Lupinissia
The Republic of Lupinissia is a province in Kelssek. Its capital and largest city is Ulyanov. Lupinissia became part of Kelssekian federation in 1905 after signing the Alavaria Accords. Historically, it had been a vassal state to the Guedian monarchy which preceded modern Kelssek, with the Grand Duke of Lupinissia enjoying a special status and a great degree of autonomy compared to other vassals.
Lupinissia's economy is dependent on heavy industry and natural resources. Its major products include steel, wheat, automotive vehicles, construction equipment, industrial and farm machinery, natural gas, and uranium. Several major fabrication plants for Celestar's trains division are located in the province.
In terms of cultural heritage, Lupinissia is quite distinct from "Coastal Kelssek". Russian is an official language in the province, along with English and French as mandated by the federal constitution, and most residents consider themselves ethnically Russian and practice Russian or Slavic customs. Nevertheless, Lupinissians participate actively in the same Kelssekian culture and enjoy the same sports, particularly ice hockey and water polo, television shows, literature and films as their compatriots in other provinces; a sense of differing cultural heritage is the only real factor.
Lupinissia's provincial government is also different from the Westminster-style system. A semi-presidential system, seperate elections are held for the members of the legislature, known as the Congress of Deputies, and the Premier, who is the head of the executive and shares power with the leader of the largest party in the Congress, who is known as the General Secretary of the Congress of Deputies. As with other provinces the head of state is a governor appointed by the President of Kelssek.
