The South Confederacy has two delegates to rule.  There is the UN delegate, and there is the organizing delegate, who is elected on the fourms.  The two delegates debate issues from two different views and then choose the most reasonable one.

Constitution of the South Confederacy

We the nations of the South Confederacy, form to make a more perfect union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the South Confederacy.

Article 1:

Section 1: Gives all UN voting power to the elected official, named as Delegate. Section 2: Each member's leaders, elects a leader, which then represents there country's beliefs and actions. Section 3: That representitive votes for the other representitive, who then becomes the Delegate of the South Confederacy. Section 4: That is all that a representitive does.
