Arra Accords on Chemical and Biological Warfare

The Arra Accords on Chemical and Biological Warfare is an arms control agreement which forms part of the legal framework of the Commonwealth of Peoples. While, in theory, it can also be signed by foreign states, none have yet done so. The Accords ban the production, stockpiling and use of chemical weapons and they ban the export of dual use materials to certain irresponsible states. The treaty also claims that certain aspects of the treaty are matters ofuniversal jurisdiction. However, it should be stressed that no Commonwealth body claims the authority to issue an international warrant of any kind and thus proceedings against a person not resident in the Commonwealth or an area under immediate Commonwealth jurisdiction of some sort are not actually legally enforceable because of respect for the sovereignty of states.

The Accords are administered by the Commonwealth Secretariat for the Prevention and Prosecution of War Crimes with the assistance of the member states, the Commonwealth Secretariat for Collective Security, the Commonwealth Defense Force and the Commonwealth Defense Council.
