Thebes

Thebes is the capital city of the Draconic Empire of New Khemri. As such many of the offices of various government departments are in Thebes, as is the sprawling Imperial Palace, the main residence of the Dragon Emperor and his family. Thebes is also a major financial centre, the Thebes stock exchange is one of the most important in Sevking and numerous large corporations have their headquarters in Thebes.

The Imperial Palace occupies a large part of the central quarter of Thebes, to the North of the Imperial Palace is the main government district with the headquarters for the Interior Ministry, the Foreign Ministry, the Health Ministry and the Department of Trade and Industry.
