History
Little is known about the ancient history of the Clans that inhabit the south-eastern tip of Tycho, save that some of the oldest clans have inhabited the region for almost as long as the native ambiguous puzuma. One of the few things we know about the ancient days of the Clans is that there was once a great battle between an alliance of the Clans and another civilisation, whose ruins now lie in the lands known as "Terminus Terra". Reports of the great battle, along with most events of that time were lost in the wars of succession that ensued between the remaining clans. The wars of succession continued for hundreds of years, until the unification of the clans by the current emperor's great-grandfather, Viper, who led the newly formed confederation of clans, now known as Clan Adder against the remaining rebel clans. Since the final battle of the unification war, on the slopes of Mons Occassus, the Empire has seen over a century of peacetime and much of the military force has been disbanded.
Population
Although most of the Empire's population is dispersed among the small clan villages and minor towns, in recent years a few cities have begun to spring up, most notably Castra Adder, which is built around the palace complex of the Emperor and Meridianus Prodigium, which has become one of the Empire's primary freight ports.
Political Structure
The Empire's current government structure, to be honest, is a sprawling mess. This is partially due to the unwillingness of many to let go of the ancient clan structure. As it stands, each clan may elect one representative for the Emperor's court, where any bills, etc. are passed. However, as there are over 300 clans, this results in a bit of a mess sometimes. In order for a bill to be passed, a vote is taken in each clan and the representatives relay the result to the Emperor's court. If a 65% majority is obtained then the bill is passed. However, so long as there is a majority in favour but not enough to pass (i.e. >50% but <65%) an infinite number of re-votes may be taken. Although this process does reqire a lot of unnecessary paperwork, it means that the citizens of the Empire enjoy excellent freedoms. The government is also free of the usual corruption, possibly due to the ancient honour codes of the clans.
Military
Although the Empire is currently in a demilitarised state, and has no army per se, most clans still employ the mititary traditions of their ancestors and much of the population is trained in the use of both the long blade and rifle.
