Roach-Busterian Congo is a Roach-Busterian colony comprised of the former nations of Congo (Kinshasa), Burundi, and Rwanda. Geologically, it is one of the wealthiest places on the planet. It is endowed with vast mineral wealth, including huge reserves of copper, gold, and diamonds, and 70% of the world's cobalt. Plagued by war, tribalism, poverty, repression, and corruption in the past, the nations comprising the Roach-Busterian Congo have improved tremendously (economically, socially, and politically) since being colonized by RB. Well-paved roads can be found all over the country, amply-supplied hospitals and clinics providing excellent, affordable, high-quality healthcare can be found in every town, farmland is cultivated to the fullest extent possible, illiteracy and poverty are very low, almost all tropical diseases have been wiped out, and the country has huge surpluses of food and is a major exporter. Best of all, the Roach-Busterian Congolese have freedom of speech, the press, assembly, religion, and much more, and free, fair, internationally-supervised elections are held regularly. RBC has certainly improved the lot of its people.

Economy

Previously a stagnant, debt-ridden, bankrupt country hampered by hyperinflation, corruption, and black marketeering, the Roach-Busterian Congo has, thanks to economically sound policies and the near-total elimination of corruption, begun to realize its enormous potential. The standards of living are very high. Cities such as Kinshasa are no longer slum-infested garbage heaps, but scrupulously clean cities adorned with glittering skyscrapers and hundreds of businesses and stores. The roads are smooth, well-paved, and free of potholes. Like the government of RB, the RBC's government has adopted a laissez faire, libertarian economic policy. State industries have been privatized, businesses have been de-regulated, all tariffs and business subsidies have been abolished, and corrupt businessmen, black marketeers, and pirates have been eliminated, allowing the economy to flourish smoothly. The standards of living are now quite high. Blessed with some of the largest mineral reserves in the world, the RBC has now become an economic powerhouse.

Health

High infant mortality, rampant disease, low living standards, non-existent hygiene, and low lifespans are now things of the past in RBC. Every citizen has been innoculated against every preventable disease imaginable, and strict quarantines, massive spraying of insecticides, and other strident measures have eliminated malaria, African sleeping sickness, and other insect-borne diseases. Family planning clinics, AIDS awareness classes, and free anti-retroviral treatment have succeeded greatly in combatting HIV, which now afflicts less than 3% of the population. Also, due to the thriving economy and wide variety of high-paying jobs, prostitution is no longer common, thus, venereal diseases are now quite rare. Lakes, rivers, and ponds have been purified, eliminating diarrheal illnesses and schistosomiasis. Roach-Busters has also brought in doctors and nurses by the planeload, to ensure that everyone has access to affordable, quality healthcare. There is approximately 1 doctor for every 420 people. Exterminators have succeeded in wiping out most rats, cockroaches, and other pests, extremely strict hygienic practices are now observed, and the population is being taught proper food preparation. As such, cleanliness abounds, and people rarely acquire serious illnesses anymore.

Society

One of the foremost goals of the RBC authorities was to stamp out tribalism, one of the greatest contributors to civil strife and bloodshed in the past. Roach-Busterian Congolese were allowed (and encouraged) to retain their tribal customs and beliefs, and continued to proudly follow the traditions of their ancestors, but they were taught to view themselves first as foremost as Roach-Busterian Congolese, rather than members of certain tribes. As such, a strong sense of unity binds the nation together. Crime, too, is on the way out. In one of the most ambitious literacy campaigns in history, RB brought hundreds of thousands of teachers to the RBC, to the cities and countrysides alike, to educate both adults and children. The literacy rate has now climbed to an impressive 97%, and excellent, affordable schools, from pre-K to college, can be found everywhere. With their high-quality educations and high standards of living, the people have little if any incentive to turn to crime. Even though the number of police is relatively small, the crime rate is still extremely low.

Politics

Unlike RB itself, the RBC is a fully democratic and free society with a vigorous press, scrupulously clean elections, and a highly de-centralized, limited government fully accountable for its actions. Political debate is free and lively. Governmental corruption is almost non-existent. More than 25 political parties are in existence, although extreme left-wing, extreme right-wing, and tribal-based parties are illegal. The country has a bicameral parliament (whose members are directly elected) headed by an elected prime minister who serves as head of government. The head of state is a Governor-General appointed by RB's Minister of Colonial Affairs. The Governor-General serves mainly as a ceremonial figurehead, much like the President in Germany.

Military

Military service is open to all able-bodied males aged 18-49. Military service is voluntary, and the population approved via a referendum a constitutional amendment making conscription illegal except in the case of invasion. The Army has fourteen divisions, each comprised of 15,000 men, as well as an Air Force with about 500 assorted aircraft, and a modest-sized Navy. Military personnel are well-trained and morale is quite high. They genuinely serve and protect the people, rather than exploit them, as they would have done in the past.
