Formation The Free Empire of Quaon was founded by Shilom and Chiom Quaon in the first few years after the fall of the Roman Empire. It is believed to have been founded on about 500 AD, though that date remains disputed. Chiom and Shilom, brothers and former Roman Legionaires searched for a land to call their home, and found one in what is known today as Russia. Chiom and Shilom brought a few hundred people with them, as the former Romans came to Russia.
