Volit Upenta, one of the authors of [[Spranten]] independence, was born in Apen on October 21, 1842.  Her father was a doctor at Apen Hospital, and she wanted to follow his footsteps from an early ageAfter schooling at Hilat and Toret, she was accepted to the Medical School at Potaken University in 1841 as a Stelbrek ScholarIt was while at Potaken that her political awakening took place.

When independence was declared, Volit retired from politics and was Director of the Centre for Medical Policy at the University of Frega until her retirement in 1900.

Founded on the lowest crossing point of the River Haselika, Toret was chartered in 892, although the earliest record of a market held at the Haselika Govila dates from 864. As well as the market square, the major part dating from 1752, the city has a beautiful cathedral square built in 1624. The highly respected partisag is supported by a large number of schools, including that attended by Volit Upenta.

Toret was the site of the first railway station in Spranten, constructed in 1845, the site of which is now a park. The modern railway station was completed in 1922 and provides direct connections to many other cities, as well as the largest goods yard in the country.
