Manupolis is a small nation, with 898,650 citizens. 76% of the population resides in the only city, Manupolis. The other 24% reside on the many farms dotting the country side. Manupolis has a strong agriculture based economy, however Manupolis does not grow food. No, it grows drugs. Manupolis is the largest drug distributor in the world, and many illegall drugs in Eastern Europe can be found coming from Manupolis. Nearly 93% of the population works on these farms. The other 7% act as doctors, lawyers, judges, etc etc. Cars in Manupolis are rarely seen, and the population travels by walking or by train. An international airport is located near the center of Manupolis, outside the capitol. Manupolis harbors a strong caste system, with Estevan at the top, and the almost slave population of farmers, at the bottom. The major language of Manupolis is Russian, however the official language is Spanish. Less than two percent of the population, however, actually speak it. The flag of Manupolis is a Scarab, which stands for luck and wealth. Estevan picked it out himself. Manupolis was founded on April 6th, 1981, officially. In reality Estevan was operating his empire from the region now known as Manupolis since the late 1970's. Baron Manuel Estevan is the Dictator of Manupolis, and about 5,000 residents were all members of the Baron's world wide drug empire. In 1981, when the nation was founded, the empire drew in and became Manupolis. Manupolis has a reasonably low crime rate, thanks to the Eye. It is created out of the ashes of a fallen nation. Manupolis is named after it´s leader, a drug baron named Manuel Estevan. Originally a Spaniard, he set up a stronghold in Eastern Europe. In the ashes of a fallen nation, he built his kingdom, Manupolis. The Party in control of Manupolis is the House of Estevan, and it is commanded by Manuel Estevan, the Baron of Manupolis. The population as a whole is kept in line by a secret police called The Eye. Any form of dissenent at the strict fascist rigme is crushed immediantly. Tourism into the nation is difficult, and most of the citizens are severely xenophobic. Propoganda blares from many television screens in Manupolis ((Think Half-Life 2)). Emmigration from Manupolis is also illegal. Immigration is severely discouraged.

Military

Militarily wise, Manupolis has a small militia named the Baron's Fist. The militia is large, constituting about 6,740 soldiers. The Fist acts as the police force inside Manupolis, and helps keep the population in control. Reports of torture, corruption, and outright murder surrounds the Fist, but the government waves these away.

The Fist is always recruiting, but joining is unpopular.

A small rebel movement does exist in Manupolis, but it is inneffective, and rarely acts or speaks. Its existance is tolerated by Estevan merely as an excuse for propoganda, speaking of the Fist´s great victories over the rebels, usually exxageratged.


Foriegn Policy

Manupolis does mantain relations with the outside world, to an extent. Baron Estevan has been around the globe many times. Relations are strained due to several uncivilized practices in Manupolis that range from torture to chemical testing on political prisoners.

Administrative Zones

1: The North Fields

The Northern Fields are the major economic fields of Manupolis, and grow most of the drugs that keep the empire running. Opium fields litter the country side, and greenhouse complexes devoted to marijuana, mushrooms, and inhalents can be found here and there. The major town in the North Fields is Kilagrad, population 1,203. Small houses can also be found here and there, but for the most part, the Northern Fields are devoid of permanent human life.

2: The East Fields

The Eastern Fields are the second most important zone in Manupolis. The northern half of TEF is devoted to, like the North Fields, economic crops. The southern half holds the third largest town in Manupolis, Kristos, population 3,457. South to the city are the military complexes of the Fist, and the infamous Camp D, a labour prison camp which uses slave labor to harvent herion.

Estimated Permenent Population: 6,500 (counting Camp D inmates)

3: The Southern Fields

While the South Fields are devoted to the cashcrops, strong rebel activty, combined with a lack of manpower, keeps productivity low. The largest town Tutown, which only has 340 inhabitants. The poorest citizens of Manupolis are often found in the Southern Fields.

Estimated Permenent Population: 900

4: The Ash Fields

The Ash Fields are an abandoned wasteland, where the poor live. Despite the name, the Fields are not actually Ash. However, the soil is mostly infertile and is unable to grow the crops that rule the nation. The Ash Fields are the major rebel stronghold. Small villages, called Ash Villages, dot the Fields. These Villages are ruled by rebel law, and in them live rebel troops, and poor/unemployed citizens of Manupolis. Ash Villages never have more than one hundred people, and maintain themselves. They grow crops and own livestock, and live pretty much independent of Manupolitian laws.

5: Outer Manupolis

Outer Manupolis is a large agriculture area similar to the other three fields. Instead of the economic crops of drugs, Outer Manupolis is found growing food crops, and herding animals. Outer Manupolis feeds roughly 50% of the population of all Manupolis. Also in Outer Manupolis are the major Fist headquarters, which lie in the town of of New Manupolis, population 33,045.

Estimated Permenent Population: 35,000

6: Manupolis

Contains the capital and the only airport. Most of the population resides here. No crops are grown here, instead about 70% of the land is used for urban settlements that make up the large city of Manupolis. Manupolis houses an astounding 850,058 people, in a large metropolis. Also located here is the 120 acre palace of Baron Manuel Estevan, Fuhrer of Manupolis, and Head Complex, the governing building of Manupolis.

Organizations In Manupolis

The House of Estevan is the name of the Baron's international drug empire, and the official ruling party of Manupolis. Estevan rules at the top of the House, and has complete control over the rest of it's members. A small minority of the population belongs to the House, (2%) and enjoy a semi godlike status when compared to the rest of the population.

The Fist is the official military of Manupolis, and contains 6,743 troops. The militia is used to fight the rebel movement inside Manupolis, and would be used in the event of war. Despite being an unpleasant place on the whole, the Manupolitian foriegn policy remains peaceful, and the Fist is never used outside Manupolitian borders.

Camp D is a labour camp where the majority of criminals are sent. Camp D is a fearful place, and only about 34% of the inmates live to see the end of their sentence. Torture is frequent, and inamtes work as long as 20 hours a day in the fields. Those who manage to live through Camp D are never quite the same, and almost all die within a few years of release. Fear of Camp D keeps crime at an extreme low in Manupolis, but the camp may hold as many as 1,000 or more inmates at any given time.

The police force of Manupolis, the Eyes are an almost unkown force and rarely talked about. They work at Complexes, and carry out arrests and beatings. The Eyes are everywhere, and employ a large number of plain clothes agents, keeping the populace is a perpetual state of paranoia. They are very well trained, but use brutal tactics and a few arrests result in the death of the criminal.

The Complex serves as the major government building in Manupolis. It has many services, from marketplace to prison. Rations are distributed here, drugs sold, movies, books, etc. Complexes serve as the prison for very minor sentences, but more often are used as holding cells until transport to Camp D. Complexes are all well kept and organized, and usually stand out from the dingy apartments of the citizens around them.

The Manupolitian Freedom Fighters are the rebel movement in Manupolis. They are a small movement, but desptie the Fist's best efforts manage to elude capture. They reside mainly in the Ash Fields, and rule over Ash Villages. The Villages are ruled by mayors, democratically elected by the Village population. They are underpowered and undergunned, and would not last long should the Fist ever choose to finish them off once and for all. They are led by the thirty three year old, Vachir Yundendorj.

The average citizens of Manupolis, the Workers account for 95% of the population. The live in a state just above poverty, but manage. Of the annual tens of billions Manupolis earns by it's exports, only 0.75% drips down into the arms of the Workers. Their salary is capped at $25,000, but most barely make half that.
