Setting

The setting for Chimehra in an alternate history that begins to differ from actual history during World War Two. Nazi Germany never invades the Soviet Union, and is able to conquer most of Europe and North Africa. Japan never invades China (Chimehra takes the place of China in this setting) or bombs pearl harbor, but conquers most of southeast Asia. The Cold War is not a polar struggle between two nations, but between several powers. History


Revolution and Rebirth

The People's Republic of Chimehra came into existance on May 25th, 1947, following the end of a four year civil war between the totalitarian capitalist regime of General Sukerov, and the Socialist Liberation Front. The SLF had its roots planted 6 years earlier, following the passage of "Standard Tax Code 13", which imposed a flat income tax rate regardless of income, driving the already impoverished masses into the ground, while allowing the ruling elite to live lives of unimaginable prosperity. Following the arrest and execution of several thousand political dissidents, the SLF was formed, largely due to clandestine support from the Soviet Union. On May 13, 1947, General Sukerov was killed by a sniper's bullet as he was leaving Beijing. Beijing fell to the SLF guerillas 2 days later. In another 10, the Sukerov regime capitulated and the SLF became the official recognized government of Chimehra.

The First Years

Having overthrown the corrupt government, the SLF turned its attention to repairing the damage caused in the civil war, and correcting Chimehra's horribly unequal social structure. For the first few years, disaster after disaster prevented anything resembling progress. Collectivization of agriculture was attempted, but a heavy rain season and poor harvest led to the deaths of thousands of workers. It was only through massive amounts of aid from the USSR that Chimehra was able to survive.

Recovery and Prosperity

It was not until the late 1950s that Chimehra was able to recover. Chimehran factories were able to produce goods for cheaper than foreign competitors, due to her large population and the fact that no executive officers demanded large bonuses, thanks to the Maximum Wage Act. At first, the main Chimehran exports were textiles, agricultural products, and plastic goods, but over time (and with technical assistance from the USSR) the primary export market for Chimehra became automobiles, and with the discovery of Uranium Power, the Chimehran Uranium industry became the largest in the world. By 1973 Chimehra supplied nearly 65% of the world's Uranium, which by this time had replaced coal as the main electrical power source. Joint weapons development with the USSR also provided Chimehra with a substantial base for international arms sells. Over the course of the next decade (1970-80) the Chimehran GDP trippled in size. For the first time in its history, a majority of Chimehran citizens enjoyed relative prosperity, and with massive social welfare programs, the rich-poor divide was negligible compared to other nations


Recent History

In the 1980 general election, the SLF finally lost the popular vote. The new majority party, the Chimehran Democratic Socialist Party, gained control of the People's Congress, and one of it's founders became Premier. The Congress, and Premier Aleksander's, initial actions included the Absolute Freedom of Speech Act, which removed some of the older laws established immidiately after the civil war by the SLF, and were one of the big reasons they had retained power so long; As well as Economic Equality Code 22, which raised the minimum and maximum wages for the first time in 10 years. For the next few years, Chimehra would enjoy even more rapid growth, and would become of increasing importance on the world stage.


The Chimehro-Japanese War

The Chimehro-Japanese War came to be as a result of Chimehra's rapid economic success and military modernization. Japan, which had been the dominant power in the region for nearly a century, became increasingly threatened by their Chimehran rival, and by the mid 1980s they could stomach no more. Chimehra was becoming a victim of its own success. The war actually began in North Korea, an ally of Chimehra, when a South Korean (allies of Japan)bomber group attacked a North Korean Space agency launch facility before the launch of their first rocket, claiming it was not intended for the peaceful purposes it was reported to be (which it wasn't). The situation quickly deteriorated, as frantic pleas in the World Forum were ignored. All out war between the two countries ensued shortly thereafter. With the possibility of NK being overrun, Chimehra deployed massive numbers of troops within North Korea to assist them and eventually drove back the South Koreans.

However, the battles being fought in Korea were merely a distraction set up by the Japanese master strategist Marshall Tagaki. With many of its better equipped units in Korea or Northern Chimehra, the Japanese Empire launched a full-scale invasion of Southern Chimehra through Vietnam. After a few weeks, they had captured nearly a fourth of the country,all the way to the Yangtze river, and had caught the Chimehran high command completely offguard. After regrouping, a pitched defense was mounted in the cities of Wuhan and Nanjing. The Japanese were bogged down, and unable to break through and get a significant foothold across the river.

To open a new front, the Japanese launched an amphibious assault in northern Chimehra. Though successful, it proved costly to the Japanese fleet, as coastal missile batteries were able to sink an aircraft carrier and an amphibious assault ship, along with several others. The Japanese advanced to the edges of Beijing, but again became bogged down in urban fighting against the Crimson Guard. To break the stalemate, a special operations raid was launched against Chimehran High Command in the Enclave in Beijing, but it failed, and a week later the Japanese were in retreat in the north and eventually encircled and destroyed.

At the same time, a Japanese bomber group destroyed Three Gorges Dam, depriving Chimehra of a large part of its energy grid, but also killing hundreds of thousands of people down river. This act is what sealed Japan's fate in the war, as it lost all international support afterwards.

In the end, the Chimehran army was able to push the Japanese invaders out of Chimehra and, with the help of local guerillas, was able to advance into Vietnam.

At the end of the war, Japan realized it could no longer accomplish what it had set out to do, and sued for peace. In the peace treaty that followed, the Japanese Empire was forced to make concessions to Chimehra including large amounts of monetary reparation as well as the territories of North Vietnam and Taiwan. North Korea, utterly devastated by war, was also annexed by Chimehra. By defeating Japan, Chimehra has secured its place as a world power.

Post-War History

Following the war, a lengthy rebuilding process began in the areas affected by the Japanese attacks. Thanks again to Uranium exports, Chimehra was able to slowly rebuild itself to its pre-war status. During this time, events in its biggest ally, the USSR, took a turn for the worst. A popular revolution (Begun by ARGOS, more on this later) took hold, calling for an end to Soviet-style hardline communsim.

Chimehra, unable to intervene on its own because it was still rebuilding, enlisted what aid it could in the World Forum. To avoid full scale civil war, WF-sanctioned elections of self determination were held in each province, and a majority elected to secceed from the USSR and form Novaya Russia. This left the Soviet Union a mere shadow of its former self, controlling only a handful of provinces in the northwest annd southeast. It also left Chimehra as the largest socialist nation still in existance.

Elsewhere, the arab nations and the Dictatorship of Drinent had begun a campaign to annialate Isreal, while Germany and America also came to the brink of war.

This is the present situation in Chimehra. More will be added as time progresses.

Government


Administration

The government of Chimehra is divided into two seperate branches.

The People's Congress is the primary governing body in Chimehra, and is elected by popular vote once every 6 years. For most of its history, the People's Congress was dominated by the SLF, though several minority parties had a considerable number of delegates. More recently, the Chimehran Democratic Socialist Party has won a majority of seats in the body, though the SLF continues to maintain the second largest presence. The People's Congress is responsible for the writing of laws, appropriation of government funds, and the amendment of Chimehra's constutution.

The Premier is the Head of State. Elected once every 6 years, as Congress, the Premier's cheif responsibility is foreign affairs, though he or she also must sign bills into law. However, if a law has over a 65% approval rating in the Congress, his or her approval is not neccessary. The Premier is also responsible for the appointment of key officials within government departments.

In addition to the national central government, each of the 38 provinces of Chimehra is governed by a provincial council. Two provinces (North Korea and Taiwan) recieve special administration. While North Korea's local government is allowed more freedom and autonomy in its laws (due mostly to the fact that North Korea was a former ally and voluntarily accepted annexation, Taiwan is divided into 3 military occupation zones, each administrated by a brigadier general, due to harsh resistance in the weeks following the occupation.

Economics

Chimehra's economy is a mix of Soviet-style command economies and western free markets. While private sector campanies are quite prevelant, they are subject to heavily regulated price and wage controls to ensure relative economic equality among citizens. There is both a minimum and a maximum wage, which allows citizens to advance themselves, but ensures that everyone will remain in a single middle class. The chief exports of Chimehra are automobiles, especially high performance sports cars, and Uranium. The Uranium mining and refining industry accounts for a full 40% of Chimehra's industrial output. Other exports include agricultural products, computer systems, and weapons.

Defense

The Chimehran Armed Forces are divided into five services, all of which are unified under a single High Command in Beijing.

Army

The Chimehran Army is divided into Class I, II, and III divisions and brigades. Class IIIs are mostly remnants of the pre-modernization era, using obsolete equipment, having few or no vehicles, and with little training to speak of. In recent years, most of these units have been either disbanded or converted into People's Armed Police units (more on this later). Class IIs form the bulk of the army, and are decently equipped with relatively modern weapon systems and receive training on par with that of most other nations. Class Is represent the high priority units of the Chimehran Army, and are very well equipped and trained, and all are either armored or mechanized. However they are few in number.

Navy

The Chimehran Navy was once the most neglected branch of the military, but in recent years has seen considerable priority. It operates 37 destroyers, 18 guided missile cruisers, 1 full-size aircraft carrier, 5 smaller amphibious assault ships/STOL carriers, 35 submarines, and several hundred coastal patrol craft as well as maritime supply ships. Though much of the Chimehran navy was destroyed during the Chimehro-Japanese War, new ships bought from the Soviet Union were able to fill their gap, resulting in the present situation. The navy is also responsible for Chimehra's coastal defense network and maintains Moskit and SS-N-22 Sunburn anti-ship missile batteries along Chimehra's coastline.

AirForce

The Chimehran Air Force, like the army, is in a transition and modernization period. While some of the more elite squadrons are equipped with newer Su-27, Mig-29, and Su-30Mk fighters, much of the airforce still relies on the old workhorse planes such as the Mig-21 and J-8.

People's Armed Police

The PAP is a large militia/reserve force, comprised mainly of disbanded Class III units and the old paramilitary forces of the Socialist Liberation Front. It's main feature is it's huge manpower (nearly 5 million), however most of its troops are very poorly trained and have obsolete weapons, and many of them reieve litle or no training at all. Despite this, the PAP performed well in guerilla actions against the Japanese, though their casualties were horrendous to say the least.

Crimson Guard

The Crimson Guard is the elite of the elite within the Chimehran military. Though few in number (only eight divisions), the Crimson Guard is the most feared of Chimehra's miltary services. They are extensively well trained, and equipped with the latest Chimehran-Soviet weaponry (AK-74,RPG-29,Type-98 tanks,etc), and act as rapid deployment shock troops to reinforce the regular army where needed.The Chimehran victory in the Chimehro-Japanese War was due in large part to the actions of the CG. The 1st Crimson Guard division is always kept in Beijing and maintains the garrison there.

Foreign Policy


The People's Republic of Chimehra is an active member in the World Forum, and maintains diplomatic relations with most nations. Historically, it's principle ally has been the Soviet Union, especially in the early years when the counry was basically a Soviet client-state. However, in recent times as Chimehra has become more powerful (both economically and militarily), and especially due to the Novaya Russian movement in the USSR, the roles have been reversed. Chimehra is now the largest socialist nation in existance, and increasily it is Moscow that relies on Beijing.

Chimehra's relations with Nazi Germany and the United States are somewhat strained, due largely to conflicting ideologies. However, not to the point of hostility. Japan remains somewhat hostile to Chimehra, after suffering defeat in the last war.

Chimehra has maintained friendly relations with both Isreal and her arab neighbors. As a result, Chimehra has remained decidedly neutral in their conflicts.

The current foreign policy of Chimehra stresses the peaceful advancement of socialism,aid to developing socailsim countries abroad, the defense of Chimehra's economic and security interests abroad, and international cooperation.

Note about ARGOS


ARGOS stands for the Alliacne for the Restructuring of Global Order and Society. ARGOS is an international terrorist organization, that maintains active cells in virtually every nation, and is composed (either directly or indirectly) of dozens of smaller organizations. While many of the subsidiary groups have their own objectives and reasons for allying themselves with ARGOS, the long term goal of the organization as a whole is the complete destruction of the world's powers, and ARGOS world domination. ARGOS is led by 26 senior members. To keep their identities a secret, they are referred to by a letter of the alphabet, and only Mr.Z knows the identity of the other members. ARGOS's operations have successfully instigated a war between Nazi Germany and America as well as a conflict between Isreal and her arab neighbors, and possibly the Chimehro-Japanese war. If a thrid world war begins, it will be of ARGOS's doing.
