Julien Quan is the PDSR Ariddia's deputy ambassador to the United Nations, which makes him the assistant of Ambassador Christophe Boco. The two men began their new job the same year, in 2136.
Quan was born in New Hope, and obtained a doctorate in political sciences from New Hope General University shortly after beginning work at the UN.
He describes himself as a "reasonable optimist" and a believer in "constructive dialogue". A few days before travelling to the UN Headquarters, he said:
- I've heard it claimed that it's impossible to have an intelligent debate in the UN General Assembly. I refuse to believe that until I've experienced it myself. With patience, and reasoning, anything is possible.
