Recent history

During the Anti Psychic War the Almighty rose to the lead of the resistance. After a decade of struggle Shaimeng and proponents won the war. Shaimeng was installed as interim leader. Shaimeng was democratically reelected on a number of occasions with the population hailing him as a hero and g-dlike person. After some time he was elevated to Voice of the Almighty and given cult head like status. On advice of his brother he claimed total consolidated power and disbanded the electoral process to reduce waste and confusion. He then called for all to follow their hearts and make their own law. Civil wars raged until the fued system and a new democratic movement was installed. Since then ESSI the state security and intelligence service has gained more and more reach and in effect is a very loyal arm of Totus Fides Shaimengs personal army. There is constant war going on in ICCD but most are careful not to damage state property in the process as to do so would incur the rath of the state justisars an elite force of special forces officers trained specifically for fuedal combat.|

View of world affairs

Intracircumcordei is for interaction and trade and improving the global economy, improving human rights and civil capacities. It is non judgemental and veiws economy and human freedom as a priority. It is economically expansionistic and beleives in divine intervention for just causes. The borders themselves appear very isolationist as all trade and tourism is tightly monitored.


STATE and GOVERNMENT

STATE

The State is the consolidated beleif of the Imperium. The state is not to be confused with the government. The state is all Imperial Agents, and is headed by the Emperor. Only Officeres Lictor and above are acting on behalf of the state, this includes the Consuls of the Imperial provinces BUT NOT parliaments. Privy Councilors of the Provincial governments are the base of what would be considered 'citizens', as they have the right to communicate with the empire. A few other agents aslo are part of the Imperial State. Equestrians are regarded favourably and also have some general recognitions. What would be considered plebs are technically not 'free' and are 'subjects'.



The Imperial House

The Imperial House is the family that is currently in charge from the Emperor, this changes with every new Emperor.

====Pontifex Maximus==== - the grand historian this is often a former emperor of the imperial privy council but may also be reserved for a retired Senator but it could be someone else. (The Emperor chooses this person and they generally hold it for life)

These are considered only second to the Emperor.

the role of the Lord Chamberlain, as senior member of the Household, is to oversee the conduct and general business of the Royal Household and to be a source and focal point for important matters which have implications for the Household as a whole. channel of communication between the emperor and the senate when the Emperor is not available personally. is given a white staff and a key, which are carried on ceremonial occasions. The staff is symbolically broken over the grave of a deceased Emperor or former Emperor which signifies that the Household is dissolved. While an Emperor is alive the staff is given to them and is placed next to their chair in the Senate area for the Imperial Privy Council

====Keeper of the Royal Archives==== channel of communication between the Imperial House and the Senate. has five Assistant Private Secretaries. There is always one Private Secretary on duty with the emperor. A Private Secretary informs and advises the Emperor on constitutional, governmental and political matters. Imperial Secretaries also liase with other bodies that the Emperor is patron.Other responsibilities include organising the emperors programme; liaising with the Imperial Household and correspondence with other parties directed to the Imperial House. The Private Secretary oversees Imperial speeches and messages, arranges photographs and official presents, portraits and messages of congratulation. The Private Secretary organises and co-ordinates Imperial travel through the Imperial Travel Office, which is administered by the Master of the Horse.

responsible for the management of the Sovereign's financial affairs, this being both the Imperial Houses personal finances, and somewhat distached the economics of all domains such as all the provincial governments. Although generally just as oversight, if required resources can be moved to the imperial tresuries rather then the provincial treasuries holdings, and from the Imperial treasury to the Imperial House purse. It is relatively common to see monies move between government and state but less common to see large transfers to an Imperial House, techinically though an Emperor can do whatever they would like, but generally all transfers to the Imperial House are approved by the senate as good practice. Likewise monies from the Minister Exchequer to the Lord Exchequer, or the Lord Exchequer to the Keeper of the Privy Purse, as managers.

As Imperial Treasurer the Keeper oversees the management of the Civil List, which is money paid from Imperial funds to meet official expenditure relating to the Emperor's duties as Head of State of the Various Provincial Governments.

The Keeper also oversees the Grants-in-Aid from the Empire for the maintenance of Imperial Palaces and for Imperial travel of the Emperor's House.

Keeper of the Imperial Historic Collection (various items that are of historic signifigance, but not housed in the Great Imperial Archives, The Keeper of the Imperial Archives, The Keeper of the Imperial Library The Keeper's name is derived from the Privy Purse - an embroidered bag borne by the Keeper at a coronation - which contrasts with present-day use of computers and up-to-date accounting procedures.


====Ladies-in-waiting==== are appointed personally by The Emperor or Emperors spouse and other female members of the Imperial Family to accompany them on public engagements, including Imperial occasions and State Visits abroad. They handle flowers, cards and presents which Emperor and other members of the Imperial Family receive during their visits and walkabouts. They also deal with The Emperor's private correspondence and reply to letters from the public, especially those from children. Usually these are intelligence officers that have been lictors.

(Magister Equitum) granted Praetorian imperium Magister Equitum had the insignia of a praetor: the toga praetexta and an escort of six lictors . the commander of the cavalry, aring for the emporer's stables All matters connected with the horses and formerly also the hounds of the sovereign, as well as the stables and coachhouses, the stud, mews and previously the kennels rides at the side of the imperial carriage. (Personal Body gaurd to the Emporer) has staff always officers of ESSI that were previously staff of a Lord High Constable. daily oversight of the Imperial Mews, which provides vehicular transport for the Emperor, both cars and horse-drawn carriages. Train travel is arranged by the Imperial Travel Office, which also co-ordinates air transport. The staff has a The permanent equerry officer of major rank or higher, senior Equerry has also held the position of Deputy Master of the Household

The Imperial Crown Equerry is responsible for the cars used the imperial famiy and also Carriages such as the Gold State Coach used for some ceremonial occasions. The horses used by the Imperial Family on ceremonial occasions are stabled in the Mews.

====Imperial Crown Gaurd==== (Crown jewels, Imperial palace, Imperial library archives and tresury vault) (most of these ones tend not to dress up)

Yeomen Warders of Imperial Palace and Fortress the Great Tower, guardians of the Great Tower. They look after any prisoners at the Tower and safeguard the Imperial crown jewels on display, they also act as tour guides and are a tourist attraction in their own right. All warders are retired from the Imperial Gaurd, and must have served either in the Imperial Guard or Intelligence Service of a Province or served a 'higher ranking' non combat or inteligence officerial role of higher rank with good conduct.

The Yeomen Warders normally wear an 'undress' uniform of dark blue with red trimmings. When the sovereign visits the tower, or the warders are on duty at a state occasion, they wear red and gold uniforms very similar to those of the Yeoman of the Guard.

Chief Warder, dresses in Tudor period uniform, meets the Escort of the Key. They secure the main gates of the Great Tower. They retrun to the Bloody Tower archway, the party is halted by the sentry and challenged to identify themselves:

   Sentry: Who goes there?
   Chief Warder: The keys.
   S: Whose keys?
   CW: The Imperial Keys 
   S: Pass the Imperial Keys. All's well.

Following this, the party makes its way into the fortress, where the guard presents arms, and the Chief Warder raises his hat, proclaiming:

   CW: The Almighty preserve the Imperium

He then takes the keys in for safekeeping, while the Last Post is sounded.

serves as a parade company and provides escort for the for the Emporer's Birthday Parade, state opening of a parliament, Trooping the Colour when it is their turn and security services honour parade, the Changing of the Guard.

====The Corps of Drums==== parade duties in state ceremonies where they wear the Imperial Household Dress. regimental band plays in state visits regiment musicians are trained as medical orderlies.


Ceasaric Crown Royals

As recognized by the Ceasars under approval of the Emperor (these are ceasars appointed officers, generally blood related but can also be appointed they serve in areas that are not 'imperial provinces necisarily but 'cultural areas of interest, imperial provinces tend to be divided by geographic features. where as the ceasars are given an entire continent, which may include a number of provinces or only one, but may constitute sense to have mulitple 'leaders' represented 'on a more unofficial' basis. Although these figures have special imperial status, equivlent to at the least equestrians). Each of these characters is the head of a house, but, they are down the latter atleast 2 steps from the Emperor as far as control of the Imperium is conscerned. Imperial King, dukes, barons, Count, viscounts marquis etc.. ) They are roughly equivlant or higher in rank than the Lords of the Imperial Provinces. (the highest ranking lords (president and privy council would be dukes, where as other lords would be either barons or perhaps counts, with the commons being low level such as viscounts marquis, knights etc.. )

Imperial Court

Chief Justiciar (administrator of the imperial court)Technically this person is the last route of appeal before the Emperor themself. Often these are former lord lords and such. Imperial Justisar - these are usually retired senators who have been law lords etc..


The Imperial Senate

Totus Fides is the head of state of Intracircumcordei and leader of the Imerial Senate


The Senators

An imperial Senator needs a million gold standards. registered in one of the six senatorial or twelve equestrian centuries

====Quaestors==== they are the operators of the 'imperial banks' and collect funds or dispense funds from to either the imperial projects or to a government (These are usually appointed from amongst previous Lord Exchequers who have also if posible been provincial privy councillors.. but are not required to be.)

====Aediles==== (both curulis and plebis), they oversee the infrastructure of the empire there is one aediles for each Imperial Province and a number of special aediles Curule Aedile (aedilis curulis) - 2 lictors

====Consul==== - 12 lictors each the consuls are jointly 'govenors council' with one being in the territory and one being at the imperial capital, they may rotate etc.. and are in effect joint govenor generals; however, only 1 is physically present on most circumstances. Where as one may be taking part in the house of lords the other may be taking part in the council of govenors. They will discus intentions and do planning etc.. together. Consuls are 'elected' but appointed by the

They manage the taxing with businesses and people in a given area, regions, towns part of a city etc.., they work for both the Tresury Department of the Province and the Imperial Tresury. They report to the Divisional Officers but also file monthly reports with the Queastors.

Equestrians

Equestrians are valued subjects, however often weild large amounts of power, but unless they are also Lictors or higher generally have no direct route to Imperium. Any Provincial Government citizen may raise themselves to the level of Senator in which case they gain voice in the Empire. Equestrians (imperial nobels) One can become an Equestrian when one has 400,000 gold standards noble families and appointed officials


Ultra Vires of the Imperial Order

The Imperial Order has access to all respective provincial records and resources if so required.

Imperial Advisors have fully Imperial Security Clearance and may override any Provincial Actor (this excluding the Govenor in Council who is a member of

the Senate) Likewise all other senators in other roles are on a peer basis in order outside their respective duties.

The Interior Division head (prime minister) prepares the Interior Agenda. Each divisional head details their own agenda finally The Govenor General reads 

a summery and comments of the Imperial view.


Provincial Government

The Provincial Government is secondary to the state. The state is headed by Totus Fides the Voice of the Almighty equivical to Holy Emperor. The Government has a number of divisions but they are 'state' departments Interior, Exterior, Emergency Services and Sovereignty Affairs. There is a house of Lords, and a parliament (senate, and house of commons). Each Imperial Province has a seperate government, that is identical in composition (in algorythm) The various Government have a capacity to create the Senate and thus to place ceasars to head the Empire although essentially it is the Emperor who appoints many of the Senators especially the Consuls, however in general, it is staff of the Government ESSI division that end up in many of the Senatorial Roles, it is technically imposible for someone to be a senator without having served in the security forces, except in a case of bizarre exception, perhaps for financial Senators. The Empire is thus a theocratic dictatorship, with communistic tendancies, and a constitutional imperium. While the government is democratically elected and appoint but oversaw by an appointed commander that is part of the Imperium. The private businesses are very indepthly interactive with the state and the corporate heads are a form of aristocracy having fuedal like domains and private security forces.

Elections

Elections were banned by Totus Fides but later reinstated, however the government is by claim and allowance, as everyone has a right to fued or to represent the almighty, thus anarchy in some sense prevails from time to time as personal civil wars rage. Elections are not 'state' organized they are pubically organized by the government. They only hold true to who allows the parliament to take place and who is allowed to speak etc.. Although the govenor general has the capacity to side, especially on orders of the government Judicature.


The Legions

Officers Grade 16 and 17 form the operational leadership of the Imperial Legion and form a officers senate which is more so a 'war senate' or Joint Cheifs of Staff. Where as the Grand Joint Provincial Emergency Services Council is composed of all the provinces heads Emergency Services and thier subdepartments (H/I/S) The Govenors of course are 'consuls' and as such are memers of the Imperial Senate. It should be noted the operations and political divisions of the Imperial legion are in some respects independant. The Emperor has 'overall' command of the Imperial Command Staff where as only Imperial Legionaires in a specific province may take operations orders under the political leadership of a province, and only if they are allowed to do so by previous directive from the Senate, Ceasar or Emperor.

===Emperor=== IMPERIAL POLITICAL 4 Grade 27 Emperor (generally no one under the age of 60 + will be at this rank) (may hold office till 115) at which point they are given a permanent seat in the senate and act as imperial privy council (essentially the privy council of the empire, however they no longer, 'command' anyone.) the emperor is elected until age 115 by the Imperial Senate, must be a Ceasar, may retire at anytime, must serve ateast 1 year prior to retirement, and generally retirement is done on an annular basis, I.E. Every Jan 1. upon retirement they join the Imperial Privy Council, which essential are advisors with no executive powers, but may have Lictors etc.. assigned as bodygaurds.). (Supreme Commander of all Imperial Forces)

===Imperial Crown=== IMPERIAL POLITICAL 3 Grade 26 (Members of the Imperial House all in exercising on behalf of the Imperium respectively are considered the Emperor, however they will hold a rank around rank 23 but may not exercise any powers or craete law other than as directed by the Emperor, generally this is only in regard to matters of the Imperial House, such as the Emperors Residences, in this respect the Master of the Horse and Cheif Justisar are technically higher ranked than senators or ceasars, but only while in 'the Imperial Houses Property, where as the senators hold a special rank in the Imperium domains, and their specific duties as Consul or otherwise but the senate acting jointly is second only to the Emperor throughout the empire, or a ceasar in their administrative zone.However the Hiearchy or rolls of the Imperial House exercise authority above the Senate or ceasars within Imperial House property, thus no Lictors may take orders of the Senate or Ceasars on Imperial House Property wihtout the permission of a person on the rolls of the Imperial House and must listen to the highest rank Imperial House member, ultimately that being the Emperor. So technically the Imperial House members who may not hold an actual 'government' position are able to exercise authority as members of the Imperial House, thus Imperial Properties are technically not part of the province they reside within, nor the administrative zones of a particular ceasar, in this respect the Emperor is both the Consul and Ceasar of Imperial House Property, with the provinces and administrative zones being 'special house property' where there is a 'house' for each area, thus each ceasar has their own house, whereby only the Emperor as head of the house has higher ranking than the ceasar who is second, the ceasars own house thus has imediacy within the zone, but the Emperor sets the Ceasar's house rules to require that their house is composed of members of ESSI, finally the provinces house is technicaly parliament and the government headed by the provinces two consuls or govenor general & imperial govenor are equally ranked as third in command of the Imperial House but only for their respective provinces, however the Imperial Council of Govenors in consensus would extend the scope of the Consuls reach to all of the Empire or atleast those areas in agreement, the Impeial Senate itself is all holders of the Imperium) (Do not 'officially' have executive powers except to stay actions or directives by lower ranked officers while on Imperial House Property of their designation. Or they may give commands as directed by the Emperor to Imperial Forces)

===caesar=== IMPERIAL POLITICAL 2 Grade 25 The Heir Apparent to the Emperor exercises many of the duties of the Emperor in Training generally no one under the age of 60 will hold this rank. (must be a senator) (there may be more than one ceasar, and typically there is one ceasar for every continent of presance or adminstrative region) The Senate must elect one of the ceasars to replace the Emperor upon retirement, generally upon advice of the Emperor (if they are still alive, or by the Imperial Privy Council or former Emperors, or both of course they do not have to, they may hold this rank until 114, but may retire at anytime) Supreme Commander under the Emperor of their respective Regions

Gen/Vice Admiral(Generally no one under the age of 38 will be at this rank) (generally only this rank and higher are able to independantly authorized the use of nbc weapons) generally comes from appointment from Praefectust Castorum or an officer who served as atleast as a Lictor who latter transfered to ESI, these Officers tend to be 'administrative' and tactical, stragegic operators

Grade 1 basic land training weapons qualification, urban patrolling techniques, unarmed combat apprehension, use of force, and improvised explosive device characteristics and recognition , improvised explosive device counter-measures, .counter armed insurgency, civil disobedience, and riots. re-establishing order in high-risk environments, election security, weapons qualification, combat life-saving, Public Order, Civil Enforcement Service (CES), Urban Conflict Resolution Task Force, Duties to Emergency Services and the Govenor General Miitary Service is compulsary and citizens are required to do two weeks of reserve training annually. In times of crisis the reserve can be called up for longer service durations determined by the Govenor General (Consul) of all citizens age 18 to 35 Promotion cannot be earned by combat, they must get a satisfacotry mark on their program to pass to the next grade. combat honours are seperately awarded. At the End of the 1 year term members can stay on, advance if they meet the requirements, transfer to 'reserve' force and enter provincial government if applicable. All Citizens seeking government or state employment must enter this program, a large majority of the population does so, and serves for atleast 1 year. It is primarily a urban/rural combat force, not intended to be a mechanized force, and are generally housed in the same bases as the reserve and cadet forces. Seasonal Training is conducted. These officers tend to take part in government run programs such as construction, maitenance, information gathering, emergency releif, and training exercises. They are in many ways a read cross that knows how to fire weapons and fight. The Cadets, Reserves and Grade 1 Officers use the same training equipment, however they must supply their own infantry weapons, and purchase their own supplies such as uniform, kit, backpack, boots etc.. high grade or 'security grade equipment is supplied as needed.. Grade 1 Officers are expected to buy their own standard arms out of their pay, they however get to keep the weapons as personal property. There is also a small number of standard weapons kept in each base armory for reserve training operation, reserves can optionally bring their own weapons and ammunition for the 2 week per year training times, or form the reserve gaurd which trains every weakend or around 100 days a year. Most arms are purchasable and a large majority of over 18's own their own combat rifles, either for self defence or service, families or kin ground actively engaged in war can have small militia armories worth of equipment. Base weapons are looked-after by Imperial Gaurd Officers (Grade 8 or 9) light military transports are made available soley by grade 7 or higher officers, assinged to assist training exercises. Heavier vehicles and equipment are not generally assigned to the School of Infantry training exercises, generally that is reserved for special infantry, but in rare cases it may be done if equipment is on hand and the proper security clearances have been approved, generally around the end of the year. All equipment must conform to standard guidelines and a list of acceptable purchases is provided. Also only authorized equipment is allowed on base. ===Emergency Services=== - adminster continuty of government Intracircumcordei as a state holds constant martial law, Emergency Services is the body of government that mediates the state requirements for maintaining peace and order. Different apparati will determine the goals of ICCD in directives. Emergency Services operates in three primary roles, maintaining civil order in the interior, creating peace in the exterior, and serving sovereignty affairs and the judicariat providing support in state fueds. Emergency Servics also is the branch of government that provides intelligence for the government (including the house of lords and thus the privy council) as well as providing health services for the government and emergency health services for the public. They also oversee every other branch of government including industry health (private health) and have powers to forcebly direct businesses or individuals in matters of state(national security). They in effect do not 'set' their own policies, as the Cheif of Emergency Services coordinates (strategizes) with Cheif of Security (Commander in Cheif of Security Forces) , Chief of Intelligence and Cheif of Health (Suregeon General) on directives given by the predient of the house of lords, the solicitor general, and the Lord High Chancellor (who in effect is the undersign to the govenor general in matters of the Judicariat and Soveriegnty affairs.)

vexillationes. A miniature vexillum , mounted on a silver base is

awarded to officers as a recognition of their service upon different plataus in their carear, on completing their first year of service they get a certifcate, on completeing the Military Acadamy they gain a plaque, on compeleting the Imperial Military Acadamy they get a vexillum, on becoming a lictor they get their imperial vexillum crest, the badge of the secret service. Command staff each have their own Vexillationes, while Political have their assignment vexilliones, finally praetors hae thier Imperlal gaurd etc.. vexillationes, and of course it keeps going, and generally they get bigger as time goes on. Vexillationes is also a term for gaurentied government employment on retirement (after serviing atleast 5 years without being dishonourably discharged. (pension is paid even on dishonourable discharge) Officers who do not make it to command at age 38 get a choice of assignment in any given provience that has an opening for retraining and entry into any interior or secretariat post (that is not a political post i.e it is an imperial state post) Officers who do not complete the Imperial Miitary Acadamy are still allowed to work in government but are not gaurentied a posting. Also corporate sponsorships are also worked out for former Emergency Services Officers completing atleast 1 year of service security officer posts for a corporations etc..some officers also find themselves as hired mercenaries for wealthy individuals fueds. or work as unofficial police or bounty hunters. 


Many officers especially the higher ranking ones are pilots in spare times, or own yatchs etc.. as pay at 30 times base pay for a lictor is equivlant to 20,000 x 30 or 600, 000 G$./annum. of course they need to buy most of their own equipment. Although they often have assigned equipment or access to an armory in thick combat situations i.e. involved very active warfare. (one must remember that 600,000 if spent works out to 600,000 * 1/5 back to the government through Goods and Services taxation (in some way or another, perhaps less) so their pay if spent is still around arond 480,000 G$ (out of the governments pocket) for every LICTOR. so 10000 lictors works out to 6,000,000,000 G$. although defence spending is reduced in some ways due to the Lictors required to keep themselves equiped. and receive a retirement pension of 1/20th or 30,000

Imperial Officers of Grade 13 and higher receive 1.2 million G$/annum. and receive a retirement pension of 1/10th or 120,000 / annum Pay for Political Officers is different they receive 1/5 highest pay rate on retirement or 240,000 / annum All Lictors and above never 'fully' retire and are still draftable on order, but may not be active. All Imperial Command Staff have atleast one lictor gaurd 'even after retirement' (even if they have a family) (althought the joke being, if they didn't want one, it may be very posible for them to get rid of them), this is due to national security reasons, very high profile officers on retirement may have more than 1 Lictor assignment to them. You can never 'fully' retire from the service, but you can go on extended vacation in peacetime. Lictors and above are generously compensated for this any many go on to business carears as equestrians. retireing between 40 and 60 as millionaires, and somewhat protected from many fueds, especially assasination attempts. Often the government only gives government contracts to former Lictors and above, especially if confidential or classified projects.

Imperial Navy

The Imperial Navy is composed of mostly a rotating crew on board their sea craft Officers at different grades

1. Grade 0 There is a special program for Cadets to tag along with a coast gaurd ship in small groups for a one week asignment period.

2. Grade 2. Spends 1 month on 1 month off for a 6 month Period. then 1 month on 2 months off for the second 2 month period. Every assignment is on a different ship.(as available)

3. Grade 6 (optional) may be assigned to protect port areas, sea based platfroms or convoy duties if applicable. assignment will not be longer than 6 months (generally 3 months assignment preperation 6 months assignment 3 months training

4. Grade 10 this is the bulk of the 'commited Naval Officers' this can be the general cuttoff line for those officers who decide to assign themselves to the navy, this is predominantly 1 month on 1 month off or 2 months on 2 months off, depending on assignment, off ship time is generally use for training purposes.

5. Grade 11, this is where the 'Senior Officers come into play generally the youngest person is 29 years old and it is considered the 'peak' of most soilders carears. Special assignments start at this time

6. Grade 13, any officers that show back up in the water are either 'SOF' assigned for 'special missions' or actually are in command of a vesel (generally the smaller boats (under 100 people) they may also be assigned to pilot aircraft and other air vesels assigned to a ship such as a carrier. (even the largest carriers ICCD only have 40 or so aircraft so you will almost never see more than 100 of these officers in the same place at any one time)

7. Grade 14 these officers tend to be in command of ships of medium and large size or assigned as air support or other SOF roles. readiness, responsiveness, and relevancy. Fleet Response Plan, deterrent force Special Operations Forces (SOF), Naval Sea Systems Command (NAVSEA)

8. Grade 15. these officers tend to be in command of large ships, and atleast 1 is found in any deployment with nbc weapons, if not more, generally ever ship with NBC weapons will have atleast 1 grade 15 officer on board who is authorized to deploy the weapons, if not more (at times there are two or more onboard ships that have directives and are likely to see use to insure deployment can occur. If all grade 15 officers are taken out of action 'any deployment would constitute the potential of dishonourable discharge' espially if no evidence exists as to the person so deploying was no under direct orders of the Grade 15 officer(of higher) 9. Grade 16. Generally Every fleet command ship (fleet flagship) Will have 1 grade 16 officer onboard, especially during times of combat or likely action of the fleet. (so much so that they are no permited to leave the flagship for any purpose while the fleet is deployed, in combat operation, except for reasons of medical emergency, they are required to have a 'stand in' grade 16 officer 'reserve' to transfer command of the fleet to. They may also be serving as head of a task force.

10. Grade 17, in rare instances an admiral may be deployed on a ship this may be to oversee highly critical operations, or for safety reasons or some other reason such as directly delivering information or political reasons. There is only 1 admiral to each fleet, but they are generally at central command for the 'area' for which they are in command rather than out to sea. They are essentially the ones in command of the Navy and are the cheif operators/strategists for developing plans to follow the Political Officers directives. Ocassionally higher ranking Officers may be aboard a ship, however, this is generally only for political reasons, grade 18 and higher officers tend to be the type more to break a bottle on a ship than stand on one more than once. spend 1 or 2 month assignment / learning periods specific offensive capacity enabled by information superiority and total force networking.Gaurding Strategic naval resources(locations), sustaining access to contested littoralssea mines Integrated Undersea Warfare (IUSW-21) Intelligence Gathering projecting defensive firepower far inland. * Sea Basing to increase initial speed of introduction force deployment.

Imperial Secret Service

They are a part of Emerency Services Security Force. Most of the political elite of the empire at one time or another served atleast two years in the secret service.

LICTORS (Secret Service Agents) Lictor strongly built (physicay fit) chosen by the official they were supposed to serve lictor's main task is to attend as bodyguards lictor's main task was to attend as bodyguards Lictors were organized in an ordered line before him, with the crowds opened up, stand beside the during public functions, .lictors can also be ascribed to private citizens in special, occasions, like funerals or political reunions, as a show of respect primus lictor (the principal lictor) right on his front, waiting for orders.

Imperial Intelligence Service

All intelligence Service officers have completed the Imperial Military Acadamy. Equating to around 8 years service. Thus no Int officer will be younger than around 26, some rare exceptions may be made.

Provincial Governments

The govenor general (consul) (there are two but one serves as emisary to the empire and one to the province although both have the same powers) is in turn 'appointed' by the Emperor and in effect is the 'head' of the privy council (not the president), although both bodies are 'seperate' and united. There is an odd posibility that the president is the govenor general, however in these cases 'a new govenor general could be appointed and the old govenor general would still remain president.

The Interior

This is the 'provincial governments 'internal' or domestic handling.Interior Affairs Division Internal Affairs is composed of many profolios the cheif being those of the Inner Cabinet with the rest being the council of ministers (minor profolios). Ministers need not be Members of Parliament but they may be both members of parliament and a minister. The Prime minister is by default the Member of the House of Commons who receives the most votes from among the house of commons members. The interior ministry may control internal affairs policies, change tax rates, interest rates, or coordinate infrastructure projects. Provincial Budget

The Tresury Ministerpresents the government’s annual Budget which reflects the fiscal framework agreed to by the Cabinet. The President of the Treasury Board subsequently tables the Main Estimates. Interpretations of the proposed bill can then be based to The Supreme Court and the House of lords as a commitee basis for discusion and interpreations. Finally the House can discus and then vote. If it involves only the interior ministry then the vote of the house and senate is sufficient. If it involves the exterior then a vote must be conducted by the exterior. Changes to the secretatiat or Emergency services or hte judicature must be approved by the govenor general as approved by the senate and the Emperor, if changing the structure or organization. Role of the Secretariat or Judicature or Emergency services within the interior may be modifed without full imperial consent but it cannot be ultravires Imperial Law on the Services as they are quasi-imperial rather then provincial in scope. The Exterior meanwhile can act independantly however the govenor general has final say in the use of the services in any foreign capacity however the president has authority to speak for the will and enter into alliances that must finally be approved via the Governor general and privy council of the house of lords upon agreement of the Emperor and the Imperial system, generally as an overisght or check on processes which may contravean the Imperial Commonwealth. .

Former Prime Ministers have control over the confidences of the government they headed. INTERIOR DIVISION

Imperial Education

IHRD is one of the most structured and extensive ministries it phases into Emergency Services cadet core as military service is compulary starting at age 12, however, it is more like a guides, eagle scouts, first aid etc.. training then it is military training, although arms and equipment training does occur, nothing major though just lower grades skills training mostly grades 1 through 5, and generally it is only after puberty that the cadets branch transists to the security services, intelligence and health training. Those who can make intelligence or health in many ways phase out of 'military' service proper. No one is 'forced' the the IHRD program but very few do not. Every student learns a minimun of five languages one including a computer assembly language including binary (C like) and computer literary is eased by inexpensive laptop/minicomputers which double as cell/vid phones. The ongoing state of survival of the fitest and fueds leads to a very fit general population, and the food programs which see most food rationed, due to price stoppages to a certain point, few individuals pay the higher prices for post ration foods and very very few eat animal products which are generally tabooed and highly taxed. Much of ICCD's food surplus is sent into space. Education continues for life, with optional programs wholely government funded, with payment programs as an optional tax package. The education system in ICCD is for life and either it continues as government civil servants or ESSI or the private sector which corporations tend to continue their own training programs. The Court System There are three tiers of 'actual' state courts. The public courts,

popularly elected and operated by popular vote and qualification. The

Public justices council supreme electoral vote, and finally the supreme

court whose roles are appointed by an outgoing supreme justice under

the scruitiny of the govenor general.

arbitrator and mediators are allowed and the CAC divisions can have

their own personal courts or proclaim a fued. The courts are in effect

getting the state to support a side of a feud or mediate it. There are

no prisons in ICCD thus either the person or people will be killed sent

into exile or will have to defend themselves. Thus the court allows

communication and gathers information used by ESSI, and will enter a

fued if itself is implicated.

Appeals to the Second teir are allowable, however relocation of person

to a more allowable area may also be introduced. Finally the supreme

justice is for special cases where the state may need to be come

involved or protect the individual, or side with a fued on the state

level. The govenor general or Totus Fides may override or act as the

Supreme Judicary if so required.

lord, if that was the case then a new govenor general would have to be

appointed by the Emperor. The 7th law lord is always the Lord

Chancellor who oversees the High Court of Chancery, the Lord Chancellor

would determine cases according to fairness (or "equity") instead of

according to the strict principles of common law. "Keeper of the

Regents Conscience". and only votes in cases of a tie among the other

Imperial tresury, governments running deficits take away from the

Imperial tresury. The Imperial tresury distributed itself among the

state vaults in protection by the govenor general of a regency. This

resources exist will depend on who is distributing it. The imperial

tresury is the 'collective wealth of all regencies plus personal

holdings of the Empire. Govenor generals have the right to overturn

spending policies of the interior division tresury ministry of their

information technology. Every purchase is recorded in the national

database which all businesses have access to. When consumption of a

particular good increases, the businesses makes arrangements to produce

Aerospace has been extensively fueled by both private and public

projects. Security funding of space technology as of late has been the

prime drive, with declassified technologies enabling private industry

to be more capable, the general pickup by private industry has

increased the scope of knowledge and expertise within ICCD. A

Senior citizens, often get taken to 'retirement communities in scenic areas, where they work for the government on special projects. They have even high standards at these retirment locations then average social welfare community housing.

One may be considered a citizen if they accept the constitution. Citizens may run for imperial office To be a citizen resident(provincial resident), one must gain residence in a territory or serve as a praetorian gaurd in a given province. Continued residence is required to keep the status. Only imperial citizens may be citizen residents. Otherwise they are 'residents' which do not confir the same rights.

ICCD is a very orderly society with a population self righteous in their beliefs. In the recent past many indivudals were abducted and ferreted out of the population creating a very unifed social system. Still some would fight about anything, implementing a survial of the fitest mentality. By the time univeral military service came around many already had taken self defence training and purchased their own weapons as legalized for home defence. The 'civl war' known as the urban rural war, caused many to buy newly rolled out light combat vehicles for out of urban center travel. The state itself worships nature and animals, treating them more respectfully than other humans, and actually has trained lions to perform roles in society, and many houses have lions as pets and house gaurds. The green belts are maintained by anti land development policies, and most construction has been forces underground. It is not known how many underground consturction sites exist but it is beleived billions and billions of gold standards have been to date poured into the developments, including an underground high speed rail system and rumoured, a long range canal.

There was an antipsychic and anti foreigner sentiment in Intracircumcordei, after the antipsychic wars and the victory of the psychics and the purges (who would have predicted that..) the antipsychic groups disipated and something similiar to anti semite backlash came into effect. The three main divisions in society are the statists, the corporatists, and the underground. The statists work for the government which is in essence the biggest corporation with the biggest personal army and the most public support, selling services and accepting donations from the public. They gain most of their power by a 20% tax of all trade be it a service or a good from the increase of sale on the creation cost. The corporations are very powerful, and have at times jointly successfully lobbied the state for specific services. Generally if the corporate councils ask for something the state oblidges. Finally the underground is a loose network of individuals living in hiding due to being either hunted by private fuedal bodies or being 'infected' with an unallowed trait such as VODAIS. Most of these individuals try to reestabish themselves and 'the underground' in essance is the second single most powerful corporation. They were the main forces of the urban rural wars, however in reality they are headed by a ESSI deepagent. VODAIS in part was exagerated to fuel secret training programs and to infiltrate the underground branches more deeply. The Deians are deeply spiritual and some are said to posses psychic abiities. Those that spoke out against the psychic influences were mostly the target of the 'secret' purge which the state claimed not be be involved in. A sect of 'evil' psychics is behind the purges and has yet to be uncovered. They arn't psychic just highly political and the purges in addition to being a private war against their enemies using the same tactics that were used against them was also a means to 'abduct' other psychics to introduce to their secret society. There were however legitimate mob attacks on some unliked individuals and that is the cover that was pursued.

In general the the culture is very agressive and opinionated but most people know where the lines are for what they can say or do, especially those that do not wish to start a brawl out of no where, espcially when shopping or driving. The government dramatically has maintained an approval rating of 90+% for the last two elections. Even though thousands of individuals annually run for office in the centralized pubic government.

The first 18 years of life are solid dedication to education and sports, much of the youths time is consumed by Human resource development requirements, with breaks every so often that tend to be social and vacation times, to the beaches and for those fortunate enough to tourist sites. At age 18 individuals make their most important choices wether to be corporate or state. Generally the wealthiest youth NOT the children of government officials become corporate following in their family business footsteps, where as the vast majority enter into Emergency Services training program level 1, which is esentially infantry training, all government employees are required to complete this 1 year program after which they may apply to work for any imperial provincial government. The ministries have their own training programs provided by HRD including HRD's HRD program. However, individuals may also decide to stay with emergency services in the Health Apprentiship program, or With the secuirty forces. The Intelligence service is reserved for Security forces officers of atleast completed the Imperial Military Acadamy, and thus are a previous member of the imperial gaurd. Rank then starts over in the intelligence branch but advancement is 'vacancy' based by appointment, with the individual most qualified filling the role rather then, generalized requirement fullfillment based ranks, much like the highest levels of the security forces.

The way in which we would implement this is through our foreign corporations.

You see our rising population would like to access new resources and ideas and expand ourselves to new areas. To do this we not only need to move to new places but tap into already existing human resources in these areas. If we are the ones to organize the reeducation of these groups then we will be better positioned to be seen as the parties to which these resources are given to be developed and garnered for our assistance. Those we train will hopefully be integrated into our corporate missions we can keep the best of them for relocation or for native placements.
