The Holy Empire of Kawaroo (also known as Kawaroo) is a small, environmentally stunning & socially progressive nation, notable for its complete lack of prisons and renowned for its absence of drug laws. Its compassionate, intelligent & cynical population of 16 million are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The enormous government juggles the competing demands of Social Welfare, Education, and Religion & Spirituality. The average income tax rate is 35%, but much higher for the wealthy. A substantial private sector is dominated by the Trout Farming industry, followed by Gambling and Woodchip Exports.

The nation is ravaged by daily union strikes, citizens select which government department gets their income tax Xenons each year, the automotive industry soaks up huge government handouts, and citizens are barcoded to keep track of their movements. TV shows must meet strict ethnicity quotas, the government's religious works are headed by a New Age guru, education and welfare spending are on the rise, the latest Harry Potter book is a bestseller, and the Panther is a protected species. Kawaroo's children are widely acknowledged as the most foul-mouthed in the region, it is illegal to make racist remarks in public, meat-eating is frowned upon and college students make ends meet by selling their kidneys. Married couples must call each other "darling" or risk a fine. Crime is unknown and well under control. Kawaroo's national animal is the Panther, which frolics freely in the nation's many lush forests, and its currency is the Xenon.
