History
The Confederacy of Malartia was formed April 21st, 1866 A.L. (ante litteram) by 6 formerly small states (more info addendum), which united after Reichkanzler Wilhelm von Auttenberg, Viskont Maksimov, and several other, less well-known, diplomats and heads of government signed the Malartic Pact, which officially formed the Confederacy.
Government and politics
The Confederacy of Malartia is comprised of 6 officially sovereign 'states', plus a theoretically more powerful central government, led by a President, currently Wilhelm von Auttenberg, former Reichkanzler of the Principality of Proisen. According to the Malartic Pact, the sovereign states are to be prepared to relinquish their authority to the new Confederate Government by 1920 A.L., but some sectors suspect this to be unlikely. The 6 'states' agreed that von Auttenberg would remain President of the Government for the first five years, then he would be replaced by a candidate elected by the people of the Confederacy. Elections for Senators, due to be held 'by 1870', are underway.
Law
Very little in the way of an official law system exists thus far; each state is still responsible for law within its borders. In theory, any crime that crosses state borders will be handled by the Confederate Government; however, this is not likely to happen until the Senate and/or states decide on a law system.
Geography
Called "barren and inhospitable" by some, the territory covered by the Confederacy is similar to RL Northern Europe, consisting of grassy plains in the warmer southern parts but mostly consisting of mountains, foothills, tundra, and the occasional coniferous or deciduous forest. Military
The Confederate Army is under the control of the Confederate Ministry of War, currently headed by Nikolai Zolnerowitch, former War Minister of Libarovy. So far, Libarovy and Proisen are the only states to have given up most of their armies to the central government, with the other states holding on to most of their army and contributing individual regiments; or, more accurately, regiment equivalents in men and then the regiment is trained by the Confederate Government. The Confederacy is supposed to maintain the only army, with the armies of the constituent states to be disbanded by 1920 A.L. as well, but it is suspected that at least one of the signatory states will not want to give up its military. A navy is thus far not possible, as the nearest coastline is at least a couple hundred miles away from the southern border. An air force is not possible either, as the Confederacy is at the approximate tech level of the RL American Civil War, or approximately RL 1866. The Confederate 1st Army has been trained, and numbers approximately 140,000 men; actual combatants are less than that. Currently, the Confederate War Ministry is engaged in bringing all of the forces under its control up to standard, which is based on the Libarov method.
