The Hoth Manufacturing Corporate Industrial Zone of the Hoth system is a autonomous nation operated by a large company called the Hoth Manufacturing Corporation. It was founded to escape production limitations present in other countries where it had previously been. The citizens of the nation are also all employees of Hoth Manufacturing, the socialized government provides all necessities and luxuries for them. The current leader of Hoth Manufacturing, and, consequently, the Hoth system, is CEO Darryl Galvax. The capital is Apex.

History

Founding

In rural New Jersey in 1897, an enterprising entrepeneur named Earl Hoth bought a factory and began taking production contracts under the name Earl Hoth Manufacturing Company. Over the next two decades, he purchased fifteen more factories and began to mass-produce tin soup cans, primarily for Campbell's Soup. By the time he died in 1936 and his son Robert took over ownership, he had accumulated a multi-million dollar legacy.

The 20th Century

When World War II began, Robert Hoth immediately signed on with the U.S. government and started building tank parts. The business was so good that by 1945 Earl Hoth Manufacturing controlled thirty-three factories across the United States. In 1947, the company incorporated, taking the name Hoth Manufacturing Corporation. They retained their close ties with the military and began to produce thousands of weapons for subsequent wars including Korea and Vietnam. In 1990, during the Gulf War, Hoth Manufacturing designers proposed an idea for a new type of vertically landing cargo airplane designed to quickly drop troops behind enemy lines. Although initially the Navy was interested in the project, when it became clear that America was withdrawing they ended the deal. This setback marred Hoth Manufacturing's relationship with the government, and the company went multinational, selling weapons to a variety of buyers across the globe.

The 21st Century

In late 2005, the Hoth Manufacturing Corporation, tired of the United States' environment-concious production restrictions, bought a large swath of land on the Asian continent of the newly colonized Earth NA, intending to create an autonomous industrial province. Early drafts of urban planning projects called the nation's yet unformed government "The Hoth System" as a throwback to an old slogan used in the 1950's. The name stuck, however, and the official name remains the same to this day.

Present

Shortly fter the founding of the Hoth system, the Hoth Manufacturing Corporation began to work on its own line of military equipment, beginning with the introduction of Model G personal infantry armor, and later including the HM90 Cerberus MBT.

Geography

Most of the Hoth system is barren and covered either in desert, wastelands, tundra, or industry. Few animals are hardy enough to live amongst the sand and smog. One in particular, the ash condor, has taken off in the region, however. A large bird with an impressive 5' wingspan, the ash condor's lungs seem peculiarly adapted to use poisonous atmosphere elements and smog for nutrition. How exactly its digestive system derives nutrients from toxic sludge is still a mystery, but scientists are studying captive ash condors for insight into this phenomenon. These smoke-grey birds often reside near factories or other industrial buildings, nesting on roofs or on top of smokestacks and breathing in atmospheric pollutants. The Hoth Manufacturing Corporation greatly encourages the growth of these birds because they help immensely in cutting down on pollution, and the ash condor has even become the nation's official national animal.

People & Culture

Because the inhabitants of the Hoth system are all employees of Hoth Manufacturing, there are a diverse array of ethnicities, religion, and cultures present among its population, and few cultural oddities have become unique to the region.

Education

The Hoth system has no public schools for all citizens, although there are a few schools for the children of employees in the higher ranks of the company. Children undego mandatory testing at the ages of 2, 6, 10, 12, 16, and, finally, 18, to see if they possess an aptitude in any particular subject. The government also monitors private citizens, looking for signs of promise or unique talents. If a person shows extraordinary intelligence or adeptness at a particular subject, they are given the option of moving into a different position that better complements their talents.

Laws & Government

The governing style of the Hoth system is definitely socialist, which is ironic, considering the highly capitalist activities of Hoth Manufacturing.

Most normal laws apply in the Hoth system, but the government strives to keep the citizens happy. It is a socialist government style, with every aspect of life being provided by Hoth Manufacturing. Executive power rests in the hands of the CEO, while the board of company directors serve as lawmakers. Judges to prosecute domestic felons are appointed by the board.

Many indulgences that are illegal in other countries are allowed in the Hoth system, but under tight regulation from Hoth Manufacturing police forces. Prostitution as a private enterprise is considered a capital offense, but citizens can visit a number of government-regulated brothels to achieve the same effect, for a modest fee. In addition, most narcotics are legal, but only to be used in special contained areas where the user cannot hurt others.

Severe crimes, such as murder, are deeply frowned upon and cause for great concern. Capital punishment is never done, not because of the finality of such a reprimand but because the leaders of the company view it as a waste of resources. Instead, most of the time, punishment is a lifetime of labor at the sewage treatment facilities or deep-crust mining operations.

Government Divisions

Administrative Department

The administrative department all business aspects of Hoth Manufacturing, as well as the governing of the country, including conviction and punishment of lawbreakers. The head of this department is currently Chief Executive Officer Darryl Galvax.

Foreign Relations & Defense Department

This department handles all business deals and diplomacy with foreign interests as well as oversees the military of the Hoth system and directs military actions and operations, under the command of the CEO, who acts as commander-in-chief.

Internal Investigative Department

This department oversees arrest and prosecution of lawbreakers inside the Hoth system as well as investigation into questionable activities inside other departments. Felons are turned over to the Administrative Department for punishment. Although the IID is technically a branch of the Corporate Army, it operates autonomously.

Domestic law enforcement is performed solely by the Internal Investigative Department. Peace officers use tazers to incapacitate criminals, but carry tear gas canisters, fragmentation grenades, and M-4 carbines. Almost all ride modified Segway HT/HM transporters, built like normal Segways, except with a heavy-duty titanium alloy frame and speed modifications allowing them to travel up to 25 miles per hour. Some patrol units and assault teams also use Segway Centaur/HM transporters, again with a titanium frame but sporting speeds up to 50 miles per hour. In addition, a small number of Apache attack helipcopters are used to deal with major threats or fast-moving vehicles, and can also broadcast emergency messages to the populace in the event of a crisis.

Axial Foreign Intelligence Agency

This department is the main intelligence-gathering entity for extradomestic affairs, from counterterrorism to espionage inside hostile nations. They work closely with the Foreign Relations & Defense Department and the Special Operations Group, who often run missions under the oversight of the AFIA.

The primary gatherers of data for the AFIA are called Silent Infiltration Operators, or SIOs. Extremely little is known about the SIOs, as they work in absolute secrecy and no records of their actions or even their existence are kept. Despite this shroud of mystery, a large chunk of the yearly defense budget is funneled into the Axial Foreign Intelligence Agency to fund the actions of the SIOs, whatever those might be.

Research & Development Department

This department is less a governing agency than a division of Hoth Manufacturing, devoted to the creation of new technologies and the implementation of them in the form of products, which will then be sold to customers across the globe. Their central office is located on a mountainside overlooking downtown Apex, and visitors are denied entry. The Corporate Army maintains a garrison there to ensure any attempts at corporate espionage are put down quickly.

Military

The Hoth Manufacturing Corporation maintains a standing military to defend itself, deal with threats, and enforce payments to uncooperative buyers. This military is ordered into a number of divisions, all under the jurisdiction of the Foreign Relations & Defense Department and, ultimately, the Administrative Department.
