The Etats-Confédérés d'Europe is a nation in the NS region of Europe. There, the nation is a member of the ITO alliance, well-known for being a left-wing parliamental democracy with a strong navy and skilled intelligence services. The nation is played by almost the only french active player of the Region.

ECE is a parliamental republic, a confederation, a democracy, and applies roman law system.

OOC informations

ECE is played by the almost only french player of the Europe Region, at least the only really active, a 23-years old newswriter supporting European construction. In OOC conversations with the other Europe players he acts as a sensible & educated pervert fond of schoolgirls, meantime with his fellow pervert : the player behind Twente.

ECE has been created as an NS nation in january 2003, but has not been played anymore since the beginning of 2004 and has eventually vanished. The NS nation doesn't exist anymore but the Europe nation has never been suppressed, even if sometimes the player asks for interruption in RP activity.

The nation has been created as an ideal European federated state according to political opinions of the player. As it was impossible to claim that it was made with the real states of IRL Europe, the five states now composing ECE are important places in the player's life. Eventually, the french culture in ECE grown more important, as a reaction to the fierce nationalism of other players in the Region.

Political life

Constitution

President of the Confederation : President is elected every 6 years by "any person that has been elected by direct vote" (it includes : confederal parliament members, states' parliament members, mayors, burgenmeisters, etc.). The president is a symbol of the confederation, he is the head of state, he has the right to dissolve the lower chamber of the Parliament, he choses the chancellor amongst the majority of the Parliament, he commands the army, he can rise himself as a stathouder (temporary dictator) if a major crisis happens. He is also the head of state of Transvaal. He his replaced, in case of vacancy and until new elections, by the president of the High Confederal Chamber. The presidential residence is known as Aachen's Mansion. Sometimes medias refers to this place when they want to speak about the president himself.

Chancellor of the Confederated-States : Head of the government, he choses his ministers. He leads the politic of the country and owns most of the executive power. He is chosen by the president amongs the majority present in the Parliament.

Parliament of the Confederated States : owns the legislative power. Can overthrow the government if votes a censure, and if the president do not dissolve the lower chamber. Lower chamber : Chamber of Tribuns. Elected every 5 years at proportionnal rate in the whole Confederated-States. They represents the whole people of the confederation. There are 500 tribuns. Higher Chamber : Senate. 1 senator up to 3 is elected every 6 years at major vote in the state he cames from. There are 60senators by member state, so there are 300 senators.

High Confederal Chamber : componed with 15 censors (3 by member-state). A censor remains censor until the member-state that has nominated him wishes to change him. Each censor represents his state of origin. He is the official representent of his member state in the Confederation. The three censors of a state are nominated, one by the head of state, one by the legislative power, one by the head of government. The High Confederal Chamber always speaks at unanimity and never at majority. The censors elects a president with only administrative powers. The president of the HCC replaces the president in case of vacancy.

Political Parties

European Social-Democratic Party (ESDP): left-winged moderated party, einsures its importance over a well-integrated culture through all the member states of ECE Republican & Democratic Union : right-winged party gathering two former parties, which leads to weakens the importance of the RDU Socialist Left-Winged Alternative(SLA) : federation of local left-winged parties (the SLA is not represented in local elections but only at confederal level) that denies value to the ESDP but have only local success. Federation of European Nationalist Parties (FENP) : right and far-right movement gathering all the nationalists parties of the member states with the final purpose of dissolving the confederacy - weakened by disagreement between its right and far-right elements. European Communist Party (ECP) : self-explained...

Actual powers in place

Executive power : President and Chancellor

President of the Confederacy : Dr Humbert Humbert This educated scholar with litterature capacities & a writer background has put his past in shade. Born in Provence with both vexinean and rheinish origins, it seems that he had such an ordinary childhood that no archives of any kind could mention about him. Graduated in litterature, able to speak between 12 and 18 languages (the exact number is unknown - as many other things about him), he began a diplomatic career, thought his lack of motivation provided him only with cultural charges all around Europe. However, it was the way he made an international network of friends & relatives, and it is said that this discreet character has worked for the MDK (ECE's secret services). Eventually appointed ECE Ambassador in Erlangen-Ansbach, he worked there in silence, always vanishing behind the official statesmen such as former president Vandergraaf or minister Kate Bush. However, he has, here and everywhere else, a strong network of friends. Surprizingly, this unknown character was appointed candidate to presidential elections for European Social-Democratic Party following the withdrawal of Mr Vandergraaf at the term of his charge. Dr Humbert agreed without hesitations anyway, and was elected with quite a large score. Since this day he acts as an iron hand in a velvet glove, still silent but more present than scheduled. This single 46 years-old man is said to have sexual deviances but this has never been proved. He shares his life with latin-american painter Itsuko Egorovna, and none of them have children.

Chancellor of the Confederated-States : Mr Jean Rochefort This vexinean diplomat is also part of the Vandergraaf network and was appointed chancellor after the legislative elections of 2002, when the newborn state decided to change his objectives as a mature nation. Promoter of the seafaring policy, he is extremely popular for being humoristic and highly educated in culture. His excellent french & english speaking made him popular even in ECE states that doesn't speak these languages. In the meantime, he is not well-known abroad. The "most loved ECE politician" is to remain a long time in charge. Gathering the confidence of both his party and several opposition parties, he his the symbol of a stable union between states. His domestic politic, which is the main part of his charge, is always turned towards the whole ECE and never only one of the five member states : transportation network, consumer rights, education, etc.

Minister of Foreign Affairs : Mrs Kate Bush Thought this charge doesn't make her more important than any other ECE minister, Mrs Kate Bush has become so famous all around Europe that her interventions are always seen as golden words. She used to be the first Chancellor of ECE, until the changes of direction taken by former Pdt Vandergraaf lead her take only in charge the ministry of Foreign Affairs. Since this day she has been the symbol of ECE all around the world, and highly popular even in ECE's unfriendly nations. Her campaigns, such as the great reconcilation with CI nations after the spying affair, made her a highly-skilled negociator and peace einforcer. Born in the small community of the english-speaking Svalbardian, she has been a long-term leader of the ESDP in this state.

ECE has never claimed to be a very powerful nation on both ground and air, but claims to own one of the strongest (if not THE strongest) navy of the Region.

Personnalities at the head of the Confederal army

General Miss Claire Sandeau - The former head of provençal army is chief of ECE Interarmy HQ since its creation. Appointed supreme commander of the allied armies in the invasion of Transvaal in 1995, she then gained a high international prestige, as an Armoured Division commander with extremely smart reactions, and as an Intelligence Service manager with high skills. Well known for being cruel and sexually disturbed, no one ever managed anyway to hurt her widely recognized excellence as an army commander.

Furtive & Nuclear launcher submarines : ECE's nuclear task force

ECE has inherited from the member state Transvaal an obsolete and almost dangerous nuclear arsenal made with 9 ogives and 2 nuclear launcher submarines.

There are no facilities able to build further ogives, although Transvaal is still full of Uranium. The repairing facilities of the submarines could be used to build other subs.

C.S Andries-Pretorius is the biggest of the two subs. She has been revised with SoG technology in early 2003. C.S. Paul-Kruger has been improved by ECE technologies and both weapons are fully able to work.

ECE uses sometimes the furtive capacities of these two weapons to threatens unfriendly nations who will never know wether their cities are in range of the Andries-Pretorius or not.

Followers of Brian of Nazareth, the brianists are a local religion of ECE created in 2003 and which eventually gathered almost every former christian of the Confederacy.

The English-Speaking Svalbardians : a minority people in ECE

In the XIXth century, people coming from the whole world were looking for a shelter while dictatures and poverty were rising all over the world - inclunding in the nations that now composes Etat-Confédérés d'Europe. Many people entered Svalbard, which was an independent republic by these times. Svalbard government allowed poor people to enter if they were white and christian (the government was very conservative by these times) and if they aggreed to work in the fishing industry or minings. None of these immigrants was speaking the native language of Svalbard (norvegian bokmael), so they all used english as a common language to speak with each other and be understood by the Svalbardians. In the meantime, as their svalbardians chiefs were not really able to understand a good english-speaking, the immigrants spoke english in order not to be understood by them. Together, the poor immigrants, which were most of them not native english-speakers, succeeded in sharing their knowledge of english language and they transmitted this knowledge to their children, so that they also could speak a language that the rich Svalbardians will not be able to understand. Today the community of the English-speaking Svalbardian is still represented, and a quarter of them do not speak any other language. They are 25 % population of Svalbard, and as Svalbard is not very large in population, it means that they are a very very few part of all the Confederal citizens. Meanwhile, they seems happy of their daily life. They are now equal in rights with any other COnfederal citizen, and always have some of their members in the highest positions of the state - the most representative is the minister of Foreign Affairs, Mrs Kate Bush.

Seafaring Politic

History

In the beginning of 2004 the government changed and Mr Rochefort was appointed Chancellor. He announced that ECE will now use its seafaring potential. The Chancellor is directly in charge of this politic.

Hydrocarbures

As a seafaring nation with an important maritime traffic, ECE has become one of the most important hydrocarbures producer.

Provençale d'Hydrocarbures : PH is an enormous company of both petroleum and gas, taken from ECE's network of sea platforms and tankers. PH has absorbed all the other ECE companies and now belongs to state.

The fishing zones at 2 000 miles around these stations are revendicated by ECE -2 000 sea platforms for hydrocarbures exploitation all around the europeans seas.
