While, in theory, it can also be signed by foreign states, none have yet done so. The Accords ban the production, stockpiling and use of chemical weapons and they ban the export of dual use materials to certain irresponsible states. The treaty also gives the [[Commonwealth International Court]] universal jurisdiction in trying certain war crimes if their perpetrators should legitimately fall into Commonwealth custody either by setting foot on Commonwealth soil or by being taken into custody by the armed forces of the Commonwealth in a properly authorized military action or by being taken into Commonwealth custody in an anti-piracy or anti-trafficking action in international waters or space.
