The Duke is essentially a figurehead, though he does have limited veto powers, which will be explained later.  The Duke can also grant land to citizens.  This was a large job in the early years of the nation, but now most land is already distributed.  Landowners that were first granted land by the Duke have mostly sold off their land to other willing consumers.  The little land that is left, however, is under the Duke's control.

Anyone the Duke gives land to becomes a count.  These counts run counties much in the same way a Duke runs a province.  Whoever gets land from a Count becomes a baron, who has practically no power except the title.  The titles are only passed on to those who inherit the land. Exceptions are:  Dukes never pass on their titles.  If a count gives his land to his two or more sons, however, they would become viscounts.  If the person inheriting the land recieves less than half the origional land grant, they either get no title or get a lower title (does not apply to those becoming viscounts).

These titles of nobility are few today because so many barons have sold their land since the nation was founded.  When a baron sells land, no title is passed on.  This whole system of nobility for land granting was very helpful in setting up the ownership of land in the nation.  No longer did the central government have to micromanage and sell land to every individual.  Contrary to popular belief, however, this system is not a feudalism, and those lower on the "ladder" of nobility owe no servitude to anyone, and allegiance only to the Duke and King.

The legislature of each province is made up of the Court of Representatives.  This group is made up of three representatives from every county in the province.  Generally there are around 20 counties in a prvoince.  They vote on various issues and can pass laws in the region.  The Duke can veto any law passed, but this can be overruled by a 3/4 vote of all the (18+ years old) citizens in the province.

Location

The country of Ator People is located on a series of thirteen islands in the Pacific ocean. It is located at approximately 4° north latitude and 144° east longitude.

Climate

The nation of Ator People has a tropical wet climate. Its wet season begins in December and ends in March. Temperatures are very hot all year with a lot of rain. A warm ocean current is one of the main sources of the island's temperature, in addition to its low latitude. The high temperature is usually about 85° (F). The mountin Mt. Ciel towers 5,000 feet above sea level and is the highest mountain on the main island, Terrain de Poisson. The average yearly percipitation is 50", which is a valuable resource to the protected rainforests on the islands.

Ecosystem and Agriculture

The ecosystem of Ator People is a tropical rainforest type. The lush green plants, rare birds, colorful butterflies, and beautiful flowers are some of the many amazing features of this delicate ecosystem.

The main crop grown in Ator People is the sugarcane. The long grass is ground into sugar and exported all around the world. It grows mainly on the western side of the main island in the province Sucre Terrain.

Government

The government of Ator People is a unicameral, federal, royal monarchy, governed by the Constitution of Rights of the People.

The Legislature

The legislative branch of Ator People is the House of Citizens. This body is made up of 70 senators from the provinces of the nation. Each province is represented by ten senators. They are elected for two year terms, except for one in each province. One senate position in each province is the "president" senator and is elected for 5 year terms. He presides over each province's senators and also is the spokesman for the senators of his province. This body is responsible for regulating taxes and creating laws.

The Executive Branch

<div" class="plainlinksneverexpand">rex7vj.gif

</div>

Ruled by a king based on a patriachal line of succession, unless the king dies/retires in which the queen takes the place before the son. The eldest son is next in line after the Queen, and then it goes in order of birth regardless of gender. The monarch has an absolute veto, pretty much absolute power, and appoints dukes/duchesses to rule over provnices and distribute land, though now that land has been pretty much all distributed, a capitalist system is in effect. The heir to the throne (Queen or next child in line) is the Secretray of Internal Affairs.

The Judicial Branch

The courts in the nation are run under the judicial branch. The King appoints judges for each Provincial court, and they in turn appoint judges for the lesser courts in each city. They interpret the Constitution of Rights for the People and also rule on individual criminal and civil cases.

Provinces

There are seven provinces in Ator People. They are:

  • Anchin
  • Sucre Terrain
  • Nadroj
  • Cielian Heights
  • Werdna
  • Sable Promontoire
  • Terrain de Poisson

Provincial Government

Each province is, in theory, ruled by a Duke who is appointed by the King for life. They can not be taken out of power by the King unless the senate approves of the removal of office with a 2/3 vote, and the province approves it with a majority vote of confidence.

The Judicial branch of each region is determined by the individual Court of Representatives of each Province. The justices, if any, are generally chosen by the Duke.

Anchin

A string of two islands, the southern most one being the main island. The north island is called Anchinae and the south island is Anchinum. When being refered to as a province they are Anchin. They were first inhabited in 1930 when a group of Spanish sailors discovered the island on their way to the main island. There they found no trace of past civilizations and decided to form their own towns. This province was not admitted to Ator People until they signed the Anchin-Ator Charter on September 20, 1984. Much debate had gone on about whether to join the union of provinces, but by a referendum they voted to join. They were the last province admitted to the union.

On Anchinum, there is a large mountain known as Mt. Hourglass, and is called such because it is shaped as a hourglass when looked at from the other island, Anchinae. This mountain has five trails to hike up (Lava Trail, White Trail, Green Trail, Cassowary Trail, and Wood Trail). The mountain was formed by volcanic activity, and when traveling up Lava Trail, one may glimpse rocks formed from cooled molton rock. There is also a paved road going up to the summit of the mountain, where one may drive a car up or ride their bicycle up the mountain. The view from the top is spectacular. The river running down from the mountain is Glass River, not only because it is on Hourglass Mountain, but because the water is "as clear as glass." The river also provides hydroelectric power to the people on the island through a series of dams.

Sucre Terrain

Sucre Terrain is located on the northwest side of the main island. It is most known for the amazing amount of sugar cane that is grown there. The sugar cane was native to the island and was growing in the wild when the province was first populated. There are thousands of workers in this province, and the sugar is shipped to places all over the world. "Ator Sugar & Co." is the main sugar company, and it owns 60% of the sugar fields in the province. However, "Pacific Sugar Inc." and "AP Sucre" also own a good amount of land. The province was admitted in 1965 as one of the founding provinces when the Constitution was signed.

Nadroj

Nadroj, so named for Sir Henry Nadroj II who set up the first settlements in the province, is located on the southern half of the main island. This province has some of the most amazing wildlife on the main island. The Birdwing butterfly makes it home in the local rainforests of Nadroj. Laws have been passed by the House of Citizens to ensure the protection of the province's natural habitat for animals and plants alike. The native Atorians were first settled in this area, and still remain there to this day.

Cielian Heights

Cielian Heights is named for the Mt. Ciel which takes up much of the space in this province. The mountain is 8000 feet tall, and is a source of many natural minerals which are mined and sold. Countless trails lead up to the summit of the mountain, though only a few are marked. The Red Trail, Blue Trail, Yellow Trail, Quartz Trail, Tropical Trail, and River Trail are the most common. There are also two paved trails, one for automobiles and one for bicycles. A monorail also goes up the mountain, though not to the summit of Mt. Ciel. Numerous peaks surround the mountain, some reaching 7000 feet. They're names are Mt. Henry (2700 ft), Mt. Ator (7100 ft), and Mt. Andrew (5100 ft). Cielian Heights is home to Mountainville, a populated city where much commerce takes place because of the numerous resources in the mountains. Four rivers also originate in the mountains here. The North Ator River is the northern most river, and the Mid-Ator River is between the Yhtak and North Ator Rivers. The River Ator is formed by the merging of the North Ator River and the Mid-Ator River. Yhtak River is on the southwest and feeds into the River Ator. On the west side of the mountain, the Gold River empties out into Lake Ciel. Lake Ciel is a large tourist attraction because of its beautiful views and great fishing. Fishing contests are held annually at Lake Ciel.

Werdna

A small province on the northeast of the main island. It also occupies the small island just north of it. This province is known for its factories. Here, most of the nation's domestic goods are manufactured. The province was the center of much debate in recent years because of the "Werdna Conventions" in which leaders of the province met to discuss secession from the Union. The province wished to seceed because of the increase in industrial taxes, which they though unfairly targeted their province. The talks ended peacefully, however, with a compromise from the government to lower industrial taxes.

Sable Promontoire

On the eastern most tip of the main island, Sable Promontoire is a major tourist attraction. Both the cape part of the province, and the island to the north of it, beautiful beaches are spread along the coast. At any one time, 50% of the people in this province are tourists. Hotels of massive sizes have made their homes along the beaches. Multi-billion dollar houses can been seen in the secluded areas along the rocky coast. The income from tourism makes up 90% of the province's income.

Terrain de Poisson

Terrain de Poisson is the capital province of the nation. It houses the government headquarters. Its main industry is commerce, where many retail cooperations make their homes. Multi-national business can be found in one of the couple hundred office buildings. Global retail chains are in the shopping centers. Historically, it has always been a commerical province because of the rivers that run through it. Fishing is also a large industry, and the province derives its name from the native fishing industry. The rivers are also a great source of transportation, as one can travel to and from Cielian heights with access to these waterways.

Knights

Titles of nobility are sometimes given in the form of Knighthood. Valient soldiers, couragous citiznes, good politicians, great musicians, and many other people are just some of those who are knighted in the region. Knights may use the title "Sir" or "Lady" before their name. There are several orders of Knighthood in the region, are below they are listed: Order of Ator: Given by the King to those who have contributed much to the region in various ways. They meet once a year to discuss ways to help the region and what needs to be changed. They then make suggestions to the House of Citizens, who usually follows their advice. Order of the Royal Crown: Given by the King to those who have valiently defended the royal family or government through military/defense means. Or those who have specificly worked peacefully to defend the royal family/government, but in a greater measure than would warrant admission to the Order of the Throne (see below). They are members of the militia that defends the royal family. Order of the Throne: Given by the King to those who have defended the royal family or government through diplomatic or political means. They meet once every other year to discuss the monarchy's position in government and makes suggestions to the House of Citiznes & the King if needed.

Order of King Henry II: Given by the King to those who have worked in the House of Citizens and contributed much to the nation (King Henry II established the House of Citizens). They meet with the House of Citizens every six months to discuss the view and position of the House of Citizens in the region and what should be changed. Order of Nadroj: Given by the Duke of Nadroj for defending the province and/or contributing much to the province and royal family residing there. They meet every year to discuss what should be changed in the province, and make suggestions to the provincial legislature.

Order of Exiled Atorians: Given to members of the territory "Exiled Atorians" for defending the royal family by resisting and fighting against the tyranny of the Prime Minister. It is given by the King. They meet once a year to discuss the position of Exiled Atorians in the nation of Ator People.

Order of Terrain de Poisson: Given by the Duke of Terrain de Poisson for defending the province and/or contributing much to the prvoince. They meet once a year to discuss problems facing the province and what needs to be fixed, and if needed make suggestions to the provincial legislature.

Order of Mt. Ciel: Given by the Duke of Cielian Heights for efforts in perserving the natural beauty of the mountain range. They meet every six months to discuss ways to perserve the mountain and they are given authorization by both the Duke and King to make official decisions (with 2/3 of the knights of the order in agreement) regarding the mountains' management and policies.

Nadroj Royal Family

The Nadroj family is descended from the Nadroj's that came from France in 1602 on a ship with a dozen other families. They were the friends of the ship's captain and eventually rose to political leadership in the new colony. The son of Mr. and Mrs. Nadroj (family who first came to Ator People) set up a regional monarchy in 1650, becoming King Henry I. A province is named after the King Henry II who set up colonies in the province, and it is the home of the family. The Nadroj Castle is here, and this is where the extended family lives. The King's castle is traditionally in Terrain de Poisson, where his immediate family lives most of the year. Currently the immediate royal family is as follows:

  • King Henry VI (age 51)
  • Queen Lilian III (age 45)
  • Prince Henry VI (age 25)
  • Princess Lilian IV age (23)
  • Prince John (age 20)
  • Princess Ann (age 16)
  • Retired King Henry V (age 78)

History

The island of Terrain de Poisson was first discovered by a French sailor in 1602, though natives had already inhabited the island by then. The island was populated initially by French settlers, though it soon became a land of many nationalities. The Nadroj family first set up a regional monarchy in 1650 with King Henry I. Settlers from all over the world bought ships and sailed to this new land. In 1905 the Constitution fot the Rights of the People was formed and signed by representatives from established communities all across the islands. It was at that time the island became internationally recognized as its own country.

Great Revolution

In 1984 the provincial court of Terrain de Poisson ruled that a monarchy was restricting to the rights of the people of the nation and did not have any place in a modern day society. It was a shocking decision that led to the province's militia escorting the King and the Royal Family out of Terrain de Poisson and into their home province of Nadroj. The royal family was outraged and the Nadroj Militia sent troops to stop Terrain de Poisson's army from advancing past the border of Nadroj. A political party called the Citizens Party took over while they had the chance and installed a Prime Minister to lead the region. The nation took sides and soon it was divided. Terrain de Poisson, Sucre Terrain, Sable Promontoire, and Werdna all voted to support the new Prime Minister. Anchin, Nadroj, and Cielian Heights stayed loyal to the king, who had all but lost all power. There were brief battles on the border of either side, but eventually the king ordered his side to cease fire, and so did the Prime Minister. For the next ten years the Prime Minister ruled, giving more power to the House of Citizens. However the Nadroj family continued to lobby for the royal throne once again, and finally in 2005 another request was issued by the King and the House of Citizens gained the support of Werdna, who had its senators vote in favor of the resolution. Finally, the royal family was back in power.

Exiled Atorians

In 1985 a civil war started when an island north of the main island, seceeded from the nation when the Prime Minister and the Party of the Citizens overthrew the Monarch in Ator People. This group was commonly refered to as the "rebels." Ator People ships were sent to attack the rebel's main island. In the ocean three battles took place, with Ator People only being victorous in one. Next, Ator People went on the offensive and sent soldiers via ship to attack the weak east end of the island. They were victorious and actually secured many intelligence documents there. Ator People Army made way westward across the island, but were caught by surprise in the middle of the island. The rebels ambushed them and Ator People lost half its men there. However, more were on the way, and a massive assualt was raged against the tiny island just south of the rebel's land. After taking that island, they headed over the channel and finally found victory as they destroyed the rebel's "capital" city. A surrender document was then drafted and signed. The Document of Surrender and Exile was the title, and it specified that if the rebels wanted to be free, they could, but they had to be content with their small island and could not have any share of the sugar crop. They also had to pay yearly taxes (for twelve years) to Ator People for the purchase of the island. All rebels who wished to reside in this country (known now as Exiled Atorians) would be exiled to the island and could never return to the main island without pledging complete allegience to The Prime Minister. However, Exiled Atorians continued to be loyal to the King. In 2005, after the Prime Minister was voted after office, King Henry VI, at the request of Exiled Atorians to not be a province, declared Exiled Atorians a territory of Ator People.

Atorian Border

In 1992, however, Exiled Atorians experienced another war. The Atorian Border decided to attempt to pledge allegience to the Prime Minister, but keep their small island south of Exiled Atorians. Exiled Atorians sent a force to attack the island, but Ator People came to the aid of Atorian border and held off those loyal to the king. Atorian Border is currently struggling to survive, as they have a collapsing economy and still refuse to be loyal to the king, who is now in power.
