Introduction

The People's Republic of Groot Gouda is a massive, socially progressive nation, notable for its devotion to social welfare. Its compassionate, intelligent population love a good election, and the government gives them plenty of them. Universities tend to be full of students debating the merits of various civil and political rights, while businesses are tightly regulated and the wealthy viewed with suspicion.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it juggles the competing demands of the Environment, Social Welfare, and Education. The average income tax rate is close to 100%.

History

The Glorious People's Republic of Groot Gouda was founded in April 2004. Quickly after that it joined the United Nations. In search for a nice region to stay, the PRoGG decided to create its own region, "Sustainabilia". It even became UN Delegate for a while and regularly participated in the UN Forums.

After several nations in his region ceasing to exist, the PRoGG found refuge in the International Democratic Union. The republic was Delegate for a short while, and was the principal author of the Election Charter, which outlines how the IDU should choose its delegate. It then became the first elected Delegate, choosing Nieuwe Munchkinland as the first Vice Delegate. In its second officially elected term, the republic was responsible for amending the Election Charter to reflect the changes in the political situation of the IDU after the disappearance of the Founder.

The People's Republic of Groot Gouda cares most about freedom to choose (democracy, civil rights/liberties), rates well-being higher than welfare and attempts to implement sustainable policies for the benefit of the environment and society.

Groot Gouda is built in a river delta of the rivers Isle and Gow, resulting in a rich soil fed by the rivers. However, the soil requires a lot of water management and is relatively difficult to build on. Floating houses have been introduced to stop whole cities sinking away. In the IDU region, the Republic is located on a western peninsula between Scoopy to the west and Pagemaster to the south, on the IDU mainland. The country is divided into two timezones, the main one being the Gouda Western Time zone which is one and a half hour before Miervation Standard Time.

The city of Gouda prospered through the ages as a market town. The dominance resulted in the annexation of smaller city states in the region, who came under republican control. They are now the provinces of the Republic: Shortfields, Eastmeadow, North and South Illians, Bayhood, Flowerdale, Gowlands, Gowwood, Haleisayo, Overysle, Overgow and the Westshire. Gouda City has it's own province, largely consisting of the metropolis and capital Groot Gouda, thought to be one of the largest urban areas in the world. The Grand Duchy of Waddinxveen was never a province, but is a special nation which doesn't fall directly under the Goudan parliament but is a strong ally.

United Nations

The republic has a long United Nations involvement. Apart from several periods as UN Delegate, the republic was responsible for the creation of the Sex Industry Worker Act, a resolution to legalize prostitution throughout the NSUN. This was necessary after the repeal of the Legalize Prostitution resolution, which was poorly worded. With this resolution, the republic managed to improve economic and personal freedom in the NationStates world.

Foreign relations and policies

The Republic has always been open to foreign liaisons. Most of our foreign affairs go via the IDU, as do economic missions.

Recently, the republic has welcomed the Order of the Grey Nuns from Listeneisse to open chapters in the country, and has taken them on an Emergency Aid mission to the former United Liberator Front. On this mission, the northern islands have been temporarily made a protectorate of Groot Gouda until the people can vote about their future.

Geography 
Situated in a delta of several rivers, water plays an important part in day-to-day life in Groot Gouda. There are no mountains or rock surfaces, only thousands of years of sea and river sediments. The people have adapted quite well to this, with water transport still important and floating houses or even cities not uncommon.
Pronunciation 
To properly pronounce the name in the local language, which is somewhat like Dutch, bear in mind that the "g" sound is gutteral. The combination "oo" means a long "o", pronounced like "oa" in "boat". The "ou" is pronounced like the "ow" in "how".
