The FIST treaty is an aliance for the smaler island nations of PEEL. It's prime objective is to allow the island nations to resist large colonal powers, primeraly through non military means. The treaty allows for free trade between member nations and encourages a group defence policy.
The treaty also allows associate members, those being continental powers that agree to support island states.
