- Actually a reference should be made in either case. But if it fails it should be mentioned twice: once in the UN Debate section and a second time in the overview as a one sentence statement like "this resolution was initially winning until a last minute campaign by opponents managed to sway the vote of the /region/". Putting in a NSWiki link to the swing region makes the entry more interesting. BTW great job on getting this started, I've already got the UN Timeline just about ready to go!
