Each Nation has a UN Category that is determined by their position within the three freedoms: Civil, Economic, and Political. There are 27 different categories based on the 15 different levels of each of the three freedoms, indicating that the UN Category is based on slightly different background numbers than the freedom levels are.

Keeping this in mind it is then possible for a nation to move from one UN Category to the next without changing their listed freedoms.

The following are definative and taken directly from game code. As you might guess some UN Categories are very rare and if you have an example please note it.

UN Category Glossary

Since I havven't seen anything like this, I'm going to attempt to compile a glossary of what the UN categories mean. They are listed in no paticular order.

Inoffensive Centrist Democracy 
The ideal type of government, where the people have a good mix of political and civil rights, as well as security
Democratic Socialists 
this is a left-wing democracy that focuses on giving the people money, power and security
Father Knows Best State 
this provides a few freedoms and not very many political freedoms. It works like a parent; they do what THEY think is best and they don't listen to you
Iron Fist Consumerists  
this is an oppressive state, that focuses on the economy; rights are nearly nonexistant
Corrupt Dictatorship 
you have few rights, and if any, likely probably a few civil rights; it's still a dictatorship though, but nor totalitarian
Compulsory Consumerist State  
this is similar to Iron Fist Consumerists, but the government MANDATES that you spend money to keep the economy up. This is a form of dictatorship; very little in the way of political and civil rights
Scandinavian Liberal Paradise  
think Sweden; high taxes, lots of rights, but not much emphasis on the economy
Corporate Police State  
think Stalin's Russia.
Capitalist Paradise  
what America would be if not for those damned socialists and Democrats
New York Times Democracy  
liberal leaning democracy, with elections heavily influenced by the media
Left-Leaning College State 
what would happen if college students ruled the world; lots of civil rights. You would have political rights, but they wouldn't be as important
Psychotic Dictatorship 
totalitarian dictatorship... like Saddam Hussein's regime
Liberal Democratic Socialists 
this isn't a place for right-wingers; it's the place for liberals and not necessarily left-wingers. If you're about social reform, this is it
Moralistic Democracy  
you have democratic rights, but a religious environment, or conservative environment wherein you don't have freedoms that are considered "immoral".
Authoritarian Democracy 
not really a democracy; a dictatorship pretending to be one
Civil Rights Lovefest  
a few steps away from anarchy; lots of freedom, in all aspects - civil, political and economical
Capitalizt 
it's all about business
Left-wing Utopia 
power to the people
Corporate Bordello 
big business; capitalism... if you're small, you're eaten up. There isn't much emphasis on civil and political rights, they are secondary. It operates knd of like a 19th century bordello, only with businesses...
Anarchy 
lawless nation; no regulations at all. Even if there are no regulations, an economy can do well.
Right-wing Utopia 
Republican paradise
Libertarian Police State 
while you have a very private life...you step out the door and BAM! The state is there... a strange mix of oppression and personal freedoms/privacy
Conservative Democracy 
democracy without that pesky liberal agenda; freedom to ensure decency, separation of church and state, and a moderate agenda.
Iron Fist Socialists 
kind of give the people welfare, education, health and other personal social rights OR ELSE!
Benevolent Dictatorship 
A strange kind of dictatorship; on the one hand you have lots of civil/personal rights, but, on the other you have no political rights
Tyranny by Majority  
if you're a minority...you're screwed here; basically, it's like ancient Rome; if most of the people decided to vote in favour of something, it didn't matter what anyone else said or did.
Free-Market Paradise  
the ultimate place for a capitalist and any money-loving Republican
