Penicoria is 4th largest city in Willink. The City lies on the southern Tip of The Willink Peninsula, cut into a valley to the north and the sea to the south, with two rivers flowing through the city. The majority of the outer areas are made up of urban housing, but some of the richest areas in the District lay on the outer hills around 60km from the actual city itself. The Climate stays a nice 80 degrees nearly year round, but it cools down to the 60's in the winter.

Economy
Penicoria is the Economic center of the Cayuga District, with GDP per capita at 30,000, one of the highest in Willink. The Willink Stock exchange is based in the city, along with over 195 of the top 500 companies in Willink. The majority of the city is rich, with a few slum areas of immigrant workers coming to work on the farms 40km north of the city, or in its many factories. Nearly all the Major banks in Willink are based in the city, along with textile companies. It has a burgeoning electronic sector. Software companies are drawn to the city, along with smaller private corperations and many other small buisnesses wanting to expand their markets.
Education
There are hundreds of public schools in the city, and two major universities, The Willink Institute of Technology and The Penicorian University. There are also several smaller private universites.
The Public school system has recently been overhauled, with new buildings, buses, a special monorail pass for students, and a school television network.
Transportation
Transportation is a problem in Penicoria, thanks to its massive urban sprawl which occupies 82% of the area. To overcome this, over 12 elevated highways and a Mono-rail system have been built to offer other forms of transportation and to reduce traffic jams. The city has two subway systems which extend service to the edge of the city, the MCR(Main City Route) and OCAR(Outer City Area Route). A large bus system also exists, which can offer travel to Terra City, which takes about 2 1/2 hours.
Airports
The Pencorian international airport is located on the cities West end, completely surrounded by urban sprawl. The airport is among the least busy in the country, as most prefer to use the many airports of Terra city to the south. A new airport built on an island off the city, Which is yet to be name, will be built in the next few years to bring Air traffic back to the city.
Demographics
As of 2015 the city had an estimated population of 18,450,375 people, and the density of 30,600 people per square mile. The total city area (Including Metro areas) is 200km.
The majorty of the population speaks English,but although their are around 16,000 people who speak Russian and German.
About 185,000 forigners are registered as residence, mostly Green Sun Muslims.
Culture
Penicoria had until recently been a largly Residential city, until a large economic boom started in the Cayuga District about 25 years ago. The Majority of the population are buisnessmen, and the area's bars and nightclubs reflect that, but their is still plenty for tourists to see and do.
Food In Penicoria is among the best in Willink, including several types of pancakes and Soups, which are nearly impossible to not enjoy. Food in the city is based on the saying: "Make it good, inexpensive, and fast."
As the City is business area, people always seem to be in a rush. Many consider waiting more than 10 minutes for anything too much.
