The North Pacific Underground was a resistance movement formed immediately following and in direct opposition to the creation of The North Pacific Directorate. Dedicated to the removal of Moldavi and his junta, the Underground is based at The original North Pacific Forum. A large portion of The North Pacific citizens from all backgrounds joined the Underground, ranging from members of the previous government, citizens who had been in the game for over a year, citizens who had seen the reign of Great Bight, to citizens who had only been in the game for a month.

After nearly three months, the Underground collectively decided a change to a more organize and efficient group was needed, and members started to press for elections and a name change.

After a close election that ended in a runoff, the Underground formally became The North Pacific Confederation. The results can be found here.
