Constitution Constitution of the Empire of Evil

\\\'\\\'\\\'EVIL\\\'\\\'\\\', refounded by Hamdonia on May 8th, 2006. The Realm of Hamdonia had served Evil as the U.N. Delegate for almost four years (while the region was without a founder all of that time), fending off multiple invasion attempts (none that succeeded) until the regional influence rules were put in place. At that time, Hamdonia refounded the region and has remained its leader ever since. There is no current information on the previous owner, or when it was first established. On 17th May, 2007, the fairly new Army of Shorak, led by General Supercrazywackyland, siezed control of the region Region, Evil\\\'s first successful takeover. Unfortunately, in an attempt to permanently control Region, the control was lost.

Evil has also had several other successes: its two official enemies seem to have been crushed. Eviliciousness, a nation that was thrown out of Evil, founded an independent region, The Evil People, which included other more minor enemies such as Lazen. On the 25th of May, The Evil People seemed to have been destroyed, and on the 6th of June it was refounded by Psychotic Regime and became part of the Empire of Shorak (although Eviliciousness seems to think this is a good thing for some random reason). Since then, there was a large battle in Warzone Asia, involving the Army of Shorak, the Precinct of Prominence, and Eviliciousness with the Black Hawks, resulting in an alliance between the Army of Shorak and the Precinct of Prominence, and the Army of Shorak and the Axis of Evil. As for the other official enemy, Eophippus and his other \\\'extinct mammal\\\' puppets, he seems to have disappeared in the midsts of Nationstates for no apparent reason.

But even though Evil has had many highs, there have also been a few lows. For no apparent reason Powellpuffton (or \\\'Puffy\\\' as The Axis of Evil liked to call him) was forced to leave The Axis of Evil. In retaliation, he joined Evil and declared a long spam war with The Axis of Evil. But Powellpuffton was sent to the mods twice, and in early May 2007 Powellpuffton was deleted, resulting in a victory to The Axis of Evil. Powellpuffton has since been resurrected as (Brigadier) Psychotic Regime, and relations between the nation and The Axis of Evil have improved greatly. But it is still not clear why \\\'Puffy\\\' was tormented so much by The Axis of Evil hat he had to leave. Another low was the failed invasion of the region Peaceful War Mongers on the 13th of July 2007 (Friday the 13th! Maybe that\\\'s why it failed?). It seemed like an easy target: it only had 3 nations, the UN delegate only had one endorsement and there was no active founder. The invasion was planned well in advance. However, just as Evil\\\'s nations arrived in Peaceful War Mongers, 5 UN nations were brought in to endorse the delegate, and Evil\\\'s nations ejected. This was a great embarrassment to Evil, particularly to the leader of the invasion, Major-General Psychotic Regime, and as a result demoted himself to Brigadier, and decided that he would not lead another invasion, only participate.

Recently, it was discovered in Evil that the ISE (Intelligence Service for Evil) and CISA (Committee of Internal Security Affairs) existed. The only information known about them is that ISE and CISA is most likely headed by The Megalomaniac, and the 4 Judges of the Public Tribunals. Aside from this, everything is shrounded in absolute secrecy. In 14th September 2007, General Supercrazywackyland was charged of suspicions on conspiring against the Empire, but the charges were acquitted by all of the 4 judges.

Current Status

Evil is a relatively quiet region, letting its inhabitants choose to do whatever they want, as long as overall order is maintained. The current U.N. Delegate is the Empire of Shorak. The regional population historically has been on average 40-50 nations. U.N. membership, while highly encouraged, is not required. There are no \\\"alliances\\\" or \\\"treaties\\\" with other regions. There are no defined structures or ranks, positions of authority, or other titles, besides those of the Army, and the title \\\"Emperor\\\", given to Shorak.

The Constitution of the Empire of Evil

CHAPTER I. THE EMPEROR

Article 1
The Empire of Evil shall be reigned over and governed by a line of Emperors unbroken for ages eternal.
Article 2
The Imperial Throne shall be succeeded to by Nations of a rank more than a Colonel, or a Commodore and approved by the Guardian of the Empire.
Article 3
The Emperor is sacred and inviolable.
Article 4
The Emperor is the head of the Empire, combining in Himself the rights of sovereignty, and exercises them, according to the provisions of the present Constitution.
Article 5
The Emperor exercises the legislative power with the consent of the Imperial Council.
Article 6
The Emperor gives sanction to laws, and orders them to be promulgated and executed.
Article 7
The Emperor convokes the Imperial Council, opens, closes, and prorogues it, and dissolves the Council as The Emperor sees fit.
Article 8
1. The Emperor, in consequence of an urgent necessity to maintain public safety or to avert public calamities, issues, when the Imperial Council is not sitting, Imperial instruments of security (Imperial Ordinances are to take place.
2. Such Imperial Ordinances are to be laid before the Imperial Council at its next session, and when the Council does not approve the said Ordinances, the Imperial bureaucracy shall declare them to be invalid for the future.
Article 9
Imperial Securities concerning direct conflict may be considered paramount to Imperial Ordinances (and such related orders), State of Emergency will be declared, and the Imperial Army, together with the Secretary of State shall take control of situations.
Article 10
The Emperor determines the organization of the military and the administrative ministries, and has equal rights in the dismissal of one.
Article 11
The Emperor has the supreme command of the Imperial Army.
Article 12
The Emperor determines the organization and peace standing of the Imperial Army.
Article 13
The Emperor declares war, makes peace, and concludes treaties. If not present for rapid actions, the Guardian of the Empire or Secretary of State will enact such actions.
Article 14
1. The Emperor declares a state of siege.
2. The conditions and effects of a state of siege shall be determined by the Imperial Army Chief of Staff.
Article 15
The Emperor confers titles of military rank in the Imperial Army (taking affect after January 2008). Recommendation of promotions must be complied by the Emperor, unless a third party intervenes.
Article 16
The Emperor orders amnesty, pardon, commutation of punishments and rehabilitation if such chances are granted by the prosecuting party and/or if the crime doesn’t come under Anti-Imperial Conspiracy and Espionage charges.
Article 17
1. A Regency shall be instituted in terms of the Emperor’s inactivity.
2. The standing Guardian of the Empire will function as Regent or, in his absence the Secretary of State. 3. The Regent shall exercise the powers equal to the Emperor.

CHAPTER II. RIGHTS AND DUTIES OF SUBJECTS

Article 18
A nation would be considered a subject of the Empire if the nations concerned which has sworn to serve the Empire and the Emperor with competence, and to work against the enemies of the Empire with zeal.
Article 19
Evil subjects may, according to qualifications determined by the officers involved, be appointed to military or any other public offices equally.
Article 20
Evil subjects are required to serve in the Imperial Army.
Article 21
Evil subjects are required to serve their duty of reporting all dissidents.
Article 22
Evil subjects shall have limited liberty, in which its liberty controlled by the Secret Police.
Article 23
All Evil subjects can be expelled, and face public tribunals.
Article 24
No Evil subject shall be deprived of his right of being tried by the Secret Police.
Article 25
Evil subjects shall not face any juried tribunals.
Article 26
Every telegrams sent should become public if the needs arise and approved by the Emperor or his delegate(except in the case of confidential wordings exchanged, than the telegram would be partially revealed).
Article 27
1. The right of property of every Evil subject shall not be guaranteed.
2. Measures necessary to be taken for the public benefit shall be only provided if the Imperial subject has served for the Empire.
Article 28
Evil subjects shall have religious freedom, unless it comes into direct conflict with the Constitution.
Article 29
Evil subjects shall be controlled on their speech
Article 30
Evil subjects may present petitions, by observing the proper forms of respect, and by complying with the rules specially provided for the same.
Article 31
The provisions contained in the present Chapter shall not affect the exercises of the powers appertaining to the Emperor, in times of war or in cases of a national emergency.
Article 32
Each and every one of the provisions contained in the preceding Articles of the present Chapter, that are not in conflict with the laws or the rules and discipline of the Imperial Army, shall apply to the officers and men of the Imperial Army.

CHAPTER III. THE IMPERIAL COUNCIL

Article 33
The Imperial Council shall consist of the Emperor, 1 representatives from the Imperial Army, the Guardian of the Empire, 1 representative from any of the security agencies, and Secretary of State.
Article 34
The Army representative is to be the Chief of Staff.
Article 35
The representative from the Secret Police is to be at the least of vice-Admiral rank.
Article 36
All representatives must have not served for another region within the year that the Council is taking place.
Article 37
Every amendment/law requires the consent of the Imperial Council.
Article 38
Most ideas are passed by majority votes in the Council.
Article 39
Exceptions are ones concerning National Security, in which it can be struck down with 3 votes against it.
Article 40
All representatives may convey messages through telegrams if on active duty.
Article 41
The Imperial Council will be set up at the least once every year.
Article 42
A session of the Imperial Council may not continue in the absence of the Emperor.
Article 43
1. When urgent necessity arises, an extraordinary session may be set up in addition to the ordinary one.
2. The duration of an extraordinary session shall be determined by the Secretary of State.
Article 44
1. The opening, closing, prolongation of session and prorogation of the Imperial Council must be presented with a speech of the reason of the actions.
2. The Emperor, Secretary of State or the Guardian of the Empire may at any time terminate any speeches.
Article 45
When the Council is dissolved, all acts must take effect unless specified so.
Article 46
No debate can be opened and no vote can be taken in the Council if more than 2 agreed representatives are not active.
Article 47
In the case of a tie-vote, the Emperor shall do the honor of the casting vote.
Article 48
The council shall be held in private.
Article 49
The Imperial Council may respectively present addresses to the Emperor.
Article 50
Representatives may receive petitions presented by subjects.
Article 51
Representatives may enact their own affairs while the Council is in order.
Article 52
Representatives must keep in mind that what they say in the Council is final.
Article 53
Representatives are not immune from a Secret Tribunal, even when a session is going on.
Article 54
The Staff of the Empire may make any speeches during the session of the Imperial Council.

CHAPTER IV. THE JUDICATURE

Article 55
1. The Judicature of the Empire will be appointed by the Emperor, the Guardian of the Empire and the Secretary of State. 2. The Judicature shall function as a branch of the Secret Police. 3. The Secret Police will be headed by a Minister appointed by consensus between the Emperor and Guardian of the Empire. 4. All rulings and communication with the Secret Police and their Minister will be routed through the Emperor, the Guardian of the Empire or the Secretary of the Empire.
Article 56
All Tribunals are not open to the Public (it is only viewable by the Public by order of the Emperor or his designate).

CHAPTER V. SUPPLEMENTARY RULES

Article 57
1. When it has become necessary in future to amend the provisions of the present Constitution, a project to the effect shall be submitted to the Imperial Council by an Imperial Order.
2. In the above case, amendments can only be passed if the amendments have no affect on National Security. Amendments regarding National Security will be held by the Secret Police or Secretary of State. All rules regarding National Security will be put in as measures, instead of part of the Constitution.
Article 58
No modification can be introduced into the Constitution, during the time of a Regency or a State of Emergency, but the Emperor or Secretary of State may pass modification without the session of a Council during Emergency.
Article 59
1. Existing legal enactments, such as laws, regulations, Ordinances, or by whatever names they may be called, shall, so far as they do not conflict with the present Constitution, continue in force.
2. All existing contracts or orders, that entail obligations upon the Empire may be broken if it doesn’t suit the purposes of the Empire.
Article 60
Association with the entities known as the 4 Judges is treason. Any person willingly associating with the 4 Judges is subject to arrest and execution by the Secret Police.
Article 61
The Guardian of the Empire may suspend the Constitution at any time, for any reason.
