Full Name: THE PEOPLE'S REPUBLIC OF WESTERN AKIREMA

Current Leaders: President David Jefferson --- ECO/Green Party Prime Minister Joanna Thurgood --- Labor/Socialist Party Patrician Samuel Bouthilette --- Democracy Party

Government: The People's Republic of Western Akirema is ruled by a three branch system which provides for every conceivable check and balance. Those branches are:

Legislative The Legislative Branch consists of a tricameral Parlaiment. The three houses are the Authors, the Populi and the Senate. The Authors consists of three representatives of each of Western Akirema's six political parties. These eighteen Authors write all legislation introduced to Parlaiment. These bills must be submitted anonymously as those debating and voting the bills must not allow party affiliation to cloud reason. Election of the Authors is conducted within the structure of each party according to their own guidelines and occurs every eighteen months. There are no term limits for Authors. The Populi consists of one hundred and eleven representatives, distributed to each of Western Akirema's nine provinces according to population. The Populi is elected by district and province in popular election. Term limits of no more than three consecutive terms are strictly enforced; if one term passes between terms, the representative may agian hold the office for three terms. Elections are held on a rotating basis every year, electing a third of the Populi. These representatives are the direct voice of the people, thus the name. Their role is to represent the people's interests on forthcoming legislation. After debate in the Populi, if approved by open vote, a bill then passes to the Senate. The Senate consists of three senators from each state, thus 27 senators. The Senate's role is to represent the interests of their province as a whole. All bills to arrive from the Populi are again debated and must pass the senate with a two-thirds majority to become law. Senators are variously appointed or elected, depending on local law in their respective province. Their term is nine years and has no limit. Additionally, as each law is passed the people have the right and duty to exercise a general veto. Using internet technology, each new law is referendized. If two-thirds of the people (as determined by census and voter registration) choose to veto a law it is then recinded.

Executive Executive power in Western Akirema is again triumverate, with power divided between the President, Prime Minister and Patrician. Each member has different specific tasks assigned their office, but at least two must agree to make any decision final. The President is directly elected by popular vote nationally. No division of the vote is made on a provincial basis. His or her power is as internation speaker of Western Akirema, negotiating treaties and accords and conducting foriegn affairs. The President serves a six year term, with a limit of three consecutive or non-consecutive terms. The Prime Minister is chosen as the leader of the party or coalition with the most number of seats in the Populi. His or her power is over domestic affairs and presiding over the Populi. His or her tenure is limited to their term as representative to the Populi, or in the event of a 'no confidence' vote in the Populi, whereby the majority government must select a new PM. The Patrician is chosen by direct election from among the senators, wherein each senator is restricted to not vote for oneself. The office ofthe Patrician is largely ceremonial, aside from his leadership of the Senate. His role is to maintain and emphasize the traditional values of Western Akirema in executive decision-making.

Judicial The Judicial branch of Western Akirema is the sole interpreter of the Constitution, and may strike down decisions of both the Legistative and Executive Branches. Each province has a Superior Tribunal to hear cases of state and criminal law, or in the event of a national level case to pass said case along to the Supreme Judiciary. The Supreme Judiciary consists of three tribunals, each collectivly deciding the outcome of any given case. Then at least two of the tribunals must come to an agreement to make a ruling. Justices are appointed by mutual decision of the President, Prime Minister and Patrician and must be approved by the Populi and Senate by a two-thirds vote. Each is limited to an eighteen year term of office, after which they must retire.

Our Flag: The Blue at the top represents the spacious skies of Western Akirema, the White our snow capped mountains and the Green our beautiful forests. The evergreen tree stands for the 'Evergreen Revolution' than non-violently overthrew the previous Confederacy of Western Akirema which was corrupted by capitalist influence and existed as a virtual Oligarchy.

The Parties: The parties of western Akirema are: The Rural Party- the nations only right-wing party. An extreme minority party. The Democracy Party- a center party; leader of the opposition coalition. The Labor/Socialist Party- the name says it all. The Social Libertarian Party- again the name says it all. The ECO/Green Party- an enviromentalist-left party. The Anarchist Party- an extreme left-wing party.

The current Populi is controlled by a Labor/Socialist-ECO/Green-Social Libertarian coalition, with Rural and Democracy making up the opposition government. No one is in coalition with the Anarchists.
