Tomar, located on the island of Lopava, is the capital and largest city of The Confederacy of the Alatutala Islands. It was founded in 1789 by French Governor Pierre LaFontaine as a site for a new capital in the young colony. The capital was officially moved to the new city two years after being founded. The city center is organized on a radial plan extending out from the Metropolitan Cathedral of Our Lady of Perpetual Sorrow. The city plan, developed initially in Paris by engineer Denis Voilet, resembles a wheel, with main arterial roads as "spokes" and secondary streets as concentric rings extending out from the cathedral. Substantial reconstruction following World War Two followed a much more traditional grid plan. The National Government Complex, consisting of the National Capitol and national offices is located on the just-offshore island of Tuopa, which is connected by a bridge to the rest of the city.
