The Tyrsis Imperium (full name: The Dominion of the Tyrsis Imperium) is a fledgling nation in the East Pacific region. It is bordered to the south by the Free Pacific States and Pacific Ocean, to the west by the Indian Ocean, to the east by The Seekers of G-d, and to the north by Blanchettia and unclaimed wilderness, settled by insurgent tribes.

The Imperium's capital and largest city is the southern port city of Tyrsis (pop. 4.5 million). Other important cities are the western port of Kern (pop. 3.1 million) and the historic center of the Genii tribe, Genia (pop. 2.1 million), in the nation's interior.

The Imperium has brought together three of the twelve tribes of the old Sylveran Empire: the Taur'i, the Tollan, and the Genii. The Tyris Imperium is currently involved in a long-term campaign to reunite the other nine tribes.

Imperium History

Internal divisions tore at the empire, and certain tribes began rebelling. Lulled into complacency by centuries of dominance, the Empire could not turn to meet this internal threat fast enough, and by the beginning of the 10th century, the empire was gone.

The City of Tyrsis

When the empire collapsed, anarchy swept through the twelve tribes, and civil war raged among several of them. The only tribe to maintain any semblance of order was the Tau'ri. The Tau'ri had settled in the southern borderlands of the old empire's core, centered in and around the city of Tyrsis.

Tyrsis became a center of regional power and trade. The city's warriors slowly brought order to the region, and it grew wealthy through trade with other with other tribes as well as other nations.

The city was helped on its rise to power by the surrounding countryside. The area around the city was arguably the richest in natural resources in the entire old empire. Vast forests provided lumber and game, fertile bottomlands and deltas fueled farming, and the area contained deposits of a host of metals and minerals, including gold, bauxite, iron, and lead. Sizable fossil fuel deposits also existed.

Rise of the Imperium

By the beginning of the 18th century, other tribes were wanting in on the Taur'i's success at Tyrsis. Some established their own trade relations with other nations, but with out the rich resources of Tyrsis, most of these failed. Two sought alliances with the Tau'ri. These were the Genii and the Tollan. The alliance originally spelled out a loose trade confederation among the three tribes. This initially met with success, with the Genii and the Tollan sharing in the wealth of the Tau'ri. However, other tribes began to direct attacks against the alliance, and so out of an interest in common defense, the Three Tribes solidified their relationship and established the Borderlands of the Tyrsis Imperium on June 30, 1786. The name "Borderlands" stemmed from tradition, as Tyrsis was situated in the borderlands of the Sylveran Empire's capital province. In 2005, the nation changed its name to the Dominion of the Tyrsis Imperium.

The Imperium Today

After 200 years of being a relative non-entity and of repeling attacks from insurgent tribes, the people of the Imperium elected Prime Minister Jon Hammond, of the Tau'ri, in December 2004. Hammond advocated becoming involved on the world stage, as well as increased military spending and spending for social programs. He is also an advocate of reuniting the Twelve Tribes of the Old Empire, under the banner of the Tyrsis Imperium. Though not the first leader to suggest reunification, he is the first to increase both military and diplomatic pressure on the nine tribes not in the Imperium. Several tribes simply ignore the petitions for reunification, while several more carry out regular attacks on the Imperium's civilian and military infrastructure. Some, however, have agreed to sit down to the bargaining table.

Government

The symbolic head of the government is His Sylveran Majesty Emperor Maximillian XXI. A holdover from the days of the Empire, the emperor is an artifact of tradition and wields no political power.

The government functions as a republic, with a federal government overseeing smaller government divisions. The local divisions are based on the homelands of the residing tribes.

The federal government is composed of four branches, the administrative, the legislative, the judicial, and the tribal.

The Adminsitrative Branch

The admisitrative branch is comprised of the Prime Minister, the Secondary Minister, and the Prime Minister's Cabinet (the Ministries). The prime minister is elected to a seven-year term, and then appoints his secondary minister and cabinet. There are no term limits.

The Legislative Branch

The Imperium government's legislative branch is unicameral. That is, it is composed of one house, the Imperium Senate. The Senate is currently composed of 70 members. Each province elects 10 members to the Senate, and there are currently seven provinces. Senate members are elected for five-year terms. With half the members up for election at the end of one five-year period, and the other half up at the end of a second five-year period. There are no term limits. An interesting note is that cabinet members can vote on bills in the Senate pertaining to their area. For example, the Minister of Finance could vote on a tax law.

The Judicial Branch

The judicial branch is comprised of the Grand Court. Its seven justices are elected by the Senate. Justices can serve until there 70th birthday, at which time they must step down as a mandatory retirement age is enforced.

The Tribal Branch

The tribal branch is mad up of the represenatives from the three tribes currently in the Imperium. Each tribe gets one represenative. The tribal represenatives also serve as regional governors and appoint the provincial governors within their region.

The Imperium Military

The Imperium armed forces are broken up into four divisions: the Tyrsian Army, the Imperial Air Force, the Imperial Navy, and the Internal Security Force (ISF). The ISF fas the greatest manpower and budget of the branches, as they are the one combating insurgency among the tribes. However, under the new Prime Minister's admistration, military spending promises to increase for all branches. The Imperium acknowledges having an active nuclear weapons program. The current size of its arsenal is classified, though experts speculate that it is less than two dozen devices.

Natural Resources

The Borderlands are very rich in natural resources, with an abundancy of lumber, fertile land, minerals, and fossil fuels. The resource with the most greatest potential is a relatively rare mineral called naquadah, which is found in abundance within Tyrsian borders. Naquadah has been discovered to have powerful energy-generating properties. The government of the Imperium is currently funding a project to design a naquadah reactor to generate electricity. Some specualate that naquadah could also be used to increase the yield of explosive, especially nuclear devices, and that the government is investigating this. The Imperium government however, denies the potential for any "naquadah bombs."

Demographics

The Tyrsis Imperium is settled by three tribes.

The Imperium is currently engaged in a campaign to reunite the other nine tribes of the Old Sylveran Empire through diplomatic and military measures.

  • Nox- currently in negotiations with the Imperium
  • Kelownans- expressed interest in negotiations, yet insurgents continue to attack the Imperium
  • Langarans- currently in negotiations with the Imperium
  • Abydons- neither attacking nor negotiating; population has been severely reduced due to Imperium strikes
  • Athosians- an armistice has been signed in anticipation of negotiations
  • Tok'ra- engaged with Imperium forces
  • Re'tu- engaged with Imperium forces
