The Grand City State of Citta Nuova is a huge sprawling nation in the southwestern part of Gay. Its enormous population is led by the Benevolent Leader OJ, who has outlawed political freedom, but does try to stimulate the population to enjoy their personal and economic freedoms.

History
Citta Nuova was settled by a group of refugees who arrived by boat and had been fleeing from religious persecution in their native cities of Sodom and Gomorrah. For many years, the refugees travelled around the world until they finally discovered the shores of Gay. Despite the barren, inhospitable landscape, they felt at home immediately.
Arrival in Gay
The nationless refugees made landfall at the mouth of a grand river, which they declared to be the Libertà. Two new settlements were then started: New Sodom on the northern shore and New Gomorrah on the southern shore, because the inhabitants of the two different cities do not get along very well. But, having been together for such a long time during their flight, they decided to remain one nation together and called themselves the federated cities of Citta Nuova.
Growth and development
After the first few years of hardship, both sides of Citta Nuova continued to grow and prosper. But when doing so, the government decided that they should distinguish themselves from the politics of either side of the river and moved to a man-made island in front of the Cittanuovan coast. The construction of the huge island took many years and required a huge investment. But Isola, as the island is now called has proven to be an appropriate seat for the small Cittanuovan government. After the establishment of Isola, both New Sodom and New Gomorrah continued to grow. There have been discussions in the country about settling other locations, but the Cittanuovans are typical city dwellers and want to stay together.
Recent history
During recent times, the Citta Nuova government has been involved in a numer of minor international disputes. Sofar, these have always been resolved peacefully. However, a recent rampage by Queen Gwen of Gwenstefani has left many wondering about the appropriateness of the relations with that nation. Reports have been confirmed that say that Queen Gwen has used ultramodern handheld Weapons of Mass Destruction on the New Sodom High- and Primary School, leading to the deaths of at least 850 school children. 4000 others were hospitalised after the incident. This was only one of the incidents that illustrates how much of an international menace Queen Gwen has become. At the New Gomorrah East Elderly Home, she made more victims. This time not using the traditional Weapons of Mass Destruction, but using her torturing voice to destroy the brains of hundreds of elderly people. Of course, the government of Citta Nuova could not accept this behaviour, but attempts to solve the dispute have so far been unsuccesful. This is mainly due to the fact that the Gwenstefani government simply denies the allegations and refuses to admit that Queen Gwen is an actual menace.
Population
The 828 million (July 2006 estimate) population of Citta Nuova consists for 96% of urbanites. There are currently 4 major centres:
- Isola, the Capital Island in front of the coast of Citta Nuova, home to the government and many international corporations and organisations. Isola also houses approximately 9% of the Citta Nuova population.
- New Sodom, home of the wise and the rich. This is the main location for Citta Nuova's leading universities, as well as its succesful Information Technology industry. It houses approximately 28% of the Cittanuovan population.
- New Gomorrah, the bluecollar side of Citta Nuova. Great factories (especially book publishers), the principal army and navy base and a large population. A full 44% of the Cittanuovan population calls New Gomorrah home.
- Newtown, the two-faced heart of Eastern Citta Nuova, occupies itself with two main activities: Entertainment (most of Citta Nuova's movies and TV is made here) and uranium mining, another major industry in Citta Nuova. 15% of the population calls it home.
The 4% of the population that does not live in one of the four great cities is spread out in the rest of the country and works in agriculture mostly.
Government
When Citta Nuova became too large to manage by communal agreement, there was a while during which democracy was advocated by a large majority. But it turned out that the Cittanuovans are simply too selfish to agree on appropriate policies. This led to a proposal by the then-ruling Federation President OJ that he would be given the power to decide on disputed issues. The Cittanuovans agreed on this, but soon after, President OJ actually decided to ban elections and started to make all decisions himself. Overall, this has been for the greater benefit of the population of Citta Nuova and nobody seems to mind. He also decided that, even though Citta Nuova is indeed a federation, he decided to crown himself as Sultan and rename the Federated Cities of Citta Nuova into the Sultanate of Citta Nuova. This was overturned when it turned out that some nations refused dealings with the Sultanate for this reason. Nowadays, the nation is known as the Federated Grand City States of Citta Nuova, of which Sir OJ is now the Benevolent Leader.
Current government
Currently, Sultan OJ has appointed a seven-men cabinet for the daily leadership of Citta Nuova. Especially the Ministers for Foreign Affairs, Economy and Finance and City policy are very important. Citta Nuova itself is still officially a federation of New Sodom, New Gomorrah, Isola and Newtown, which are all subdivided into separate communità's, of which there are currently 580. They are led by representatives of the Benevolent Leader Sir OJ.
Foreign policy
Sir OJ has decreed that friendly relations should be kept with the other nations of Gay. In addition to that, he also advocates that international cooperation is the only way forward in the world. This is why Citta Nuova is participating in the United Nations. However, the recent dispute with Gwenstefani shows that Sir OJ does not simply accept all behaviour of everyone. Any government that thinks it has the opportunity to show aggression to Citta Nuova, should remember that the Pastafarian Pirate Island of New Liff is a very close ally of Citta Nuova, despite its significant differences. Recently, the leader of New Liff has once again expressed its willingness to support Citta Nuova by any means necessary, if such a thing may ever be necessary.
Economy
The Cittanuovan economy is largely based on three sectors: Information Technology, Book publishing and Uranium mining. All these sectors are booming and Citta Nuova's economy has shown GDP growth rates above 5% for each year since its foundation. Finally, another important sector is Agriculture. On farms, outside the actual cities, guest workers from other nations operate large dragon farms, which produce the finest dragon meat in the entire region. The Cittanuovan currency, the nuovo, is very strong, although Sir OJ desires to establish a region-wide currency union, which would benefit the economies of all.
Religion
Religions in Citta Nuova are banned. For the Cittanuovans themselves, this is not a problem. They generally remember how the intensively religious peoples of Sodom and Gomorrah chased them away. But for visitors from other nations, it can sometimes be difficult to understand the fact that they are not allowed to practice their religions. Illegal churches have been found and destroyed by Cittanuovan special police.
