awarded to officers as a recognition of their service upon different plataus in their 

carear, on completing their first year of service they get a certifcate, on completeing the

Military Acadamy they gain a plaque, on compeleting the Imperial Military Acadamy

they get a vexillum, on becoming a lictor they get their imperial vexillum crest, the

badge of the secret service. Command staff each have their own Vexillationes, while

Political have their assignment vexilliones, finally praetors hae thier Imperlal gaurd

etc.. vexillationes, and of course it keeps going, and generally they get bigger as time

goes on. Vexillationes is also a term for gaurentied government employment on

retirement (after serviing atleast 5 years without being dishonourably discharged.

(pension is paid even on dishonourable discharge) Officers who do not make it to

command at age 38 get a choice of assignment in any given provience that has an

opening for retraining and entry into any interior or secretariat post (that is not a

political post i.e it is an imperial state post) Officers who do not complete the Imperial

Miitary Acadamy are still allowed to work in government but are not gaurentied a

posting. Also corporate sponsorships are also worked out for former Emergency

Services Officers completing atleast 1 year of service security officer posts for a

corporations etc..some officers also find themselves as hired mercenaries for wealthy

individuals fueds. or work as unofficial police or bounty hunters.


Many officers especially the higher ranking ones are pilots in spare times, or own yatchs etc.. as pay at 30 times base pay for a lictor is equivlant to 20,000 x 30 or 600, 000 G$./annum. of course they need to buy most of their own equipment. Although they often have assigned equipment or access to an armory in thick combat situations i.e. involved very active warfare. (one must remember that 600,000 if spent works out to 600,000 * 1/5 back to the government through Goods and Services taxation (in some way or another, perhaps less) so their pay if spent is still around arond 480,000 G$ (out of the governments pocket) for every LICTOR. so 10000 lictors works out to 6,000,000,000 G$. although defence spending is reduced in some ways due to the Lictors required to keep themselves equiped. and receive a retirement pension of 1/20th or 30,000

Imperial Officers of Grade 13 and higher receive 1.2 million G$/annum. and receive a retirement pension of 1/10th or 120,000 / annum Pay for Political Officers is different they receive 1/5 highest pay rate on retirement or 240,000 / annum All Lictors and above never 'fully' retire and are still draftable on order, but may not be active. All Imperial Command Staff have atleast one lictor gaurd 'even after retirement' (even if they have a family) (althought the joke being, if they didn't want one, it may be very posible for them to get rid of them), this is due to national security reasons, very high profile officers on retirement may have more than 1 Lictor assignment to them. You can never 'fully' retire from the service, but you can go on extended vacation in peacetime. Lictors and above are generously compensated for this any many go on to business carears as equestrians. retireing between 40 and 60 as millionaires, and somewhat protected from many fueds, especially assasination attempts. Often the government only gives government contracts to former Lictors and above, especially if confidential or classified projects.

Imperial Navy

The Imperial Navy is composed of mostly a rotating crew on board their sea craft

Officers at different grades

1. Grade 0 There is a special program for Cadets to tag along with a coast gaurd ship in

small groups for a one week asignment period.

2. Grade 2. Spends 1 month on 1 month off for a 6 month Period. then 1 month on 2

months off for the second 2 month period. Every assignment is on a different ship.(as

available)

3. Grade 6 (optional) may be assigned to protect port areas, sea based platfroms or

convoy duties if applicable. assignment will not be longer than 6 months (generally 3

months assignment preperation 6 months assignment 3 months training

4. Grade 10 this is the bulk of the 'commited Naval Officers' this can be the general

cuttoff line for those officers who decide to assign themselves to the navy, this is

predominantly 1 month on 1 month off or 2 months on 2 months off, depending on

assignment, off ship time is generally use for training purposes.

5. Grade 11, this is where the 'Senior Officers come into play generally the youngest

person is 29 years old and it is considered the 'peak' of most soilders carears. Special

assignments start at this time

6. Grade 13, any officers that show back up in the water are either 'SOF' assigned for

'special missions' or actually are in command of a vesel (generally the smaller boats

(under 100 people) they may also be assigned to pilot aircraft and other air vesels

assigned to a ship such as a carrier. (even the largest carriers ICCD only have 40 or so

aircraft so you will almost never see more than 100 of these officers in the same place at

any one time)

7. Grade 14 these officers tend to be in command of ships of medium and large size or

assigned as air support or other SOF roles. readiness, responsiveness, and relevancy.

Fleet Response Plan, deterrent force Special Operations Forces (SOF), Naval Sea

Systems Command (NAVSEA)

8. Grade 15. these officers tend to be in command of large ships, and atleast 1 is found

in any deployment with nbc weapons, if not more, generally ever ship with NBC

weapons will have atleast 1 grade 15 officer on board who is authorized to deploy the

weapons, if not more (at times there are two or more onboard ships that have directives

and are likely to see use to insure deployment can occur. If all grade 15 officers are

taken out of action 'any deployment would constitute the potential of dishonourable

discharge' espially if no evidence exists as to the person so deploying was no under

direct orders of the Grade 15 officer(of higher) 9. Grade 16. Generally Every fleet command ship (fleet flagship) Will have 1 grade 16

officer onboard, especially during times of combat or likely action of the fleet. (so much

so that they are no permited to leave the flagship for any purpose while the fleet is

deployed, in combat operation, except for reasons of medical emergency, they are

required to have a 'stand in' grade 16 officer 'reserve' to transfer command of the fleet

to. They may also be serving as head of a task force.

10. Grade 17, in rare instances an admiral may be deployed on a ship this may be to

oversee highly critical operations, or for safety reasons or some other reason such as

directly delivering information or political reasons. There is only 1 admiral to each fleet,

but they are generally at central command for the 'area' for which they are in command

rather than out to sea. They are essentially the ones in command of the Navy and are

the cheif operators/strategists for developing plans to follow the Political Officers

directives. Ocassionally higher ranking Officers may be aboard a ship, however, this is

generally only for political reasons, grade 18 and higher officers tend to be the type

more to break a bottle on a ship than stand on one more than once. spend 1 or 2 month

assignment / learning periods specific offensive capacity enabled by information

superiority and total force networking.Gaurding Strategic naval resources(locations),

sustaining access to contested littoralssea mines Integrated Undersea Warfare (IUSW-21)

Intelligence Gathering projecting defensive firepower far inland. * Sea Basing to

increase initial speed of introduction force deployment.

Imperial Secret Service

They are a part of Emerency Services Security Force. Most of the political elite of the

empire at one time or another served atleast two years in the secret service.

LICTORS (Secret Service Agents) Lictor strongly built (physicay fit) chosen by the official they were supposed to serve

lictor's main task is to attend as bodyguards lictor's main task was to attend as

bodyguards Lictors were organized in an ordered line before him, with the crowds opened up, stand beside the during

public functions, .lictors can also be ascribed to private citizens in special, occasions,

like funerals or political reunions, as a show of respect primus lictor (the principal lictor)

right on his front, waiting for orders.

Imperial Intelligence Service

All intelligence Service officers have completed the Imperial Military Acadamy.

Equating to around 8 years service. Thus no Int officer will be younger than around 26,

some rare exceptions may be made.

"the Eyes and Ears of the King," are 'ultra elite secret police of the Empire' They are

recruited almost exclusively from lictors, however, at times will be recruited from the

political and other branches to serve special missions for the Emperor (special securiat)

These individuals are dispersed into all walks of life, to provide reports directly to the

Emperor and a few other members of the Imperium such as the Emperor's Viziers
