History

He left for Middle Earth and persuaded a large group of Avari to follow him to the East. They became known as the Okulites. At the eastern coast, Okulus and the Elves built ships and crossed the ocean to a new continent where Melkor would not follow. Once here, the Rehmens, as they renamed themselves, began their society. Government
Rehm's government and society are a mix of Socialism, Capitalism, and Green Policies.
Socialist Policies:
Government controls Utilities, Housing, Education, Healthcare, and others.
There is a 100% income tax, which misrepresents the nation as communist.
Citizens choose which services they need. This is deducted from their income, along with a flat tax to pay for Law & Order. The rest of the citizen's tax is then returned to the citizens. In this way, citizens do not pay for things they do not need or want unless they choose to do so.
Capitalist Policies:
Industry is free market capitalist, but is kept under close scrutiny of government watchdogs.
Green Policies:
Rehm aims to have a sustainable society and to only use technologies which have little to no negative impact on the ecosystem.
Rehm is ruled by three "branches" of government.
The Senate:
An elected Senate handles domestic matters and policy. This Senate is made of twelve members, each with one vote. Okulus, the Maiar, serves as a thirteenth member and has three votes to check the power of the Senate.
The Avatar:
For foreign policy, the Avatar(i) is elected. The title "Avatar(i)" literally means King (or Queen) of the Avari. He/she serves in the capacity of a Prime Minister. Okulus can veto the Avatar's actions. Only a public vote can over-ride a veto.
Okulus:
The Maiar guides Rehm along the path the first Avari agreed to. He is the unofficial head of the government and often takes up ambassadorial duties. He holds a three-count vote in the Senate and a veto against the Avatar. The purpose of these is to counteract corruption and policies which may be betraying the spirit of the nation.
National Focus
Rehms main concerns are Education and Environment. Public Transportation and Healthcare are secondary concerns.
Population
At last Census, Rehm had a population of slightly over 3.5 billion. This consists of 100% Avari Elves. Human citizenship is expected to be included since the nation's recent revelation of its existance.
Interesting Notes:
The word "Rehm" means "Edge." This comes from the Quenya "rima" meaning "edge, border, or rim." The Okulites believed they had fled to the edge of the world, and they named their nation accordingly.
