Type: Democratic Dictatorship

Elections: Benevolents are elected for life. After a Benevolent dies, or if he is judged to no longer be able to perform his duties as leader of the nation, the Council of Thirteen meet to determine the candidates from each major party that can run for the position of Benevolent. Elections are held every 10 years for seats in the House of the Fortunate, unless a ¾ majority or better elects the person holding the seat in question. In that case, the person is elected for life. Elections are held every 4 years for seats in the House of the People regardless of how many votes each member receives. Positions in the Judiciary systems are held for life and the candidates must be chosen by the Council of Thirteen, approved by both Houses, and then finalized by the Benevolent.

Council of Thirteen: The Council of Thirteen is made of the 13 most senior members of the House of the Fortunate. They are the executors of many of the most important decisions in government. They alone have the power to call upon the Benevolent to step down from power, and they must approve of everything before it is brought to the attention of the Benevolent. They alone may accept a peace proposal. Members of the Council of Thirteen are paid a salary of OGC100,000 per year in addition to their parliament salary.

House of the Fortunate: The House of the Fortunate is the upper house of parliament. There are 3 members for each province. To be considered for candidacy, a person must: be born of Oologah, not the child of immigrants, be at least 28 years of age, have a yearly salary of at least OGC235,000, and be elected by a 3/5 majority or better. In the event of a candidate not receiving a 3/5 majority during the first election, then there is an election between the 2 candidates that receive the highest number of votes. That election is won by a simple majority. Each member of the House of the Fortunate is elected for 10 years unless they are elected in the initial election with a 3/4 majority, in which case they serve for life. The House of the People create a list of 50 candidates from each province approximately 24 months before every election. The Council of Thirteen then selects 10 candidates listed from each province to run in the election. Members of the House of the Fortunate receive a yearly salary of OGC 340,000.

House of the People: The House of the People is the lower house of Parliament. There are always 400 seats in the House of the People, with 50 of them reserved for members of the Kolgujev province. The other 350 seats are distributed among the provinces based on the population of that province’s largest city. A province may have between 5 and 30 seats in the House of the People. To be considered for candidacy, a person must: be nominated by a member of their community, be at least 25 years of age, have a yearly salary of less than OGC235,000, and be elected by a simple majority. The Council of Thirteen decide which nominees are allowed to run for the office. Elections for the House of the People are held every 4 years, and a standard term in office is 8 years. Members of the House of the People are paid a yearly salary of OGC250,000. Members of the House of the People are responsible for any changes in the tax code.

Benevolent: The Benevolent is the Head of State. He functions much like the presidents in other countries. The head of each individual government department reports directly to him. The election for Benevolent is chosen after the Council of Thirteen meets and chooses a candidate from each major political party. To be elected to the position of Benevolent, a candidate must attain a majority of at least 5% more votes than the candidate with the second most amount of votes. In the event that a candidate fails to receive that majority, the candidate with the least amount of votes has his candidacy revoked and there is a reelection. This process continues until one candidate achieves aforementioned majority. In the event that a candidate should fail to receive a 5% majority, in a head to head election, the person that has the simple majority wins the election. To be considered for Benevolent candidacy, a person must: be a male, be born of Oologah and not the son of immigrants, be at least 35 years old, have served a term on either the House of the People or the House of the Fortunate, and have an overall IQ of at least 115. The Benevolent receives a yearly salary of OGC475,000.
