Justinian Tiberius (born May 8, 1937) was the last Basileus of Constantinopolis, ruling from 1982 to 1986. Afterwards, from 1986 to 1994, he served as the first Chairman of the Council of People's Commissars.

He is usually referred to by his first name (Justinian) rather than his last (Tiberius), because that was the custom regarding Basileis. By the time the office of Basileus was abolished (in 1986), most people had grown accustomed to calling Justinian Tiberius merely "Justinian", and he encouraged this practice himself.

Justinian Tiberius was a great communist leader and reformer. He joined the Communist Party of Constantinopolis in 1959, at the age of 21. He ascended through the ranks to become the party's General Secretary in 1977, and won the elections for Basileus of Constantinopolis, after a very close race, in 1982. As Basileus, Justinian undertook a large number of social and political reforms, the most important of which were the abolition of the Treaty of Krasnygrad and the introduction of Mobile Voting Devices.
