Qinjing is the Imperium Capital of the Imperium of Qin-Xheng. One of the newest cities of the Arch-Imperium its population growth was substantial. Upon Imperial Orders from the Viscount of Qinjing, the city limits were declared a tax-free haven and thus investment poured into Qinjing. As a result much of Qinjing is made up of high priced condominiums and commercial offices. As a result of this tax-free haven, the Xi'an government has been willing to place similar policies in all the other Imperium Capitals.
