Salmant is a mono-theocratic Dictatorship that has evolved from its former glory of a Polytheocratic Republic. They are ruled ruthlessly and effeciently by Exniner, a man whose past and inentions are shrouded in mystery. Since coming to power he has elevated the Deathcult, Caer Corruptus, to a place of Prominence and Power, helping to cow the citizens to a "peacefull" existence.
