Arda is one of the major regions of the Metus alliance and is controlled jointly between the Melkor Unchained and Kalessin.
From the Regional Factbook:
"The fires of industry burn bright and the pits are churning out the orcs at an alarming rate. The earth shakes beneath the feet of the marching armies and their war cries can be heard echoing off the jagged peaks, as large dragons wheel and dart about overhead. War is brewing."
