Nag Ehgoeg

The Elected Regency of Nag Ehgoeg is a massive, safe nation, remarkable for its complete lack of prisons. Its hard-nosed, hard-working, intelligent population of over 6.5 billion enjoy some of the most opulent lifestyles in the region, unless they are unemployed or working-class, in which case they are variously starving to death or crippled by easily preventable diseases.

The large, liberal government devotes most of its attentions to Education, with areas such as Religion & Spirituality and Commerce receiving almost no funds by comparison. Citizens pay a flat income tax of 7%. A powerhouse of a private sector is dominated by the Information Technology industry.

Protesters are up in arms over new nuclear power stations, the country's famous rainforests are being bulldozed by the mining industry, birds and children's kites are regularly brought down by anti-aircraft fire, and cities are engulfed by smog. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Nag Ehgoeg's national animal is the Royal Eagle, which is also the nation's favorite main course, and its currency is the LC.

History

Prologue

For seventy long years I have laboured, as Master Cripias did before me and Master Seldon before him throughout an untold number of generations of the Keepers of the Library Sanctus of Syntha Prime. It has been our endeavour, our lives long aim, to compile a history of the majesty of the Pre-Regency history of Nag Ehgoeg. However it is I who have been granted the singular and great honour and pleasure of completing the task in my own life span.

Nag Ehgoeg is reckoned by the scholars of the UN to be among the oldest civilisations in the world. While I can not vouch for the validity of the currant data, it is estimated that Nag Ehgoeg is the 59th largest nation in the world, though certainly this does not make it the 59th oldest as will be discussed later.

The origins of Nag Ehgoeg are shrouded in secrecy however recently declassified military documents shed some light on the formation of Our Great Nation. In the interests of maintaining a referable time frame all dates will be of the Common Era (that is to say Anno Domini) and written in Imperial Standard. Rather than take a local time frame the Maxtopian Theoretical unit of time, the “RL”, will be used. The World is reckoned to have existed for a little over 3 RL “Years”. The currant date using the RL system in Imperial Standard form is (0) 953 005 M3, and the estimated formation of the world as we know it would thus be (1) 871 002 M3.

Throughout copious notes and petitions of relevant governments a sketchy history of times past has been reconstructed. Here I have revealed my findings for the first time, for as it was in the time of the First Keeper, Solomon, our knowledge has been past by oratory and the hearsay of conspiracy theorists. However in this enlightened time the truth can finally emerge, like a butterfly emerging from the chrysalis of a Dark Age of Historical Knowledge.

Chapter The First - The Massassi Jungle

It is known that Nag Ehgoeg was founded on (0) 940 002 M3 but five million of “the best and brightest”. What is unknown is why Nag Ehgoeg was founded, where we where founded, and who founded us – that is to say where these five million originated from.

One written record from approximately (9) 350 003 M3 details the history of Nag Ehgoeg in a welcome booklet, presumably for use by tourists:

Nag Ehgoeg was founded as part of a UN-NATO pogrom to create a Middle Eastern :nation friendly to Western governments.

An island, in the shape of a half sphere, was created off the sunny Orlando shores that was made entirely of a lighter than water, plastic polymer. Atop this island a mighty city of 15 story skyscrapers called Enclaves where constructed, arranged in a circular pattern around a central airstrip. These Enclaves where networked to each other to ensure that each one could operate independently providing housing, renewable power (as so not to be dependent on foreign oil rather than for environmental concerns), a work place, storage and amenities but also tighter as a great whole. Also a secrete bunker was said to exist in the island, though this has always remained unconfirmed by third party sources.

The island was dubbed The UNATCO Synthetic City Alpha-Prime, later renamed to Syntha Prime on the whims of the presiding American president on the grounds of “its so darn hard to say! Can’t we just give it a flashy sci-fi name?”

The President also wanted the city to be airlifted and dropped “right on Saddam’s ugly head!” A massive debate ensued as to how best deploy the city in the Middle East. The French Premier wanted to ask politely, the German wanted to cripple the Middle Easten economy to force them to sell land, the English wanted tea and the Americans stood stubbornly by using the city as a giant bomb. In the end it was a wealth private citizen that broke the deadlock.

This man anonymously contacted the American Embassy in the UK under the alias Werdna Nagehgoeg (a cipher the FBI are still working on to decipher to this very day) saying that he had heard of the project and had already purchased a large swath of land in the middle east and preformed terraforming experiments (learned from the scientific masters of the Massassi Jungle) on it to turn it into a verdant haven – a rainforest in the middle of the middle east. The person spoke with a deep voice, a British accent and used proper words (as opposed to Americanisms and US spellings, which he termed American orientated colloquial slang) of over 3 syllables however his dislike of tea stopped not only the Americans but the entire world from discerning his nationality.

So it was the Syntha Prime was domed (aside for the airstrip) filled with 5 million of the First world’s bravest, best and brightest (numbering 3 French men and only 1 American) and the city was airlifted by a fleet of American choppers and dumped in Mr Nagehgoeg’s land (the Americans considered the mission a failure as no-one was killed – not even by friendly fire).

The city was founded on the principles of Capitalism, Military might, fair trade, democracy, law and order and personal freedom.

All went well until the tripartite disaster. The Enclaves and even the domes where :over there max capacity all too soon, leaving many homeless and the streets crowded. This would have been bearable if the brief UN-NATO alliance fell apart under international pressures, the project officially dissolved the citizens of Syntha Prime where unable to economically support them as they realised that capitalism and fair trade where mutually exclusive. Choosing Socialism as the way forward the government blew its budget on tearing down the protective dome and preceded to raise taxes – crushing the weakened economy further. This lead to the abandonment of the military and while citizens must still have compulsory training Nag Ehgoeg has not had a standing military ever since. Yes, Nag Ehgoeg, for in tearing down the dome and expanding into Mr Nagehgoeg’s land they took his name as the name of this new, anti-west nation.

Naturally many changes then took place over the following years, many of them irrelevant. But what is important follows:

Sytha Prime was expanded. Many industrial Enclaves where converted into living space and shantytowns formed. Sytha Prime still accounts for over 50% of Nag Ehgoeg’s population to this day.

Towns where formed, previously while situated on a great deal of land very little of it was used, and with no way to police its boarders after the fall of the UNNATCO the jungles had become inhabited by native people. The City folk and the Natives (terms originally used as a joke) blended to become Nagians.

A second city was founded under the principles of capitalism leading to the two-tier society Greater Nag Ehgoeg now has.

Many alliances where also founded as Nag Ehgoeg became a hot tourist site – many where attracted by the lovely landscapes, the fact we all speak the major European and American languages, and of course the legal gambling, drug use and prostitution.

Nag Ehgoeg’s lack of an army and military concerns has also made it a premier place for negotiations.

So come visit the nation founded by greed and ruled by brotherhood.

Needless to say that one (long out of date) leaflet does not make for a complete history. However what is known for sure is that the founding Father of Nag Ehgoeg was one “We rDNA Nag Ehgoeg”. No record of this individual exists in any historical achieve and the name has long believed to be a pseudonym. The most obvious decoding would be to remove the spacing and reverse the spelling to get “andrewgeoghegan”. While Andrew is a common name, the letters after it are somewhat unusual. “Geoghegan”, somewhat remarkably, is a real surname however. Old Irish in origin, Geoghegan’s of our time include the famous English jewellery designer and Nag Ehgoeg’s late pop singer.

However historian’s agree that We rDNA Nag Ehgoeg possessed great wealth, and just why an Irish man of great wealth would found Nag Ehgoeg is somewhat of a puzzle. Thus it is widely accepted that We rDNA Nag Ehgoeg holds some wider significance – possibly an acronym for a coalition of nations or businesses.

Early Nag Ehgoeg consisted of what is now known as Syntha Prime (the nations capital). A “super city” built to house a hundred times the founding population – then thought to be in far surplus to what the colonists would ever need.

In these founding days, the nation was the city and the city was complete. From the tallest tower block to the deepest foundations and sewer systems the entire city was portable. It is believed that Nag Ehgoeg was assembled in the waters of the Pacific – lending credence to the theories that the name of the founder comes from a coalition of (American) businesses – before immediately being shipped to a location known as “Massassi Jungle”.

The nature of this “Jungle” is questionable, as is its very existence and location. Some believe the Junge to simply be an international community, the sharing of ideas and so forth. Others believe it to be located within the Amazon rainforest and consist of a number of intellectual nations. Still others suggest parallel planes of existence.

What is known is that from the Jungle forces where stirred in Europe. A number of nations residing in this Jungle, to which only three survive to this day, incited Europe’s Pope Jamie I to found a nation from Vatican City. This nation was Catholic Europe, though it was not long before southern expansion took CE into the Middle East.

(The exact date to the founding of Catholic Europe and its move to the Middle East is unknown to me, though finding the information is surely not difficult for those interested in such matters.)

This took those in Nag Ehgoeg by surprise, as it was widely expected that the Pope would turn his attentions to the Jungle. By this time the Elected Regency of Nag Ehgoeg had been established and Andreas Malfisto Emmanulas had begun his Eternal Reign. It is also known that “The Time of Love” had already come.

(NB: “The Time of Love” refers to the time period of one RL day in which the birth rate in Nag Ehgoeg was double the norm. Additionally the Elected Regent Andreas Malfisto Emmanulas maintains his rule to this day, having seen countless leaders of other nations grow to old age and die. The Malfisto and Emmanulas families of Nag Ehgoeg exist in secrecy and will be discussed later, however suffice to say for the moment that some believe that the identity of the Regent is hereditary while others believe the Regent undergoes some form of longevity process.)

Furthermore it is known that Nag Ehgoeg’s military had officially severed themselves from the main body of Nag Ehgoeg. At this time Nag Ehgoeg was something of an economic powerhouse with a reasonable armed forces and compulsory military service. Then the military declared themselves a separate state, known as “The People’s Republic of Dictatorship N Strife”. This name was taken in mockery of the leading sociologists of the time who believed that military rule would lead to ignorance and oppression, as DnS enjoyed the high education budget and civil and political freedoms of Nag Ehgoeg at this point. DnS rapidly became a very different nation to Nag Ehgoeg, and came to oppose Us politically.

Freed from the “Hawk” elements of government the “Doves” remaining in Nag Ehgoeg made personal freedom a top priority, and recognising the value of the environment, moved to disarm and conserve.

Striking out on their own, the newly formed DnS quickly moved into the Middle East. The reason for this nation leaving The Jungle is unclear. The leading theory is that Nag Ehgoeg (which at this point was still essentially a portable city) had been created to spread western values into the Middle East and that the distillation of the military aspects of the society had provided a more suitable envoy into hostile terrain.

(At this point the Middle East was wracked by wars, locked in an almost perpetual conflict.)

Nag Ehgoeg’s allies in The Massassi Jungle looked to the newly formed Catholic Europe, certainly this was an interesting new nation who was beseeching nations in the Jungle to venture forth into the Middle East.

At this point in time (some point in 003 M3) Nag Ehgoeg was hostile towards DnS, however (seeing the Jungle had begun an intellectual decline) the Regent decided to move the nation to below what was then Egypt.

Chapter the Second – Move to the Middle East (West)

What was going through the Regents mind when the order to move the city came, no-one will ever know. However history speaks for itself. Nag Ehgoeg was peaceful, which meant that it was neutral, a perfect place to house refugees, wounded and negotiations in an area of the world ravaged by war. Additionally the collapse of the nation known as “Elias” had created a political power vacuum which Nag Ehgoeg was there to fill.

The nations of the Middle East where small in size, and from the start Nag Ehgoeg was (and is) the largest to claim residence there. Because of this, and the afore mentioned power vacuum, it was not long before Nag Ehgoeg had established itself as a nation of repute – a fair safe haven. This was acknowledged by a huge support from Untied Nation’s members, though Delegacy was hotly contested leaving almost perpetually Nag Ehgoeg at the number two spot. With the support of other key nations in the Middle East (including other immigrants from the Jungle) it was Nag Ehgoeg who pioneered a revolutionary communication system between nations. Inspired by elements of the Roman Empire evidenced by Catholic Europe, Nag Ehgoeg reintroduced the Forums of old, providing a place for regional communication and historical achieving.

The history of the achieve deserves its own essay, however suffice to say that communication was both primitive and cumbersome. The achieve survived a purge of censorship from Catholic Europe – believed to be the first childish outburst from this nation and the only time they ever destroyed a statement issued by their government! However, ultimately the records where allowed to be swallowed by the sands of time after Paradise (The Great Founder of the Middle East) erected his own Forums on the encouragement of Nag Ehgoeg (as Our Forums where only ever meant as a temporary dalliance which ultimately detracted from matters of state).

Chapter the Forth – Present

One final move was made to the location of Nag Ehgoeg to its present day location over the nations once known as Uzbekistan and Turkmenistan.

Recent changes in politics have seen a re-militarization of Nag Ehgoeg, a building of the economy and major blows to multi-culturlism and the environment. What the future of Nag Ehgoeg holds, on-one knows.

Constitution

In practice the rights of Nagian citizens are unwritten, however a short and rather ‘open’ written document does exist:

There is no law beyond "Do what thou wilt!"
Love is the law, love under will.
Let all be held accountable for their actions. Let every action have its reaction.
All are free so long as do not impose on the freedom of others.
An action born of malice for the sake of malice is to be reviled and carries consequences!

Key Civil Rights

While Nag Ehgoeg’s written constitution is scarce, the unwritten constitution of Nag Ehgoeg is extensive. A full list of Citizens Rights would be almost impossible to document, however some of the key elements of Nagian Life are shown below:

Suffrage: 16 years of age; universal. Elections are held every 5 years on April 30th. The Regent is decided by popular vote, though each Nagian State has a branch of elected local government.

Age of Majority: 16. At the age of 16 a Nagian citizen is considered to be an adult for all lawful purposes. Nagian adults are free to drive motor vehicles, consume alcohol, smoke, have sexual intercourse and take certain approved recreational drugs. In essence, 16 is the only ‘age limit’ in Nag Ehgoeg.

Right To Naturalism: Nagian citizens are not required to wear clothing, though many choose to, both in public and private locations. Minors have the right to wear clothes, however their Right to Naturalism is governed by their parents.

Right To Bodily Freedom: The government of Nag Ehgoeg recognises that from birth to death a citizens body is there to do what they will with it. Thus it is taken as a given that citizens have the right to modify their body (both physically and with chemicals) in any way they so choose. However free public health care is dependent on the citizen taking certain steps to keep themselves healthy. Notably Nag Ehgoeg does not grant any rights to unborn children unless they could survive on their own out of the womb without intensive medical support. Also the Government claims the bodies of the deceased as government property.

Retirement Age: Citizens of Nag Ehgoeg are free to retire at the age of 60. However, as state pensions are so unbelievably pitiful, most citizens work into their late eighties.

Right To Service: The “Right” to Service is somewhat misleading. All citizens between the ages of 16 and 30 must enlist in the Nagian Defence Force for no less than one year. Most take this opportunity to train as military engineers or medical staff.

Right To Education: All citizens of Nag Ehgoeg below the retirement age are entitled to free education provided by the state up to the Doctorate level. Citizens about the age of 60 are still entitled to free education up to basic University Degree Level (i.e. Not a Masters or Doctorate Degree). All citizens must receive no less than 10 years of education and must start schooling between the ages of 4 and 8. Most commonly children are enrolled at the age of six.

Crime and Punishment

Crime in Nag Ehgoeg is virtually non-existent, eliminating the need for a conventional prison system. Every public place is recorded by security cameras. However this system is fully automated, and thus not monitored in real time, but rather a request must be made to a Judge in order to get permission to view the tape.

Criminals in Nag Ehgoeg are almost universally treated by a course of operant conditioning (brain washing). For minor crimes, such as shop lifting, this usually takes place along side counselling. For major crimes, however, the citizens civil rights are suspended and the conditioning is far more… intensive. Rehabilitated murderers often end the six month conditioning period envying their victim.

Trial

Nagian citizens are innocent until proven guilty. As such, accused criminals have the right to be tried after no less than 30 days after arrest, regardless of their crime. In practice crime is so rare that next day trails are the norm.

A Nagian jury consists of 21 members: 3 are chosen by the defendant; 3 are chosen by the prosecution; and the remaining 14 are chosen at random from the populace.

Every crime in Nag Ehgoeg is settled by trial by jury and requires a majority of 16 of the jurors to reach a concordance on a verdict.

The “contamination” of the jury by “professional” jurors has been criticized by the international community and so has allowing the defendant to select jurors – especially in cases relating to organised or gang crime. However prosecution jurors are closely reviewed and defendant plants who try to sway the jury by dubious means often find themselves swiftly put on trial.

Crime?

Notably many things are legal in Nag Ehgoeg that are not legal elsewhere. These include:

Conspiracy to commit a crime: It is perfectly legal to speculate on breaking the law, even to plan detailed acts of terrorist, murder or embezzlement.

Prostitution and recreational drug use: Again, both legal in Nag Ehgoeg, however an individual partaking in such acts is required to register with the government and may find their free health care revoked.

Inciting Crime: It is not a crime to convince others to commit a crime. Everyone is free to make their own choices.

Virtual Child Pornography: Artificially created digital images that hurt no-one are not criminal. It is, however, illegal to edit the likeness of any citizen to appear naked with their consent (and consent of a parent of guardian if appropriate). Furthermore public nudity is legal in Nag Ehgoeg (though in the case of minors both the child and parent(s)/guardian(s) must consent).

Suicide: All citizens have a right to life, and the right to revoke their rights. This also included assisted suicide and voluntary euthanasia.

Militia

Nag Ehgoeg commissions a privately owned militia, run by the Nagian Gun Organisation (NGO). The NGO is similar to a cross between the American NRA and the British TA. Private Citizens are trained in weapon usage, belonging to a "club" of sorts and can be paid into military service. Due to a hang over from it's founding days, Nag Ehgoeg requires all citizens to undergo a years military service. In the past this was "got around" with the introduction of military schools, now membership in the Militia is increasingly common.

Numbers: 1 Million (0.01%) fully trained militia members of service age, willing to go to war for the wages Nag Ehgoeg pays at any given time, (and can be equipped with weapons). Primary arms: Intratec TEC-9 ("pistol"/SMG), Saiga-12 (pump action shogun) Support Arms: Whatever the hell the citizen owns, likely knifes. Armour: Med. Ballistic Vest (sim. American police)

Nuclear

Nag Ehgoeg is known to possess WMD, in spite of being a member of the UN. It is claimed that Nagian Citizens have a right to hold arms and that all such devices are owned by private companies and individuals. What is known is that Nag Ehgoeg has only a very limited capacity to deploy such weapons.

Total Personnel

Current deployment

Some one million soldiers are stationed around the nations capital of Syntha Prime, along with the entire navy. About half of the Citizen's Militia is also drawn from the capital.

Two hundred thousand members of the Nagian special force are stationed over seas in Jerusalem.

The rest of the Nagian army is held in classified locations, though in practice the movements of the air force (which primarily is providing support for the Special Forces) are easy to track.
