Brief

The Dominion of Rhine Haven is a self-governing territory of the United Kingdom of Great Britin and Northern Ireland. Located in the West Pacific North of Papua New Gunea, it consists of one large island and several smaller atolls.

Rhine Haven has been a colony for 120 years. This colony is currently working towards independance, but there is no time frame set.

History

1884 -- The Neuguinea-Kompagnie (New Gunea Company) is founded in Berlin to pormote the interests of Germany in the Western Pacific.

1884 -- The island of Rhine Haven is clamed by the Neuguinea-Kompagnie and is apart of Kaiser-Wilhelmsland, wich inlcudes the territories of • Rhine Haven • New Guinea • the Bismarck Archipelago • the German Solomon Islands • Carolines • Palau • the Marianas (exccluding Guam) • the Marshall Islands (1906) • Nauru

1889 - 1 April -- The Neuguinea-Kompanie turns control over to the German Empire, creating a protectorate called German New Guinea (Deutsch-Neuguine)from 1884 to 1914.

1889 - 30 July -- Germany Signs a treaty with Spain ensuring Germany's control over Kaiser-Wilhemsland.

1890’s – Rhine Haven settled at Bismarck City.

1900 – Rhine Haven is divied into ten districts by German Administrators.

1914 - 1918 -- World War I. Australian troops invade and capture the island.

1918 - The island of Rhine Haven is declared a British Mandate by the Leauge of Nations.

1919 - Australian troops leave. Permanent British garrison on the island.

1939 - Second World War - Troops from Rhine Haven augment ANZAC units in the Pacific Theatre of Operations.

1942- Japanese invade Rhine Haven.

1944- Allies retake the island of Rhine Haven

1950's the Island of Rhine Haven rebuilds its infrastructure that was destoryed in Second World War.

1950 - 1953 -- Troops from Rhine Haven take part in the Korean War. Most are support units for UK and Commonwealth Forces.

1963 – In a bid for self government, a provisional popular assembly is created by popular vote. Following parliamentary procedure, a provisional government is formed from a coalition of the provisional parliament’s parties.

1965 – The Provisional Government of Rhine Haven petitions the Crown for the right of self-government.

1967 - 5 March -- The Colony of Rhine Haven is given self-governing powers as a Dominion within the United Kingdom. The Colony of Rhine Haven becomes the Dominion of Rhine Haven. Arrangements are made for a provisional parliamentary assembly and government to continue until elections are held. Popular elections for the government are set for March of 1969.

1969- 18 March – Elections are held and the Provisional Government disbands. Created in its place is the Parliament of Rhine Haven, which contains three parts: the House of Commons, the Senate, and the Sovereign.

Politics

The Island of Rhine Haven is a british colony with self governing powers. The head of state is Queen Elizabeth II. She is represented in Rhine Haven by a Governor General, Sir Gerald Mortimer.

Actual executive power lies with the premier, who heads the cabinet.

A pro-independance movement is gaining strenth but has yet to affect main stream politics.

Independence Movement

Rhine Haven has been discussing independence since the 1970's. Many plans for independence have been brought up in the local media and Parliament, but as yet none have been deemed worthy by local authorities to consider beginning negotiations with Her Majesties Government.


Currently the Dominion Co-operative Party, which is headed by Premier Alexander, is working on a plan for independence. Details given this far, have made calls for the UK to recognize the independence of ten countries instead of one. This would correspond to the current sub-divisions on the island. Further details have yet to be released.

Culture

The culture of Rhine Haven is a blend of Polynesian and European ideas and styles. There are many pieces of architecture that reflect the British and German colonial influence. Along with the mixture of German, English and Pacific Islander place names that work to give Rhine Haven a unique flavor. For example in Bismarck city, the executive residence is No. 6 Wilhelmsstrasse, whitch is located in the Paddington area of the city.

Often Rhine Haven has been criticized as being too European in its outlook towards the Pacific.

Popular Culture

The popular culture of Rhine Haven is very much dominated by the UK and Australia. It is not uncommon to see on the shelves of grocers and Supermarkets products and foodstuffs from both countries. Also many pop icons from the UK and Australia have a following in Rhine Haven.

As for local popular culture, it contains many references to outside influences but also varies to some degree by ethnicity.

Geography

The geography of the Island of Rhine Haven is much more varied than that of many other Pacific islands. There is tropical coast area for about 5 kilometers inland that streches around the island.

The P'oying Mountain Range divides the country into two halves. The range is critical for supplying the water for the country's rivers and for the people. Along with defining the natural drainage patterns, it forms the border of several of the Dominion's sub-divisions.

Military

The military of the Dominion of Rhine Haven divided into several branches. The Army, Navy, Air Force, and Border Security Forces, are collectively referred to as the Dominion of Rhine Haven Defense force, or Dominion Defense Force (DDF) for short, it under the control of the Ministry of Defense. There is no Marine Corps in the Dominion as the one of the main focuses of Army Basic Training is in Amphibious warfare.

Military ranks for the Dominion of Rhine Haven follow those used by the UK.

Rhine Haven has a unique defense arrangement, in that is provides its own military for local defense but over all defense of the colony is the responsibility of the UK. Currently the Dominion has defense arrangements for support from Commonwealth forces in the event of an attack. This arrangement would last until UK forces could arive or if Commonwealth nations agree to help in the liberation of Rhine Haven after an invasion.

The defense agreements also provide for many training and other military facilities to be used by Rhine Haven to support its military.

Army

The army of the Dominion of Rhine Haven is headed by a British General, all other officers are from the colony. The Army is equipped with mostly British equipment, that being supplemented by equipment bought from Australia and New Zealand. currently Basic Training last approximately ten weeks and spends a good amount of time on amphibious warfare.

Air Force

The Air Force is small and is comprised mostly of light attack jets, interceptors and multi-role trainers. The main emphasis of the Air force is to provide ground support to the Army. Air superiority by Rhine Haven alone is a priority that is currently hard to achieve with the current inventory. Current air superiority doctrine relies on assistance form the UK or Commonwealth forces in order to be effective.

Navy

The inventory of the Navy is made up of a large number of patrol craft and destroyers. There are two light carriers in that proved the Navy with mobile air power. Basic training lasts ten weeks and is conducted mostly in Australia.

Border Security Forces

While the Border Security Forces do not form and integral part of the Army, they do play a major role in the defense of Rhine Haven against invasion. The role of Border Security Forces is to conduct border patrols on land and sea, to run customs stations and ports of entry, and conduct other missions like those done by the US Coast Guard. Examples of these duties are search and rescue, drug interdiction and anti-smuggling operations.

The Border Security Forces are responsible to the Ministry of Defense, but those units conducting customs functions are governed by the Ministry of the Interior, unless there is a national emergency. At that time the control of the Border Security Forces would be under the direct control of the Ministry of Defense.

Subdivisions

The country is divided into ten (10) regions that could be considered semi independent nations. The term "Republic" is commonly used for this subdivision. Each "Republic" is analogues to the way that Wales and Scotland are considered countries in their own right, and yet belonging the United Kingdom.


Each Republic is further sub-divided into states or provinces, or territories. The choice to use the title of is of little importance and is often decided in acts of the Republic's legislative body.


Each state may be a single entity or it is possible to a fourth level of sub-division and that is to create a county or special districts for heavily urbanised areas.
