Imperial Foundations (134-140)
The Boreal League, and Kensington's dominance over it, placed the rest of the city-states at the mercy of Kensington. For years, they had come to rely on that city-state for aid, for defence, for protection, and a number of city-states disbanded their standing armies, merely donating able-bodied men to the Kensington military. Empress Oliva Tibullus of Kensington, in fact, had orchestrated the inner workings of the Boreal League to create such an outcome. With most of the Victorian city-states weakened due to prolonged war, they plunged into civil disorder, with mass riots and frequent revolutions.
