Percy Escheane
A longtime naval administrator at Greyport (Admiralty Headquarters), Percy Escheane was selected to be the territorial governor of the West Downs Common Land. Governors are in place for every province in the Sicinian Common Lands, but since the West Downs is currently one province he controls the largest area of land in Sicinia.
